About approval of Rules of carrying out certification of specialists of health care

According to Item 3 of article 176 of the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system" PRIKAZYVAYU:

1. Approve Rules of carrying out certification of specialists of health care, according to appendix 1 to this order.

2. Recognize invalid some orders of the Minister of Health of the Republic of Kazakhstan, according to appendix 2 to this order.

3. To provide to committee of control of medical and pharmaceutical activities of the Ministry of health and social development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction on official publication in periodic printing editions and information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of health and social development of the Republic of Kazakhstan and the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of health and social development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

4. To impose control of execution of this order on the vice-Minister of health and social development of the Republic of Kazakhstan Tsoi A. V.

5. This order becomes effective since October 9, 2015.

Rules of carrying out certification of specialists of health care

Chapter 1. General provisions

1. These rules of carrying out certification of specialists in the field of health care (further – Rules) are developed according to Item 3 of article 176 of the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system" (further – the Code) and determine procedure for receipt of the certificate of the specialist in the field of health care.

2. In these rules the following concepts are used:

1) the specialist – the physical person having the medical education including received outside the Republic of Kazakhstan;

2) assessment of professional readiness and confirmation of conformity of qualification of specialists (further – Assessment) – the assessment procedure of knowledge and skills which is carried out for the purpose of confirmation of conformity of qualification of the specialist to requirements of the professional standard in the field of health care;

3) the certificate of the specialist (further – the certificate) – the document giving to the physical person the right of implementation of medical activities for the corresponding clinical specialty and its admission to clinical practice (work with patients);

4) the applicant – the specialist applying for receipt of the certificate of the specialist according to these rules.

Chapter 2. Procedure for carrying out certification

3. Certification of specialists in the field of health care is carried out for the purpose of determination of readiness of persons having average (technical and professional), postsecondary, higher medical education, and also the persons which underwent retraining of personnel and (or) acquired postgraduate education to implementation of medical activities and their admission to clinical practice (work with patients) with issue of the certificate of the specialist to them.

Certification of specialists in the field of health care is carried out based on assessment of professional readiness, confirmation of conformity of the qualification of specialists in the field of health care which is carried out by the organizations performing assessment of professional readiness and confirmation of conformity of qualification of specialists in the field of health care, accredited by authorized body according to the Rules of accreditation of health care approved by the order of the Minister of health and social development of the Republic of Kazakhstan of March 10, 2015 No. 127 (registered in the Register of state registration of regulatory legal acts No. 10735).

4. For receipt of the certificate the applicant provides the following documents:

the statement in form according to appendix 1 to these rules;

form of data according to appendix 2 to these rules;

result of Assessment on the declared specialty (in the presence of the certificate on assignment of category, the result of Assessment received no later than 1 year at the time of the address);

the diploma about medical education;

the document on the termination of internship, residency, clinical internship on the declared specialty (in case of their availability);

the certificate of retraining on the declared specialty (in the presence);

the certificate on advanced training over the last 5 years on the declared specialty (it is provided by applicants, except for the graduates of internship, residency, average educational institution which finished training no later than 5 years at the time of filing of application on receipt of the certificate);

the certificate of recognition and (or) nostrification of education documents, for persons who got medical education outside the Republic of Kazakhstan;

certificates on change of name, middle name (in case of its availability), surnames or about marriage (matrimony) or about annulment of marriage (matrimony), for persons which changed name, middle name (in case of its availability), surname after receipt of education documents.

To the document issued in foreign language the copy of the notarized translation on Kazakh or Russian in addition is provided.
