1. Approve the enclosed Rules of sorting, primary classification and primary assessment of gemstones.

Rules of sorting, primary classification and primary assessment of gemstones

1. These rules establish procedure for sorting, primary classification and primary assessment of gemstones.

2. Sorting, primary classification and primary assessment of gemstones perform federal state institution "Public Institution on Forming of the State Fund of Precious Metals and Gemstones of the Russian Federation, Storage, Leave and Use of Precious Metals and Gemstones (Gokhran of Russia) under the Ministry of Finance of the Russian Federation" (further - Gokhran of Russia) and the subjects of production of gemstones having opportunity to perform independently sorting, primary classification and primary assessment of the extracted raw gemstones.

3. The subjects of production of gemstones which do not have opportunity to perform independently sorting, primary classification and primary assessment of the extracted raw gemstones transfer them under the agreement for sorting, carrying out primary classification and primary assessment to Gokhran of Russia or subjects of production of gemstones having opportunity to perform independently sorting, primary classification and primary assessment of the extracted raw gemstones.

4. Sorting and primary classification of gemstones is performed for determination of their classification characteristics on the basis:

the approved collections of standard samples of gemstones in the form of set of the gemstones characterizing one or several classification signs (further - samples);

qualifiers of gemstones - the documents establishing classification signs and the description of the gemstones considering features (in case of their availability) the gemstones extracted on various fields;

the normative and technical documents regulating carrying out technological transactions on sorting and primary classification of gemstones.

Qualifiers of gemstones affirm the Ministry of Finance of the Russian Federation.

5. Samples are subdivided on:

control and arbitral;

control;

workers.

6. Control and arbitral samples are created by Gokhran of Russia according to the procedure, determined by the Ministry of Finance of the Russian Federation, affirm the specified Ministry, are part of the State fund of precious metals and gemstones of the Russian Federation and are applied to forming of control samples.

The control and arbitral samples which are part of the State fund of precious metals and gemstones of the Russian Federation can perform functions of control samples.

7. Gokhran of Russia and subjects of production of gemstones specified in Item 2 of these rules create control samples according to control and arbitral samples and working samples according to control samples.

The procedure for forming, approval and storage of control and working samples is established by Gokhran of Russia and subjects of production of gemstones specified in Item 2 of these rules, independently.

8. Sorting and primary classification of gemstones includes the following technological transactions:

preliminary sorting which is carried out for the purpose of separation of the gemstones extracted from mineral raw material on one or several classification signs;

determination of classification characteristics of gemstones.

Determination of classification characteristics of gemstones includes separation of gemstones on all classification signs or their combination.

Each technological transaction begins acceptance of gemstones on weight and comes to an end with delivery of gemstones on weight.

9. Primary assessment of gemstones is performed by results of sorting and primary classification of gemstones according to the price lists approved by the Ministry of Finance of the Russian Federation.

Primary assessment of gemstones, the prices for which are not provided by price lists, is performed according to the established legislation of the Russian Federation rather.

10. Results of sorting, primary classification and primary assessment of gemstones are drawn up on paper and electronic media and used by Gokhran of Russia and subjects of production of gemstones specified in Items 2 and 3 of these rules, for accounting of gemstones according to the procedure, established by the legislation of the Russian Federation.
