1. Approve the enclosed Rules of placement in unified information system in the sphere of purchases of procurement plans of goods, works, services for ensuring the state and municipal needs, scheduled plans of purchases of goods, works, services for ensuring the state and municipal needs.

2. This resolution becomes effective since January 1, 2016.

Rules of placement in unified information system in the sphere of purchases of procurement plans of goods, works, services for ensuring the state and municipal needs, scheduled plans of purchases of goods, works, services for ensuring the state and municipal needs

1. These rules determine procedure for placement in unified information system in the sphere of purchases (further - unified information system) procurement plans of goods, works, services for ensuring the state and municipal needs, scheduled plans of purchases of goods, works, services for ensuring the state and municipal needs (further respectively - procurement plan, the schedule of purchases).

2. Placement in unified information system of procurement plans, scheduled plans of purchases is performed:

a) the state customers acting on behalf of the Russian Federation;

b) federal state budgetary institutions, except for the procurements conducted according to parts 2 and 6 of article 15 of the Federal law "About Contractual System in the Sphere of Purchases of Goods, Works, Services for Ensuring the State and Municipal Needs" (further - the Federal Law);

c) federal public autonomous institutions which property belongs on the property right of the Russian Federation, in the case provided by part 4 of article 15 of the Federal Law;

d) federal state budgetary institutions, federal public autonomous institutions, the federal state unitary enterprises which property belongs on the property right of the Russian Federation, conducting procurement within reflected to them by federal bodies of the government (state bodies), State Atomic Energy Corporation "Rosatom", the State corporation on space activities Roskosmos and governing bodies of state non-budgetary funds of the Russian Federation of powers of the state customer according to the conclusion and execution on behalf of the Russian Federation of public contracts on behalf of the specified bodies and corporations, in the cases provided by part 6 of article 15 of the Federal Law;

e) the state customers acting on behalf of the subject of the Russian Federation or the municipal customers acting on behalf of the municipality;

5. Placement in unified information system of procurement plans, scheduled plans of purchases is performed by customers:

a) in the form of the machine-readable electronic document signed by the authorized officer of the customer the digital signature which type and procedure for use is determined according to article 5 of the Federal Law;

b) taking into account procedure for the functioning of unified information system established according to part 2 of article 4 of the Federal Law;

c) in form according to the requirements established by the Government of the Russian Federation to forms of such plans;

d) in Russian (names of foreign legal entities and physical persons, and also trademarks can be specified with use of letters of the Latin alphabet).

6. Placement in unified information system of procurement plans, scheduled plans of purchases is performed:

a) the customers specified in subitems "a" - "" of Item 2 of these rules, by means of information exchange of unified information system with the state integrated management information system public finance "The electronic budget";
