About measures for realization of the main directions of development of the organizations of water supply and the sewerage

In pursuance of the resolution of the President of the Republic of Uzbekistan of March 6, 2015 No. PP-2313 "About the Development program and upgrade of engineering and communication and road and transport infrastructure for 2015-2019", the Presidential decree of the Republic of Uzbekistan of May 15, 2015 No. UP-4725 "About Measures for Ensuring Reliable Protection of Private Property, Small Business and Private Entrepreneurship, Removal of Barriers to Their Accelerated Development", and also for the purpose of enhancement of management structure of the organizations of water supply and the sewerage, further increase in level of security of the population with high-quality drinking water and services of the sewerage, simplification of system of connection of subjects of entrepreneurship to engineering and communication networks on a turnkey basis the Cabinet of Ministers decides:

1. Agree with the offer of Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas, the Ministries of Economics, the Ministries of Finance of the Republic of Uzbekistan, the Uzbek agency "Uzkommunkhizmat" about creation of the single state unitary enterprises "Suvokova" with branches in the cities and areas based on operational entities of water supply and the sewerage (further - SUE Suvokova).

2. Approve:

standard structures of the state unitary enterprises "Suvokova", and also their city and district branches according to appendices No. 1, 1a and 1b;

complex actions for ensuring realization of priority tasks for development and upgrade of systems of drinking water supply and the sewerage, enhancement of system of connection of subjects of entrepreneurship to networks of water supply and the sewerage on a turnkey basis according to appendix No. 2.

3. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas together with the Uzbek agency "Uzkommunkhizmat", Goskomkonkurention of the Republic of Uzbekistan till January 1, 2016 to provide:

creation SUE Suvokova and its city and district branches by reorganization of operational entities of water supply and the sewerage according to standard structures according to appendices No. 1, 1a and 1b to this resolution;

approval of charters SUE Suvokova and their state registration in accordance with the established procedure;

completion SUE Suvokova qualified technical and production personnel.

4. Take into consideration that the intrasystem cession of property between SUE Suvokova both its city and district branches is not considered as turnover on realization and, respectively, is not object for the purposes of calculation of taxes and obligatory payments in the state trust funds.
