About approval of the Education program in the sphere of human rights for 2013 - 2020

(as amended of the Order of the Government of the Republic of Tajikistan of 10.02.2016 No. 66)

According to article 8 of the Law of the Republic of Tajikistan "About the state forecasts, concepts, strategy and programs of social and economic development of the Republic of Tajikistan" the Government of the Republic of Tajikistan decides:

1. Approve the Education program in the sphere of human rights for 2013 - 2020 it (is applied).

2. To the Commissioner for Human Rights in the Republic of Tajikistan to create Interdepartmental coordination council from among representatives of the relevant ministries, departments, organizations and other relevant organizations.

3. To provide to the ministries, departments, local executive bodies of the government, organizations and other organizations execution of this Program.

4. Financing of the Program is performed within the means provided in the government budget and also means of educational institutions, non-governmental organizations and donors.

5. The order of the Government of the Republic of Tajikistan of June 12, 2001, "About approval of the Program of the State education system in the field of human rights in the Republic of Tajikistan" to declare No. 272 invalid.

The education program in the field of human rights for 2013 - 2020

1. Introduction

Forming of the constitutional state and civil society requires high legal culture without which such basic values and the principles of society as rule of law, priority of human rights and freedoms and protection of legitimate interests of citizens cannot be fully realized.

The order of the Government of the Republic of Tajikistan of June 12, 2001 approved "The program the State education system in the field of human rights in the Republic of Tajikistan". It was developed, proceeding from the principles, the purposes and tasks of Decade of the human rights education (1995 - 2004) proclaimed the resolution of the General Assembly of the United Nations (UN) 49/184. The program determined wide range of the purposes aimed at providing various forms of education to human rights practically of all segments of the population.

Due to completion of the main objectives set in called to the Program, and for the purpose of enhancement of education system in the field of human rights, need for development and adoption of the new Education program in the field of human rights ripened.

This Program is developed according to requirements of the Constitution of the Republic of Tajikistan, the laws of the Republic of Tajikistan, the international legal acts in the field of the human rights recognized by Tajikistan and proceeding from the principles, the purposes and tasks of the second stage of the World Education program in the field of human rights for 2010 - 2014.

The program is directed to step-by-step expansion and enhancement of system of informing, education and training in the field of human rights, transition to qualitatively new level of training of personnel according to requirements of the national legal system and international standards.

Action of this Program extends to teaching (studying) human rights in education system, on rates of preparation and retraining of teachers, judges, civil government employees, law enforcement officers and military personnel at all levels.

2. Main objectives of the Program

1. Main objectives of program implementation are assistance:

a) to increase in culture of human rights;

b) to observance of rights and freedoms of man and citizen;

c) to interaction of state bodies on protection of rights and freedoms of man and citizen;

d) to introduction of subject on studying to human rights in education system, programs of training of judges and in system of public service;

e) to expansion of the sphere of implementation of values and standards of human rights taking into account the performed steps, in system of secondary, vocational and higher education, in programs of training of judges and system of public service;

e) to providing the guidelines concerning key components of human rights education of education system, in programs of training of judges and system of public service;

ё) to consolidation and consolidation of the made common efforts in implementation of state policy in the field of human rights;

g) activities for creation of networks and adjustment of cooperation between the local, national, regional and international organizations;

h) to preparation and realization educational programs in the field of human rights for long-term outlook and training for implementation of education system in this sphere of human rights.

3. Main directions of the Program

2. For education system:

a) carrying out the overview of the existing training and methodical materials for determination of their compliance to standards of human rights, and also planning of their regular review;

b) introduction of subject of human rights in curricula of all specializations of training with professional bias from efforts of the Ministry of Education and Science of the Republic of Tajikistan of the Republic of Tajikistan;

c) development by the Ministry of Education and Science of the Republic of Tajikistan of the standard program and/or the minimum standards of curricula by training in the field of human rights;

d) preparation of textbooks and other materials on human rights taking into account the directions of specialization;

e) maintenance of the edition and reissuing of the books and brochures devoted to human rights;

e) contribution to creation of interuniversity network on permanent experience exchange in human rights education;

ё) activization of higher educational institutions in use of mass media in educational process;

g) support of creation of circles, debatny clubs, advisory centers, summer rates of students and pupils, holding Olympic Games, tenders, scientific and practical conferences on human rights;

h) ensuring regular supply and replenishment of libraries and information centers of higher educational institutions with materials on human rights;

i) assistance to improvement of quality of methods and techniques of teaching human rights;

й) development and the edition of the dictionary of terminology of human rights in state language;

j) assistance of government grants to organization, planning of attraction of foreign grants on researches in the field of human rights;

k) introduction in structures of advanced training of teachers educational rate on human rights for all teachers of humanitarian objects;

l) providing periodic quality evaluation of teaching and quality of advanced training on human rights.
