According to the Federal Laws "About Development of Small and Medium Entrepreneurship in the Russian Federation", "About Purchases of Goods, Works, Services as Separate Types of Legal Entities" and "About the General Principles of the Organization of Legislative (Representative) and Executive Bodies of the Government of Subjects of the Russian Federation" Government of the Russian Federation decides:

1. Approve enclosed:

Regulations on carrying out monitoring of compliance of the approved plans of purchase of goods, works, services, plans of purchase of innovative products, high-technology products, medicines, the changes made to such plans, annual statements about purchase at subjects of small and medium entrepreneurship, annual statements about purchase of innovative products, high-technology products (regarding purchase at subjects of small and medium entrepreneurship) to the requirements of the legislation of the Russian Federation providing participation of subjects of small and medium entrepreneurship in purchase for the certain customers determined by the Government of the Russian Federation (further - Regulations on carrying out monitoring of compliance);

Regulations on evaluating compliance of drafts of plans of purchase of goods, works, services, drafts of plans of purchase of innovative products, high-technology products, medicines, projects of the changes made to such plans, to the requirements of the legislation of the Russian Federation providing participation of subjects of small and medium entrepreneurship in purchase for the specific customers determined by the Government of the Russian Federation;

Regulations on procedure and terms of suspension of implementation of plans of purchase of goods, works, services, plans of purchase of innovative products, high-technology products, medicines;

changes which are made to acts of the Government of the Russian Federation.

2. Assessment of conformity of drafts of plans of purchase of goods, works, services, drafts of plans of purchase of innovative products, high-technology products, medicines, projects of the changes made to such plans (further respectively - plans of purchase, change, assessment of conformity), is carried out concerning customers who are specified regarding the 2nd article 1 of the Federal law "About Purchases of Goods, Works, Services as Separate Types of Legal Entities" (further - the Federal Law) and who are included in the list of specific customers approved by the Government of the Russian Federation (further respectively - the list of specific customers, specific customers), created taking into account the following criteria:

the total cost of agreements which are signed by the customer specified in the subitem "an" of Item 3 of this resolution by results of purchase of goods, works, services for prior calendar year exceeds 1 billion rubles;

the annual total revenue of the customers specified in the subitem "b" of Item 3 of this resolution from sale of products (sales of goods, performance of works, rendering services) according to annual accounting (financial) accounts for prior calendar year or the size of assets (for customers, being credit institutions) according to annual accounting (financial) accounts for prior calendar year exceeds 500 million rubles;

the total cost of agreements which are signed by the customers specified in paragraph six of the subitem "b" of Item 3 of this resolution by results of purchase of goods, works, services for prior calendar year exceeds 250 million rubles.

3. Are included in the list of specific customers:

a) the following customers, drafts of plans of purchase and which projects of changes are subject to the assessment of conformity performed by "Federal Corporation on Development of Small and Medium Entrepreneurship" joint-stock company (further - corporation) which are specified regarding the 2nd article 1 of the Federal Law and which correspond to criteria the stipulated in Item 2 presents of the resolution (except for specific customers, drafts of plans of purchase and which projects of changes are subject to the assessment of conformity performed by executive bodies of subjects of the Russian Federation or the organizations created by them and also certain customers, plans of purchase and which changes are subject to the monitoring of compliance performed according to part 2 of article 5.1 of the Federal Law (further - certain customers):

the state corporations, state-owned companies, the federal state unitary enterprises specified in Item 6 of part 2 of article 1 of the Federal Law federal autonomous institutions, economic societies in which authorized capital share of the Russian Federation exceeds 50 percent and also economic societies in which authorized capital cumulative share of the Russian Federation and the subject of the Russian Federation exceeds 50 percent and share of the Russian Federation exceeds share of participation of the subject of the Russian Federation;

the subjects of natural monopolies and the organizations performing regulated types of activity in the field of electric utility service, gas supply, heat supplies, water supply, water disposal, sewage treatment, the address with solid utility waste;

affiliated economic societies in which authorized capital more than 50 percent of shares in total belong to the legal entities specified in paragraphs second and third this subitem;

affiliated economic societies in which authorized capital more than 50 percent of shares in total belong to the affiliated economic societies specified in paragraph four of this subitem;

b) the following customers (except for specific customers, drafts of plans of purchase and which projects of changes are subject to the assessment of conformity which is carried out by corporation and also certain customers), drafts of plans of purchase which projects of changes taking into account offers of public authorities of subjects of the Russian Federation are subject to the assessment of conformity performed by executive bodies of subjects of the Russian Federation or the organizations created by them which are specified regarding the 2nd article 1 of the Federal Law and which correspond to criteria, the stipulated in Item 2 presents of the resolution:

economic societies in which authorized capital share of participation of the subject of the Russian Federation, the municipality in total exceeds 50 percent and also economic societies in which authorized capital cumulative share of the Russian Federation and the subject of the Russian Federation exceeds 50 percent and share of participation of the subject of the Russian Federation exceeds share of the Russian Federation;

the subjects of natural monopolies and the organizations performing regulated types of activity in the field of electric utility service, gas supply, heat supplies, water supply, water disposal, sewage treatment, the address with solid utility waste;

affiliated economic societies in which authorized capital more than 50 percent of shares in total belong to the legal entities specified in paragraphs second and third this subitem;

autonomous organizations of the subject of the Russian Federation, total cost of the agreements signed by results of purchase of goods, works, services for prior calendar year who are exceeded by 250 million rubles.

4. Monitoring of compliance is carried out concerning customers who are specified regarding the 2nd article 1 of the Federal Law, except for customers concerning whom assessment of conformity is performed:

a) corporation - concerning customers who are specified in the subitem "an" of Item 3 of this resolution and which total amount of the signed agreements by results of purchase of goods, works, services for prior calendar year constitutes less than 1 billion rubles, and also concerning the customers who are affiliated economic societies in which authorized capital more than 50 percent of shares in total belong to the state-owned companies created based on the Federal Law, affiliated economic societies in which authorized capital more than 50 percent of shares in total belong to the specified affiliated economic societies;

b) executive bodies of subjects of the Russian Federation and (or) the organizations created by them - concerning the customers specified in the subitem "b" of Item 3 of this resolution provided that annual total revenue from sale of products (sales of goods, performance of works, rendering services) according to annual accounting (financial) accounts for prior calendar year or the size of assets (for customers, being credit institutions) according to annual accounting (financial) accounts for prior calendar year does not exceed 500 million rubles. At the same time concerning the customers specified in paragraph six of the subitem "b" of Item 3 of this resolution, monitoring of compliance is carried out in case of observance of the condition provided by this subitem and also if the total cost of agreements which are signed by such customers by results of purchase of goods, works, services for prior calendar year does not exceed 250 million rubles.

5. Assessment of conformity and monitoring of compliance are carried out concerning drafts of plans of purchase, projects of the changes, plans of purchase and changes providing purchase of goods, works, services in 2016 and the next years. Monitoring of compliance concerning annual statements about purchase at subjects of small and medium entrepreneurship is carried out by results of purchases of the goods, works, services performed since July 1, 2015.

6. The plans of purchase of goods, works, services for 2016 approved till November 1, 2015 by customers who will be determined afterwards by the Government of the Russian Federation as specific customers according to Item 2 of part 8 of article 3 of the Federal Law are subject to the monitoring of compliance which is carried out by corporation according to the procedure, the provided Regulations on carrying out monitoring of compliance.

7. Assessment of conformity of drafts of plans of purchase of innovative products, high-technology products, medicines, projects of the changes made to such plans, and monitoring of compliance of plans of purchase of innovative products, high-technology products, the medicines, changes made to such plans, annual statements about purchase of innovative products, high-technology products (regarding purchase of subjects of small and medium entrepreneurship) are carried out after establishment by the Government of the Russian Federation according to Item 1 of part 8.2 of article 3 of the Federal Law of annual purchasing amount of innovative products, high-technology products (regarding purchase at subjects of small and medium entrepreneurship), and also the list of specific customers who shall conduct procurement of innovative products, high-technology products, including at subjects of small and medium entrepreneurship. Assessment of conformity and monitoring of compliance are carried out only concerning the customers included in the list of specific customers approved by the Government of the Russian Federation who shall conduct procurement of innovative products, high-technology products, including at subjects of small and medium entrepreneurship.

8. Drafts of plans of purchase of innovative products, high-technology products, the medicines realized since 2017 the drafts of changes introduced to such plans taking into account provisions, stipulated in Item 7 these resolutions are subject to assessment of conformity. 9. The federal executive body performing law-enforcement functions on cash services of execution of budgets of budget system of the Russian Federation provides possibility of use of unified information system in the field of purchases of goods, works, services for ensuring the state and municipal needs (further - unified information system) for the purpose of:

placements of plans of purchase by project orderers, projects of changes, plans of purchase and changes concerning which assessment of conformity and monitoring of compliance, notifications and conclusions, stipulated in Article 5.1 Federal Laws are carried out;
