About approval of regulations of the state services rendered by Committee of homeland security of the Republic of Kazakhstan

According to the subitem 2) of article 10 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services" I ORDER:

1. Approve the enclosed regulations of the state services:

1) "Licensing for occupation activities for development, production, repair and realization of the special technical means intended for conducting investigation and search operations" according to appendix 1 to this order;

2) "Licensing for development and realization (including other transfer) means of cryptographic information security" according to appendix 2 to this order;

3) "Licensing for rendering services in identification of technical channels of information leakage and the special technical means intended for conducting investigation and search operations" according to appendix 3 to this order;

4) "Issue of the conclusion (the allowing document) for import, export and transit of the special technical means intended for secret receipt of information to which measures of non-tariff regulation in trade with the third countries", according to appendix 4 to this order are applied;

5) "Issue of the conclusion (the allowing document) for import, export and transit of the cryptography (cryptographic) tools to which measures of non-tariff regulation in trade with the third countries", according to appendix 5 to this order are applied;

6) "Carrying out technical research regarding reference of goods to the means of cryptographic information security and special technical means intended for conducting investigation and search operations" according to appendix 6 to this order;

7) "Registration of notifications about characteristics of the goods (products) containing the cryptography (cryptographic) tools" according to appendix 7 to this order.

2. Declare invalid the order of the Chairman of Committee of homeland security of the Republic of Kazakhstan of September 15, 2014 No. 305 "About approval of regulations of the state services rendered by Committee of homeland security of the Republic of Kazakhstan" (it is registered on October 13, 2014 No. 9790, is published in the Register of state registration of regulatory legal acts on December 3, 2014 in information system of law of Ad_let).

3. To provide to department on protection of the state secrets of Committee of homeland security of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan and its official publication;

2) placement of this order on official Internet resource of Committee of homeland security of the Republic of Kazakhstan.

4. To impose control of execution of this order on the vice-chairman of Committee of homeland security of the Republic of Kazakhstan on coaching.

5. This order becomes effective after twenty one calendar days after day of its first official publication.

Regulations of the state service "Licensing for Occupation Activities for Development, Production, Repair and Realization of the Special Technical Means Intended for Conducting Investigation and Search Operations"

Chapter 1. General provisions

1. The state service "Licensing for Occupation Activities for Development, Production, Repair and Realization of the Special Technical Means Intended for Conducting Investigation and Search Operations" (further - the state service) appears Committee of homeland security of the Republic of Kazakhstan (further - KNB, the service provider) based on the Standard of the state service "Licensing for Occupation Activities for Development, Production, Repair and Realization of the Special Technical Means Intended for Conducting Investigation and Search Operations" approved by the order of the Chairman of KNB of April 28, 2015 No. 30 (further - the Standard).

in case of renewal of the license - within 2 working days;

in case of issue of the duplicate of the license - within 1 working day;

4) forming of result of rendering the state service by the authorized person of the service provider:

when licensing - within 3 working days. In case of factual determination of incompleteness of the submitted documents - in day of forming of motivated refusal in further review of the statement;

in case of renewal of the license - within 1 working day;

in case of issue of the duplicate of the license - within 1 working day;
