For the purpose of preparation of plans of liberalization, stipulated in Item 42 Protocols on trade in services, organization, activities and implementation of investments (appendix No. 16 to the Agreement on the Eurasian Economic Union of May 29, 2014), according to Item 59 of appendix No. 3 to the Agreement of October 10, 2014 on accession of the Republic of Armenia to the Agreement on the Eurasian Economic Union of May 29, 2014, according to Item 63 of Appendix No. 1 to the Protocol of May 8, 2015 on conditions and transitional provisions on application by the Kyrgyz Republic of the Agreement on the Eurasian Economic Union of May 29, 2014, the separate international treaties entering the right of the Eurasian Economic Union, and acts of bodies of the Eurasian Economic Union in connection with accession of the Kyrgyz Republic to the Agreement on the Eurasian Economic Union of May 29, 2014 and having taken into consideration information of the Eurasian economic commission, The supreme Eurasian economic council DECIDED:

1. Approve the enclosed List of sectors (splits) of services by which forming of the single market of services within the Eurasian Economic Union will be performed according to plans of liberalization (during the transition period).

2. To the governments of state members of the Eurasian Economic Union together with the Eurasian economic commission till April 1, 2016 to prepare plans of liberalization with indication of specific terms (transition period) of forming of the single market of services in sectors (splits) specified in the list approved by this Decision.

3. To submit to the Eurasian economic commission till July 1, 2016 for review by the Supreme Eurasian economic council the plans of liberalization specified in Item 2 of this Decision.

4. To council of the Eurasian economic commission for the purpose of implementation of this Decision to create working groups in sectors (splits) of the services specified in the list approved by this Decision.

The list of sectors (splits) of services by which forming of the single market of services within the Eurasian Economic Union will be performed according to plans of liberalization (during the transition period)

1. General construction works on construction of objects of civil engineering (tunnels, bridges, pipelines, communication lines) (from SRS 54210, 54220, 54230, 54241, 54242, 54251, 54252, 54260, 54310, 54320, 54330, 54342 and 54800) * in part:

1) construction works on construction of the railroads and landing strips in airfields:

on rail road construction, including works on stacking of ballast and railway line, on installation of arrows, connections and crossings of ways, on creation of control systems and safety for railway tracks, on construction of funiculars and suspended ropeways;

on construction of landing strips in airfields, including rulezhny paths and parking for airplanes;

on updating or repair of railway track;

paintings on drawing marking on roads, car parks and similar surfaces;

2) general construction works on construction of bridges, elevated highways, tunnels and underground roads:

on construction of highways, highways, railroads and landing strips in airfields;

connected with water;

on installation of standing steel fittings;

3) general construction works on construction of harbors, waterways, dams, irrigation systems and other water management constructions:

on construction of harbors, special moorings for amateur courts, embankments, piers, moorings, docks and similar port installations;

on construction of dams, channels, irrigation canals and aqueducts;

on construction of locks, spillways, crossing points, lifting devices, dry docks, slips, dikes and other hydromechanical constructions;

dredging works, works on removal of stones and silt and other construction works connected with water;

the underwater works (which are carried out by divers, scuba divers and other technical specialists) and different engineering-hydrological services;

on repair of harbors, waterways, dams, irrigation systems and other water management constructions;

4) general construction works on construction of bulk distribution lines, including works:

on construction of the bulk above-ground, underground or underwater distribution lines for oil transportation or gas;

on construction of the bulk above-ground, underground or underwater distribution lines which are not intended for oil transportation or gas;

on construction of bulk distribution lines for supply with water, withdrawal of drains or rain waters;

5) general construction works on construction of the main communication lines and energy (cable) lines, including works:

on construction of the main power lines, including for the railroads;

on construction of the main underwater or underground power lines;

on construction of the main elevated lines of telecommunication;

on construction of the main underwater or underground lines of telecommunication;

on repair of the main communication lines and energy (cable) lines;

6) general construction works on construction of local pipelines:

on construction of local water and sewer pipelines, including the related auxiliary constructions, such as pumping points;

on construction of local pipelines for supply of hot water;

on construction of local gas pipelines and steam lines, including related auxiliary constructions;

7) general construction works on laying of local cables and creation of the related constructions:

on construction of local power lines, including auxiliary constructions, such as transformer stations and substations for distribution within local borders;

on creation of local communication lines, including auxiliary works, such as construction of towers of sending devices;

on construction of antennas and transformer stations for distribution within local borders;

construction works on laying of underground lines of cable television;

on repair of local cable lines;
