About the Program of emergency readiness and radiation protection for 2013 - 2017

According to article 7 of the Law of the Republic of Tajikistan "About the state forecasts, concepts, strategy and programs of social and economic development of the Republic of Tajikistan" the Government of the Republic of Tajikistan decides:

1. Approve the Program of emergency readiness and radiation protection for 2013 - 2017 it (is applied).

2. To the relevant ministries and departments, local executive bodies of the government in accordance with the established procedure and within the provided means from the state and local budgets, and also the attracted external grants to take necessary measures for implementation of this Program.

3. Under the Government of the Republic of Tajikistan to provide to committee on emergency situations and civil defense coordination and control of approval and enforcement of the corresponding plans of the ministries and departments, local executive bodies of the government on emergency readiness and reaction in case of radiation emergency.

4. To committee on emergency situations and civil defense under the Government of the Republic of Tajikistan to take under control the course of accomplishment of the Program of emergency readiness and radiation protection for 2013 - 2017 and to provide two times a year information on the course of accomplishment of this resolution to the Government of the Republic of Tajikistan.

The program of emergency readiness and radiation protection for 2013 - 2017

1. Introduction

1. The program of emergency readiness and radiation protection (further - the Program) is intended for ensuring the approved operational and integrated reaction of governing bodies, forces and means of functional and territorial subsystems of Universal State System of Prevention and Response to ES of the Republic of Tajikistan (further - System) in case of threat or emergence of radiation emergency.

2. The program is developed taking into account requirements of International Atomic Energy Agency, based on the National strategy of the Republic of Tajikistan on risk management of disasters for 2010 - 2016 and is component of the National plan of readiness for disasters and emergency response of the national level approved by the order of the Government of the Republic of Tajikistan, including regarding radiation emergency.

According to the current legislation of the Republic of Tajikistan the national coordinating authority on coordinating of assessment of threats, notifications and interactions of all organizations performing response to case of radiation emergency is the Committee on emergency situations and civil defense under the Government of the Republic of Tajikistan. Regulating authority in the field of radiation safety is the Agency on nuclear and radiation safety under Academy of Sciences of the Republic of Tajikistan.

The analytical report of the current legislation in the sphere of emergency situations which is carried out within "The project on strengthening of potential of the response to natural disasters" realized by International Organization For Migration with assistance of the Government of Japan shows that questions of urgent response to radiation emergencies, the Items of communication (notification) performing the notification and response to radiation emergencies are not determined by up to the end corresponding regulatory legal acts.

In Item 13 of the Analytical report of the current legislation in the sphere of emergency situations it is brought that according to the Law of the Republic of Tajikistan "About radiation safety" the Agency on nuclear and radiation safety of Academy of Sciences of the Republic of Tajikistan has no powers on prompt actions in case emergence of threat of radiation emergency or liquidation of its consequences. At the same time competence of Committee on emergency situations and civil defense under the Government of the Republic of Tajikistan is not specified in this Law though it shall be noted.

- harmonization of regulatory framework in the sphere of emergency reaction operating in the Republic of Tajikistan with the operating regulatory framework of the countries of the international community and taking into account the commonly accepted requirements of International Atomic Energy Agency for planning of emergency readiness and response to radiation emergencies accepted by international society;

- creation of subsystem of emergency readiness and response to radiation emergencies at all levels.

4. The expected results of the Program

8. The Item of communication (prevention) with International Atomic Energy Agency, state members of the Commonwealth of Independent States and other international organizations responsible for emergency readiness and response to radiation emergencies will be determined.

9. Experts in the sphere of emergency readiness and response to case of radiation emergency from number will be trained: staff of the ministries, departments and organizations.

10. Levels of intervention and response to case of radiation emergency according to the international requirements and recommendations will be developed.

11. On objects where the practical activities connected with radiation technologies are performed the category of threat of object will be determined.

12. On the basis of the Standard liquidation plan of accidents developed by the Agency on nuclear and radiation safety under Academy of Sciences of the Republic of Tajikistan and Committee on emergency situations and civil defense under the Government of the Republic of Tajikistan liquidation plans of accidents of objects of various category of threat will be developed. On objects of various category of threat schemes and lists of the notification in case of radiation emergency will be also determined and provided in liquidation plans of accidents.

13. The control center of crisis situations of Committee on emergency situations and civil defense under the Government of the Republic of Tajikistan will be provided with necessary documents and personnel for reaction in case of radiation emergency.
