Rules of placement in unified information system in the sphere of purchases of procurement plans of goods, works, services for ensuring the state and municipal needs, scheduled plans of purchases of goods, works, services for ensuring the state and municipal needs

1. These rules determine procedure for placement in unified information system in the sphere of purchases (further - unified information system) procurement plans of goods, works, services for ensuring the state and municipal needs, scheduled plans of purchases of goods, works, services for ensuring the state and municipal needs (further respectively - procurement plan, the schedule of purchases).

2. Placement in unified information system of procurement plans, scheduled plans of purchases is performed:

a) the state customers acting on behalf of the Russian Federation;

e) the state customers acting on behalf of the subject of the Russian Federation or the municipal customers acting on behalf of the municipality;

g) the autonomous organizations created by the subject of the Russian Federation (municipality) in the case provided by part 4 of article 15 of the Federal Law;

5. Placement in unified information system of procurement plans, scheduled plans of purchases is performed by customers:

c) in form according to the requirements established by the Government of the Russian Federation to forms of such plans;

d) in Russian (names of foreign legal entities and physical persons, and also trademarks can be specified with use of letters of the Latin alphabet).

6. Placement in unified information system of procurement plans, scheduled plans of purchases is performed:

a) the customers specified in subitems "a" - "" of Item 2 of these rules, by means of information exchange of unified information system with the state integrated management information system public finance "The electronic budget";

b) the customers specified in subitems "d" - "z" Item 2 and Item 3 of these rules, by filling of screen forms of the web interface of unified information system or by means of information exchange of unified information system with regional and municipal information systems in the sphere of purchases.

7. Before placement in unified information system of procurement plans, scheduled plans of purchases by means of technological means of the specified system the automatic formatno-logical verification of information, containing in the placed procurement plan, the scheduled plan of purchases, on compliance to rules of forming, approval and maintaining procurement plan, the scheduled plan of purchases of goods, works, services for ensuring federal needs and to the requirements to forming, approval and maintaining procurement plan, the scheduled plan of purchases of goods, works, services for ensuring needs of the subject of the Russian Federation and municipal needs established by the Government of the Russian Federation is carried out.

8. In case of modification of procurement plan, the schedule of purchases new edition of procurement plan, the scheduled plan of purchases is placed in unified information system according to these rules. At the same time there are available to acquaintance previous editions of the changed documents with possibility of display of the changes made to them.

9. Placement of procurement plans, scheduled plans of purchases by the customers specified in subitems "g" and "z" of Item 2 of these rules is performed on behalf of state bodies, governing bodies of state non-budgetary funds, local government bodies, State Atomic Energy Corporation "Rosatom" or the State corporation on space activities Roskosmos which transferred to the specified organizations and the companies the powers of the state or municipal customer.
