1. Approve the enclosed Administrative regulations on execution by the Federal Migration Service, its territorial authorities and law-enforcement bodies of the Russian Federation of the state function on implementation of federal state control (supervision) of stay and accommodation of foreign citizens and persons without citizenship in the Russian Federation and labor activity of foreign workers.

2. Recognize invalid orders of the Ministry of Internal Affairs of the Russian Federation and the Federal Migration Service:

I. General provisions

1. The administrative regulations by implementation of federal state control (supervision) of stay and accommodation of foreign citizens and persons without citizenship <1> in the Russian Federation and labor activity of foreign workers determine by execution by the Federal Migration Service, its territorial authorities and law-enforcement bodies of the Russian Federation of the state function terms and the sequence of ministerial procedures (actions) of officials of the Federal Migration Service, its territorial authorities, the Ministries of Internal Affairs of the Russian Federation, its territorial authorities <2> when implementing federal state control (supervision) of stay and residence of foreign citizens in the Russian Federation and labor activity of foreign workers <3>.

2. Federal state control (supervision) of stay and accommodation of foreign citizens and persons without citizenship in the Russian Federation and labor activity of foreign workers.

3. Execution of the state function is performed by the Federal Migration Service and its territorial authorities with the assistance of the Ministry of Internal Affairs of the Russian Federation and its territorial authorities according to the established competence.

In these Administrative regulations structural divisions of central office of FMS of Russia, territorial authorities of FMS of Russia, structural divisions of territorial authorities of FMS of Russia hereinafter are referred to as as divisions of system of FMS of Russia.

In these Administrative regulations structural divisions of central office of the Ministry of Internal Affairs of Russia, territorial authorities of the Ministry of Internal Affairs of Russia of the regional level, management on transport of the Ministry of Internal Affairs of Russia in federal districts, the linear Departments of MIA of Russia on rail, water and air transport hereinafter are referred to as as law-enforcement bodies of the Russian Federation.
