About introduction of preliminary electronic informing bodies of the State Customs Service on the goods and vehicles moved through customs border of the Republic of Uzbekistan with road transport

For the purpose of further enhancement and reducing time of customs clearance, and also increase in accuracy of the information about the moved goods and vehicles through customs border of the Republic of Uzbekistan road transport the Cabinet of Ministers decides:

1. Grant the right to carriers, customs brokers or other interested persons (further - interested persons) since December 1, 2015 to perform preliminary electronic informing bodies of the State Customs Service on the goods and vehicles moved (including on the terms of transit) through customs border of the Republic of Uzbekistan road transport.

2. Approve:

the list of the data represented to bodies of the State Customs Service in case of preliminary electronic informing on the goods and vehicles moved (including on the terms of transit) through customs border of the Republic of Uzbekistan road transport, according to appendix No. 1;

the scheme of implementation of the procedure of preliminary electronic informing bodies of the State Customs Service according to appendix No. 2.

3. Determine that:

interested persons can send the data represented to bodies of the State Customs Service in case of preliminary electronic informing on the goods and vehicles moved (including on the terms of transit) through customs border of the Republic of Uzbekistan road transport (further - preliminary electronic information), to the automated system of preliminary electronic informing bodies of the State Customs Service (further - the automated information system) by means of the world information Internet before movement or during movement (including on the terms of transit) goods and vehicles through customs border of the Republic of Uzbekistan road transport;

in case of discrepancy of preliminary electronic information to the data specified in shipping documents, interested persons can send preliminary electronic information to the automated information system during movement (including on the terms of transit) goods and vehicles through customs border of the Republic of Uzbekistan road transport;

availability of preliminary electronic information is considered in case of decision making about application of forms of customs control concerning moved (including on the terms of transit) goods and vehicles through customs border of the Republic of Uzbekistan by road transport;

when moving (including on the terms of transit) goods and vehicles through customs border of the Republic of Uzbekistan road transport bodies of the State Customs Service perform verification of preliminary electronic information regarding their compliance to the data specified in shipping documents;

in the presence of preliminary electronic information and its compliance to the data specified in shipping documents, customs control and registration are performed within one hour from the moment of provision of shipping documents to bodies of the State Customs Service;

in case of non-presentation by interested persons of preliminary electronic information or its discrepancy to the data specified in shipping documents, bodies of the State Customs Service independently perform input of necessary data in the automated information system during movement (including on the terms of transit) goods and vehicles through customs border of the Republic of Uzbekistan road transport.

4. To the State Customs Committee of the Republic of Uzbekistan:

in two-month time to develop and implement the automated information system;

together with National broadcasting company of Uzbekistan, National news agency of Uzbekistan and other mass media to organize extended coverage and explanation of provisions of this resolution.

5. To the Ministry of Foreign Affairs of the Republic of Uzbekistan to notify the diplomatic representations and consular establishments accredited in the Republic of Uzbekistan on provisions of this resolution.

6. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan R. S. Azimov.

Appendix No. 1

The list of the data represented to bodies of the State Customs Service in case of preliminary electronic informing on the goods and vehicles moved (including on the terms of transit) through customs border of the Republic of Uzbekistan road transport

1. Data on the vehicle on which goods are transported (state number, country of incorporation).

2. Information about carrier (name and address).

3. Data on the place (country) of acceptance of goods for transportation and the place (country) intended for delivery.

4. Name of the country of departure and country of destination of goods.

5. Name and address of the sender and receiver of goods.

6. Data on the name and commodity codes according to the Harmonized commodity description and coding system, at the level of at least six signs.

7. Data on quantity of cargo pieces.

8. Data on gross weight of goods (in kilograms), and also quantity in additional units of measure (in the presence of such data), invoice cost on each specified commodity code.

9. Data on identification number of container.

10. Information on destination of goods according to shipping documents.

11. Information on time (approximately) and the place of arrival of goods on customs area of the Republic of Uzbekistan.

12. Number of the book of MDP (CARNET TIR) according to the Convention on international delivery of freights using the book of MDP (Geneva, on November 14, 1975) in case of transportation of goods using books of MDP.

Note. Interested persons can send to the automated system of preliminary electronic informing bodies of the State Customs Service other data concerning moved (including on the terms of transit) of goods and vehicles through customs border of the Republic of Uzbekistan road transport.
