About coordination of the international technical cooperation with the European Union

For the purpose of increase in efficiency of the international technical cooperation of the Republic of Belarus with the European Union the Council of Ministers of the Republic of Belarus DECIDES:

1. Transform Coordination bureau of the TASIS Program of the European Union in the Republic of Belarus to the Center of the international technical assistance of the European Union in the Republic of Belarus.

2. Approve the enclosed Regulations on the Center of the international technical assistance of the European Union in the Republic of Belarus.

3. Organizational technical supply of activities of the Center of the international technical assistance of the European Union in the Republic of Belarus is performed by the Ministry of Economics and the public scientific institution "Research Economic Institute of the Ministry of Economics of the Republic of Belarus" with assistance of the Ministry of Foreign Affairs.

4. Determine that copies of requests of the republican state bodies and other state organizations subordinated to the Government of the Republic of Belarus, about the international technical cooperation with the European Union, sent to the European commission, Representation of the European Union in the Republic of Belarus and governing bodies of programs of the international technical assistance of the European Union, are represented by the specified bodies and the organizations to the Center of the international technical assistance of the European Union in the Republic of Belarus.

5. To the Ministry of Economics to bring the decisions into accord with this resolution.

the resolution of Council of Ministers of the Republic of Belarus of May 30, 1997 No. 621 "About the National coordinator and Coordination bureau of the TASIS Program of the European Union in the Republic of Belarus" (Collection of decrees, presidential decrees and orders of the Government of the Republic of Belarus, 1997, No. 16, the Art. 599);

the resolution of Council of Ministers of the Republic of Belarus of August 12, 1997 No. 1050 "About Coordination bureau of the TASIS Program of the European Union in the Republic of Belarus" (Collection of decrees, presidential decrees and orders of the Government of the Republic of Belarus, 1997, Art. No. 22-23, 806);

the resolution of Council of Ministers of the Republic of Belarus of August 5, 2002 No. 1048 "About A. V. Kobyakov's appointment the National coordinator of the TASIS Program of the European Union in the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 2002, No. 90, 5/10907).

7. This resolution becomes effective in two months after its official publication, except for Item 5, of this resolution which is becoming effective from the date of official publication.

Regulations on the Center of the international technical assistance of the European Union in the Republic of Belarus

Chapter 1. General provisions

1. This Provision determines tasks, functions, powers and the organization of activities of the Center of the international technical assistance of the European Union in the Republic of Belarus (further - the Center).

2. In the activities the Center is guided by international treaties of the Republic of Belarus, the legislation of the Republic of Belarus, this Provision, orders of the commission chairman concerning the international technical cooperation under Council of Ministers of the Republic of Belarus, Ministry of Foreign Affairs and Ministry of Economics.

3. The center within the competence interacts with the republican state bodies and other state organizations subordinated to the Government of the Republic of Belarus, local executive and administrative organs, receivers of the international technical assistance (further - MTP), and also with the European commission, Representation of the European Union (further - the EU) in the Republic of Belarus, the governing bodies of the MTP programs of the EU and other organizations authorized by the EU.

Chapter 2. Tasks

4. Tasks of the Center are:

4.1. informing state bodies, local executive and administrative organs, organizations and public associations of the Republic of Belarus on the MTP programs of the EU and conditions of their realization in the Republic of Belarus;

4.2. participation in development and program implementation of MTP of the EU in the Republic of Belarus;

4.3. code and analysis of offers of state bodies, local executive and administrative organs, organizations and public associations of the Republic of Belarus on increase in efficiency of the international technical cooperation with the EU;

4.4. preparation and submitting for examination in the Ministry of Foreign Affairs of offers on the priority directions of attraction of MTP of the EU and increase in efficiency of the international technical cooperation with the EU.

Chapter 3. Functions and powers

5. The center performs the following functions:

5.1. performs research works and prepares analytical materials on scope of attraction of MTP of the EU for the purpose of the effective and balanced development of national economy by types of activity;

5.2. performs the analysis, scientific reasons and preparation of offers on attraction of MTP of the EU for complex social and economic development of regions of the Republic of Belarus;

5.3. informs state bodies, local executive and administrative organs, the organizations and public associations of the Republic of Belarus on the MTP programs of the EU;

5.4. explains rules and procedures of the MTP programs of the EU, and also renders assistance to receivers of MTP in preparation of the documents necessary for passing of interstate procedures for questions MTP of the EU;

5.5. according to the legislation of the Republic of Belarus renders assistance to the European commission, Representation of the EU in the Republic of Belarus, to the governing bodies of the MTP programs of the EU and other organizations authorized by the EU in the organization and holding the information and training actions for questions MTP of the EU;

5.6. according to the decision of the Commission on questions of the international technical cooperation under Council of Ministers of the Republic of Belarus takes part in conducting complex examinations of the MTP projects of the EU in the Republic of Belarus;

5.7. renders assistance to the Ministry of Foreign Affairs in preparation of materials on the international technical cooperation with the EU for meetings of Coordination council under the Commission on questions of the international technical cooperation under Council of Ministers of the Republic of Belarus, takes part in work of this Coordination council;
