3) placement of this resolution on official Internet resource of National Bank of the Republic of Kazakhstan after its official publication.
3. To department of the international relations and public relations (Kazybayev A. K.) provide the direction of this resolution on official publication in periodic printing editions within ten calendar days after its state registration in the Ministry of Justice of the Republic of Kazakhstan.
4. To impose control of execution of this resolution on the vice-chairman of National Bank of the Republic of Kazakhstan Galiyeva D. T.
5. This resolution becomes effective after ten calendar days after day of its first official publication, except for subitems 3), 4), 5), 8), 9), 10), 11), 17), 18), 24), 25), 26), 27), 28), 29), 30), 31), 32), 33), 34), 35), 36), 37), 38), 39), 40), 42), 43), 44), 45), 48), 49), 50), 51), 52), 53) and 55) of Item 1 of this resolution which become effective after twenty one calendar days after day of its first official publication.

Appendix 3
to the Resolution of Board of National Bank of the Republic of Kazakhstan of April 30, 2015 No. 71
1. The state service "Accounting Registration of the Microfinancial Organizations" (further - the state service).
2. The standard of the state service is developed by National Bank of the Republic of Kazakhstan.
3. The state service appears National Bank of the Republic of Kazakhstan (further - the service provider) to legal entities (further - uslugopoluchatel).
Reception of applications and issue of results of rendering the state service is performed through the web portal of "the electronic government" www.egov.kz (further - the portal).
4. Terms of rendering the state service constitute 15 (fifteen) working days.
The service provider within 5 (five) working days from the date of receipt of documents of uslugopoluchatel checks completeness of the submitted documents.
In case of factual determination of incompleteness of the submitted documents the service provider within 5 (five) working days from the date of receipt of documents of uslugopoluchatel gives written motivated refusal in further review of the statement.
5. Form of rendering the state service: electronic.
6. Result of rendering the state service - the notification of the microfinancial organization on its entering into the register of the microfinancial organizations, or the motivated answer on refusal in rendering the state service, in cases and on the bases, stipulated in Item 11 these standards of the state service.
Form of provision of result of rendering the state service: electronic (completely automated).
On the portal the result of rendering the state service goes to uslugopoluchatel to "private office" in electronic form, certified by the digital signature (further - the EDS) the authorized person of the service provider.
7. The state service is rendered on paid basis. The rate of the registration fee when rendering the state service constitutes 10 (ten) monthly settlement indicators.
Payment of collection is performed in cash or non-cash form through the banks of the second level or the organization performing separate types of banking activities and also in non-cash form through payment gateway of "the electronic government".
8. The working schedule of the portal - round the clock, except for technical breaks in connection with carrying out repair work (in case of the address of uslugopoluchatel after the termination of working hours, in days off and holidays according to the labor law of the Republic of Kazakhstan, reception of applications and issue of results of rendering the state service is performed the next working afternoon).
The working schedule of the service provider - Monday through Friday from 9:00 till 18:30 o'clock with lunch break from 13:00 till 14:30 o'clock, except days off and holidays, according to the labor law of the Republic of Kazakhstan.
9. List of the documents necessary for rendering the state service:
1) the statement certified by the EDS of person authorized on filing of application in form according to appendix 1 to this standard of the state service;
2) copies of the documents confirming authorized capital payment, and also data on observance of the minimum size of equity in form according to appendix 2 to this standard of the state service;
3) regulations on service of internal control (in the presence);
4) the business plan which opens:
business strategy of the microfinancial organization;
determination of segment of the market to which the microfinancial organization is oriented (potential consumers of services, the current situation and the forecast of their share in the market in dynamics);
types of service (provision of the microcredit, rendering consulting services in the questions connected with activities for provision of the microcredits and (or) other type of activity, the stipulated in Article 19 Laws of the Republic of Kazakhstan of November 26, 2012 "About the microfinancial organizations" (further - the Law);
the marketing plan (forming of clientele) including the analysis of the current situation, advertizing of services, measures for quality assurance of the provided services, measures for forming and stimulation of needs of consumers;
organization activity financing sources (means of founders, the raised funds, grants or other means);
5) the information about the founder (participant) of uslugopoluchatel in form according to appendix 3 to this standard of the state service as of the date preceding date of submission of the statement;
6) the information about the first head (members) of executive body, the chief accountant (in the presence) in form according to appendix 4 to this standard of the state service as of the date preceding date of submission of the statement;
7) the copy of rules of provision of the microcredits approved by the supreme body of the microfinancial organization;
8) the copy of the agreement on provision of information signed by credit bureau with the state participation according to the Law of the Republic of Kazakhstan of July 6, 2004 "About credit bureaus and forming of credit stories in the Republic of Kazakhstan";
9) the document confirming payment of collection for passing of accounting registration of the microfinancial organization, except as specified payments through payment gateway "the electronic government;
10) the copy of the tax declaration for the last three years reflecting the income on the issued microcredits and the estimated amount of the corporate income tax (it is represented the microfinancial organizations created as a result of re-registration or reorganization of microcredit institutions).
The microfinancial organization informs the service provider on change of the location specified in the statement no later than 30 (thirty) calendar days from the date of such changes.
In case of modification and amendments of the documents specified in the subitem 5) to part one of this Item, the microfinancial organization submits the changed and (or) added documents to the service provider within 15 (fifteen) working days from the date of introduction of such changes and amendments.
10. The documents provided by the subitem 2) (in the form of electronic form of data according to appendix 2 to this standard of the state service), 3), 4), 5), 6), 7), 8) and 9) (in the form of electronic copies of documents in the PDF format) Item 9 of this standard of the state service are attached to the statement, the certified EDSs of person authorized on filing of application and it is represented the microfinancial organization through the portal.
The service provider receives data on state registration (re-registration) of the legal entity from the corresponding state information systems through lock of "the electronic government".
11. The bases for refusal in rendering the state service are:
1) discrepancy of the submitted documents to requirements, stipulated in Item 9 these standards of the state service;
2) provision of the false information and information which are subject to reflection in the documents specified in Item 9 of this standard of the state service of the state service;
3) if the microfinancial organization within one year from the date of its state registration (re-registration) in judicial authorities did not file petition for passing of accounting registration;
4) if the head or one of founders of the microfinancial organization have outstanding or not removed criminal record and also when person was the first head or the founder of the microfinancial organization during the period no more than in one year prior to adoption by authorized body of the decision on exception of the register of this microfinancial organization earlier;
5) non-presentations of the documents provided by the subitem 10) of Item 9 of this standard of the state service;
6) non-compliance with term of the state re-registration, stipulated in Item 1 article 31 of the Law.
In case of refusal in accounting registration on the bases provided by subitems 1), 2), 4) and 5) of Item 11 of this standard of the state service, the legal entity registered as the microfinancial organization within 30 (thirty) working days after day of receipt of refusal in accounting registration repeatedly submits the application.
12. Appeal of decisions, actions (bezdeystviye) of the service provider and (or) his officials concerning rendering the state services is made in writing addressed to the head of the service provider to the address specified in Item 14 of this standard of the state service.
In the claim:
1) physical person its surname, name, middle name (are entered in case of its availability), the postal address;
2) the legal entity its name, the postal address, reference number and date are specified.
The appeal is signed by uslugopoluchatel.
Confirmation of adoption of the claim is its registration (stamp, the entering number and date) in office of the service provider, or National Bank of the Republic of Kazakhstan, with indication of surname and initials of person which accepted the claim, term and the place of receipt of the answer to the made complaint.
The claim of uslugopoluchatel concerning rendering the state services which arrived to the service provider is considered within 5 (five) working days from the date of its registration.
In case of the address through the portal information on procedure for appeal can be obtained by phone single contact center: 8-800-080-7777 or 1414.
When sending the claim through the portal information on the address which is updated during processing of the address by the service provider is available to uslugopoluchatel from "private office" (mark about delivery, registration, execution, the answer about consideration or refusal in consideration).
In case of disagreement with results of the rendered state service the uslugopoluchatel can address with the claim to authorized body by assessment and control of quality of rendering the state services.
The claim of uslugopoluchatel which arrived to authorized body by assessment and control of quality of rendering the state services is considered within 15 (fifteen) working days from the date of its registration.
13. In case of disagreement with results of the rendered state service the uslugopoluchatel has the right to take a legal action in the procedure established by the legislation of the Republic of Kazakhstan.
14. Addresses of places of rendering the state service are placed on official Internet resource of the service provider: www.nationalbank.kz, Section "State Services".
15. Uslugopoluchatel has possibility of receipt of information on procedure and the status of rendering the state service in the mode of remote access by means of portal "private office", and also Edinogokontakt - the center for questions of rendering the state services.
16. 1. The state service "Issue of consent to appointment (election) of leading employees of the financial organizations, bank, insurance holdings, "Fund of Guaranteeing Insurance Payments" joint-stock company (further - the state service).
2. The standard of the state service is developed by National Bank of the Republic of Kazakhstan.
3. The state service appears National Bank of the Republic of Kazakhstan (further - the service provider) to legal entities (further - uslugopoluchatel).
Reception of applications and the direction of results of rendering the state service is performed through:
1) office of the service provider;
2) the web portal of "the electronic government" www.egov.kz (further - the portal).
4. Terms of rendering the state service:
1) from the moment of delivery of document package to the service provider, and also in case of the address on the portal - within 30 (thirty) working days;

8. Working schedule:
1) the service provider - Monday through Friday from 9:00 till 18:30 o'clock with lunch break from 13:00 till 14:30 o'clock, except days off and holidays, according to the labor law of the Republic of Kazakhstan;
the schedule of reception of applications and issue of results of rendering the state service from 9:00 till 17:30 o'clock with lunch break from 13:00 till 14:30 o'clock;
