According to the subitem 1) article 10 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services", PRIKAZYVAYU:

1. Approve:

1) the standard of the state service "Issue of the International Certificate of Weighing of Cargo Vehicles", according to appendix 1 to this order;

2) the standard of the state service "Certification about the Admission to Implementation of the International Motor Transportations and Cards of the Admission on Vehicles", according to appendix 2 to this order;

3)  No. 826 is excluded according to the Order of the Minister of the industry and infrastructure development of the Republic of Kazakhstan of 05.11.2019;

4) the standard of the state service "Licensing for the Occupation Right Activities for Irregular Public Conveyance by Buses, Minibuses in Long-distance Interregional, Interdistrict (Long-distance Intraregional) and International Messages, and also Regular Public Conveyance by Buses, Minibuses in the International Message", according to appendix 4 to this order;

5) the standard of the state service "Issue of Special Permission to Journey of Heavyweight and (or) Large-size Vehicles", according to appendix 5 to this order;

6) the standard of the state service "Inclusion in the Register of Operators of Technical Inspection", according to appendix 6 to this order;

7) the standard of the state service "Issue of Permission to Driving through the Territory of Foreign State to Carriers of the Republic of Kazakhstan according to the International Treaties Ratified by the Republic of Kazakhstan", according to appendix 7 to this order;

8) the standard state the service "Issue of the Special Authority for the Move of Dangerous Goods of Classes 1, 6 and 7", according to appendix 8 to this order;

9) the standard of the state service "Issue of the Entry Visa (Departure) on the Territory (from the Territory) Foreign State to the Carriers of the Republic of Kazakhstan Performing Regular Motor Transportations of Passengers and Baggage in the International Message", according to appendix 9 to this order;

10) the standard of the state service "Approval of the Schedule of Carrying Out Obligatory Technical Inspection of Motorized Vehicles and Trail Cars to Them within the Region of Activities", according to appendix 10 to this order.

2. To committee of transport of the Ministry for Investments and Development of the Republic of Kazakhstan (Asavbayev A. A.) provide:

1) in the procedure established by the legislation state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printed publicity materials and information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 2 of this order.

3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective after twenty one calendar days after day of its first official publication.

Standard of the state service "Issue of the International Certificate of Weighing of Cargo Vehicles"

Chapter 1. General provisions

1. The state service "Issue of the International Certificate of Weighing of Cargo Vehicles" (further - the state service).

2. The standard of the state service is developed by the Ministry of the industry and infrastructure development of the Republic of Kazakhstan (further - the Ministry).

3. The state service appears territorial authorities of Committee of transport of the Ministry (further - the service provider).

Reception of an application is performed through:

1) service provider;

2) the web portal of "the electronic government" www.egov.kz, www.elicense.kz (further - the portal).

Issue of result of rendering the state service is performed through the service provider.

Chapter 2. Procedure for rendering the state service

4. Term of rendering the state service:

1) from the moment of the address to the service provider: 1 hour;

the most allowed time of expectation in queue in case of the request for receipt of the state service - 15 minutes;

the most allowed time of servicing - 45 minutes.

2) in case of filing of application through the portal: 45 minutes.

5. Form of rendering the state service: electronic (partially automated) and (or) paper.

6. Result of rendering the state service - the international certificate of weighing of cargo vehicles (further - the certificate) or the motivated answer about refusal in rendering the state service in cases and on the bases, the stipulated in Item 9-1 this standard of the state service.

In case of filing of application through the portal to uslugopoluchatel the notification with indication of the place and the date of receipt of result of the state service or the motivated answer about refusal in rendering the state service in cases and on the bases, the stipulated in Item 9-1 this standard of the state service goes to "personal account".

7. The state service is rendered on free basis to physical persons and legal entities (further - uslugopoluchatel),

1) the service provider - round the clock, without days off and holidays, according to the labor law;

2) the portal - round the clock, except for the technical breaks connected with carrying out repair work (in case of the address of uslugopoluchatel after the termination of on-duty time, in days off and holidays according to the labor law of the Republic of Kazakhstan, reception of applications and issue of results of rendering the state service is performed the next working afternoon).

9-1. The bases for refusal in rendering the state service:

1) establishment of unauthenticity of these (data) provided by uslugopoluchatel for receipt of the state service;

2) discrepancy of uslugopoluchatel and (or) the provided materials, objects, supplied and the information necessary for rendering the state service, to the requirements established by regulatory legal acts of the Republic of Kazakhstan;

3) concerning uslugopoluchatel there is decision (sentence) of court on prohibition of activities or the separate types of activity requiring receipt of certain state service which took legal effect.

Chapter 3. Procedure appeal of decisions, actions (failure to act) of service providers and (or) his service employees concerning rendering the state services

10. Appeal of decisions, actions (bezdeystviye) of the service provider and (or) his service employees, concerning rendering the state services the claim is submitted addressed to the head of the service provider, or addressed to the head of the Ministry of the addresses specified in Item 13 of this standard of the state service.

The claim is submitted in writing by mail, about the portal or purposely through office of the service provider in the working days.

In necessary cases the uslugopoluchatel to the claim attaches the documents confirming low-quality rendering the state service by the service provider.

11. In disagreement cases with results of the rendered state service, the uslugopoluchatel takes a legal action in the procedure established by the legislation of the Republic of Kazakhstan.
