I. General provisions

Subject of regulation of Administrative regulations

1. Administrative regulations on provision by Federal Accreditation Service of the state service in issue of forms of certificates of conformity, including forms of certificates of conformity on products included in the single list of products which are subject to obligatory certification (except for certificates of conformity on products for which the requirements connected with safety in the field of use of atomic energy), and also forms of the certificates of conformity made in single form are established (further - Administrative regulations) determines terms and the sequence of ministerial procedures (actions) of Federal Accreditation Service, its territorial authorities, structural divisions and officials in case of interaction with applicants in the course of provision of the state service (further - the state service).

2. Applicants on provision of the state service are:

a) in case of issue of forms of certificates of conformity, including forms of certificates of conformity on products included in the single list of products which are subject to obligatory certification (except for certificates of conformity on products for which the requirements connected with safety in the field of use of atomic energy are established):

the certification bodies accredited in accordance with the legislation of the Russian Federation about accreditations in national accreditation system which accreditation is not suspended by national authority on accreditation concerning all area of accreditation;

the certification bodies having the existing documents on accreditation issued by federal executive bodies about day of entry into force of the Federal Law of December 28, 2013 No. 412-FZ "About accreditation in national accreditation system" (The Russian Federation Code, 2013, No. 52, Art. 6977; 2014, No. 26, Art. 3366);

b) in case of issue of forms of the certificates of conformity made in single form, the certification bodies specified in the subitem "an" of this Item, included in the Unified register of certification bodies and test laboratories (centers) of the Customs union.

3. Informing on provision of the state service by Federal Accreditation Service is performed:

directly in the building of Federal Accreditation Service and its territorial authorities with use of means of evident information, including information stands and means of informing with use of information and communication technologies;

by means of use of telephone, mail service, and also e-mail;

by means of placement of information on the official site of Federal Accreditation Service on the Internet of http://www.fsa.gov.ru (further - the official site of Federal Accreditation Service), in the federal state information system "Single Portal of the State and Municipal Services (Functions)" www.gosuslugi.ru (further - the Single portal).
