1. Approve the enclosed Rules of conducting joint planned inspections of residents of the territory of the advancing social and economic development by the bodies authorized on implementation of the state control (supervision), municipal control.

2. Determine that in the territory of the advancing social and economic development of residents of the territory of the advancing social and economic development are performed in the form of joint scheduled inspections by the bodies authorized on implementation of the state control (supervision), municipal control when implementing all types of the state control (supervision) and municipal control, except for the types of the state control (supervision) specified regarding 3.1 articles 1 of the Federal law "About Protection of the Rights of Legal Entities and Individual Entrepreneurs when Implementing the State Control (Supervision) and Municipal Control".

3. This resolution becomes effective since January 1, 2016.

Rules of conducting joint planned inspections of residents of the territory of the advancing social and economic development by the bodies authorized on implementation of the state control (supervision), municipal control

1. These rules determine procedure for conducting joint planned inspections of residents of the territory of the advancing social and economic development by the bodies authorized on implementation of the state control (supervision), municipal control (further respectively - joint scheduled inspections, state control (supervision) bodies, municipal control).

2. The state control (supervision) bodies, municipal control participating in joint scheduled inspection perform resident of the territory of the advancing social and economic development within the competence according to procedure for the organization and implementation of the state control (supervision) and (or) municipal control of the corresponding field of activity.

3. Joint scheduled inspection is carried out from the date determined in the consolidating annual plan of conducting joint planned inspections of activities of residents of the territories of the advancing social and economic development created according to items 4 - 12 these rules, during the term established by part 4 of article 24 of the Federal law "About the Territories of the Advancing Social and Economic Development in the Russian Federation".

4. The state control (supervision) bodies, municipal control planning conducting checks concerning residents of the territory of the advancing social and economic development till July 1 of the year preceding year of conducting checks send for review to the federal executive body authorized by the Government of the Russian Federation in the field of creation of the territories of the advancing social and economic development in the territory of the federal district, the territories of federal districts (further - authorized body), drafts of annual plans of the conducting planned inspections in document type on the electronic medium signed by the head (deputy manager) of state control (supervision) body, municipal control with use of the strengthened qualified digital signature.

5. The authorized body no later than July 5 of the year preceding year of conducting checks sends the arrived drafts of the plans specified in item 4 of these rules for consideration to the supervisory board of the territory of the advancing social and economic development.

6. The supervisory board of the territory of the advancing social and economic development together with residents of the territory of the advancing social and economic development and state control (supervision) bodies, municipal control makes the decision on need of conducting joint planned inspection and its date and till July 20 of the year preceding year of conducting checks sends information on the made decision to authorized body.

7. In case of decision making about need of conducting joint planned inspection by the supervisory board of the territory of the advancing social and economic development the following criteria are considered:

a) combination of the checks by types of the state control (supervision), municipal control performed by one state control (supervision) body, municipal control;

b) the number of at the same time performing state control (supervision) bodies, municipal control concerning one resident of the territory of the advancing social and economic development (the recommended quantity - no more 5);

c) combination of the checks which are separately carried out within implementation of federal state control (supervision), regional state control (supervision) and municipal control.

8. The authorized body till August 10 of the year preceding year of conducting checks sends to the state control (supervision) bodies, municipal control which submitted for approval the draft of the plan specified in item 4 of these rules, offers for entering into this plan or reports about its coordination.

By preparation of relevant proposals by authorized body the solution of the supervisory board of the territory of the advancing social and economic development, stipulated in Item 6 these rules is considered.

9. State control (supervision) bodies, municipal control perform completion of the draft of the plan specified in item 4 of these rules taking into account offers of authorized body.

10. Coordination of drafts of the plans specified in item 4 of these rules with bodies of prosecutor's office is performed according to provisions of the Federal Law "About Protection of the Rights of Legal Entities and Individual Entrepreneurs when Implementing the State Control (Supervision) and Municipal Control".

11. State control (supervision) bodies, municipal control send to authorized body till November 1 of the year preceding year of conducting checks, the approved plans of conducting the specified checks.

12. The authorized body creates the consolidating annual plan of conducting joint planned inspections of residents of the territories of the advancing social and economic development and posts it on the official site on the Internet till December 31 of the year preceding year of conducting checks.
