1. Approve the enclosed regulations of the state service "Accreditation in the field of Energy Saving and Increase in Energy Efficiency".

2. To committee of industrial development and industrial safety of the Ministry for Investments and Development of the Republic of Kazakhstan (Erzhanov A. K.) provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan, the direction it the copy on official publication in periodic printing editions and information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 2 of this order.

3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective after twenty one calendar days after its first official publication.

Regulations of the state service "Accreditation in the field of Energy Saving and Increase in Energy Efficiency"

1. General provisions

1. The state service "Accreditation in the field of Energy Saving and Increase in Energy Efficiency" (further - the state service) appears Committee of industrial development and industrial safety of the Ministry for Investments and Development of the Republic of Kazakhstan (further - the service provider).

2. Form of rendering the state service - electronic (partially automated) and (or) paper.

3. Result of rendering the state service - the certificate on accreditation in the field of energy saving and increase in energy efficiency (further - the certificate) or motivated refusal in provision of the state service.

2. The description of operations procedure of structural divisions (workers) of the service provider in the course of rendering the state service

The basis for the procedure (action) for rendering the state service is availability of the statement or electronic request of uslugopoluchatel with the enclosed documents (further - the document), according to Item 9 of the Standard of the state service "Accreditations in the field of Energy Saving and Increase in Energy Efficiency" of the Minister of investments and development of the Republic of Kazakhstan approved by the order of April 30, 2015 No. 565 (registered in the Register of state registration of regulatory legal acts No. 11353) (further - the Standard).

5. Contents of each procedure (action) which is part of process of rendering the state service, duration of its accomplishment:

1) acceptance and document registration by the clerk of the service provider with assignment of registration number and date within 15 (fifteen) minutes;

2) imposing of the resolution of the head or his deputy and determination of the executive in charge within 50 (fifty) minutes;

3) consideration by the executive in charge of documents on completeness within 2 (two) working days:

in case of not completeness of documents of uslugopoluchatel issue of motivated refusal in provision of the state service according to the subitem 1) item 4 of the Standard;

in case of compliance of documents of uslugopoluchatel to requirements, document transfer in the commission on accreditation in the field of energy saving and increase in energy efficiency (further - the commission);

4) consideration of documents is performed by the commission within 23 (twenty three) working days estimated from the moment of the end of preliminary consideration of documents;

5) in cases and on the bases, stipulated in Item 10 Standards issue to uslugopoluchatel by the executive in charge of motivated refusal in provision of the state service within 5 (five) working days entering in time rendering the state service;

6) in case of adoption of the positive decision the certificate within 5 (five) working days prepares and entering of data of uslugopoluchatel into the register of the legal entities who received the certificate on accreditation is made;

7) departure of result of rendering the state service to uslugopoluchatel within 15 (fifteen) minutes.

6. Result of the procedure (action) for rendering the state service which forms the basis for accomplishment of the following procedure (action):

acceptance and document registration of uslugopoluchatel, necessary for rendering the state service, in office of the service provider and transfer to their head of the service provider (deputy manager);

the resolution of the head (deputy manager) for consideration of documents to responsible structural division;

check on completeness of documents the executive in charge;

issue of motivated refusal on incompleteness or document transfer for consideration by the commission;

positive or negative (joint) decision of the commission;

issue of the certificate and entering into the register of the legal entities who received the certificate on accreditation or issue of motivated refusal.

3. The description of order of interaction of structural divisions (workers) of the service provider in the course of rendering the state service

7. In the course of rendering the state service the following structural divisions of the service provider participate:

1) clerk of the service provider;

2) executive in charge;

3) secretary of the commission;

4) head of responsible structural division;

5) deputy manager of the service provider;

6) head of the service provider.
