About approval of the Method of calculation of amount and index of production of agricultural industry

Based on the Regulations on National Statistical Committee of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of August 26, 2008 No. 445 "About some questions of bodies of the state statistics" the National Statistical Committee of the Republic of Belarus DECIDES:

1. Approve the enclosed Method of calculation of amount and index of production of agricultural industry and to enact it since calculation of amount and index of production of agricultural industry for January-April, 2013.

2. Recognize invalid:

the resolution of National Statistical Committee of the Republic of Belarus of April 12, 2012 No. 40 "About approval of the Technique on monthly settlement of the gross output of agricultural industry made in the organizations performing agricultural activities in the comparable prices on areas" (The national register of legal acts of the Republic of Belarus, 2012, No. 50, 7/1995);

the resolution of National Statistical Committee of the Republic of Belarus of April 28, 2012 No. 48 "About modification of the Technique on monthly settlement of the gross output of agricultural industry made in the organizations performing agricultural activities in the comparable prices on areas" (The national register of legal acts of the Republic of Belarus, 2012, No. 53, 7/2002).

3. This resolution becomes effective in fifteen working days after its signing.

Method of calculation of amount and index of production of agricultural industry

Chapter 1. General provisions

1. This Technique determines procedure of payments bodies of the state statistics of amount and index of production of agricultural industry.

2. Calculation of amount and index of production of agricultural industry is performed:

National Statistical Committee of the Republic of Belarus - on the republic and areas;

the head statistical offices of areas - on areas.

3. For the purposes of this Technique the following terms and their determinations are used:

index of production of agricultural industry - the relative indicator characterizing scope change of production of agricultural industry in the compared periods (in the comparable prices);

individual index of production - the relative indicator characterizing change of production of one type of products of agricultural industry in natural and (or) value term in the compared periods as a result of change only of its physical amount;

price index of producers of agricultural products - the relative indicator characterizing the change in price of producers of agricultural products in time (dynamics index) or price relation in space;

peasant farm - the commercial organization created by one citizen (members of one family) who made (made) property contributions, for implementation of business activity on production of agricultural products and also on its conversion, storage, the transportation and realization based on its personal labor participation and use of the parcel of land provided for these purposes according to the legislation on protection and use of lands;

personal subsidiary farm of citizens - the form of economic labor activity of citizens on production of agricultural products based on use of the parcels of land provided for these purposes according to the legislation of the Republic of Belarus on protection and use of lands;

the volume of production of agricultural industry - total cost of the material benefits and services created in industry both for realization, and for own consumption. The volume of production of agricultural industry is created of the cost of the made products of livestock production and crop production, work in progress change in value in crop production;

the volume of production of livestock production - the cost of the crude products received as a result of cultivation and economic use of farm animals and bird (milk, eggs, honey, wool and others), the cultivation cost (issue, surplus, additional weight) of farm animals and bird, cost of the realized young growth of animals on the breeding purposes;

the volume of production of crop production - the cost of the crude products received from harvest of accounting year (grain and leguminous crops, products of flax, sugar beet, seeds of oil-bearing crops, efiromaslichny, medicinal cultures, potatoes, vegetables, fruits and berries, forage crops (fodder root crops, one-year and long-term artificial herbs removed on hay, green material and silo), seeds, landing material (saplings), flower products, mushrooms and wild-growing products), the cost of cultivation of young long-term plantings, change in value of work in progress of products of crop production (costs for the works performed in reporting year on the harvest eve of next year (sowing of winter crops, plowing of ploughland and other works));

the organizations performing agricultural activities - legal entities (except peasant farms), the separate divisions of legal entities having separate balance which main and (or) minor type of economic activity is the agricultural industry (according to the nation-wide qualifier of the Republic of Belarus OKRB 005-2006 "Types of economic activity" approved by the resolution of the State committee on standardization of the Republic of Belarus of December 28, 2006 No. 65 "About approval, enforcement, change and cancellation of technical regulatory legal acts in the field of technical regulation and standardization and the nation-wide qualifier of the Republic of Belarus", the Crop production groups 011, 012th "Livestock production", 013 "Crop production in combination with livestock production (the mixed agricultural industry)") (further - agricultural organizations);

producers of products of agricultural industry - agricultural organizations, peasant farms, farms of the population. The specified categories of producers of products of agricultural industry make farms of all categories;

farms of the population - personal subsidiary farms of the citizens who are constantly living in the rural zone; personal subsidiary farms of the citizens who are temporarily living in the rural zone and subsidiary farms of the citizens who are engaged in production of agricultural industry with use of the parcels of land provided for construction and (or) servicing of apartment houses, collective gardening, country construction.

4. When implementing monthly settlement of amount and index of production of agricultural industry agricultural organizations and peasant farms are subdivided on:

the large and average organizations (the organization having the area of farmlands of 300 and more hectares and (or) number of the cattle and bird in terms of conditional livestock of the cattle of 100 and more heads);

the other organizations (the organization having the area of farmlands less than 300 hectares and (or) number of the cattle and bird in terms of conditional livestock of the cattle less than 100 heads).

5. Starting information base for calculation of volumes of production of agricultural industry in kind is official statistical information on the following forms of the state statistical observations:

1-skh (crop production) "The report on harvesting of crops" (further - form 1-cx (crop production));

6-skh (agricultural works) "The report on the course of agricultural works" (further - form 6-cx (agricultural works));

12-skh (the protected soil) "The report on production of vegetables in the protected soil, cultivation and realization of mushrooms and flower products" (further - form 12-cx (the protected soil));

1-skh (livestock production) "The report on availability and movement of the cattle and bird, rawhide resources" (further - form 1-cx (livestock production));

1-skh (farmer) "The report on production of livestock production and number of the cattle" (further - form 1-cx (farmer));

1-skh (fur farming) "The status report of fur fur farming" (further - form 1-cx (fur farming));

12-skh (livestock production) "The status report of livestock production" (further - form 12-cx (livestock production));

1-wild-growing (Ministries for Protection of the Environment and Natural Resources) "Report on purchases (procurements) of wild-growing plants and (or) their parts" (further - form 1-wild-growing (Ministries for Protection of the Environment and Natural Resources));

4-dkh (questionnaire) "The quarterly questionnaire on expenses and the income of households" (further - form 4-dkh (questionnaire)).

Besides, starting information base for calculation of volumes of production of agricultural industry in kind in farms of the population are extrapolated primary statistical data in the following forms of the state statistical observations of selective inspection of personal subsidiary farms of the citizens who are constantly living in the rural zone:

1-skh (dkh-areas) "Questionnaire on acreage of crops";

4-skh (dkh-livestock production) "Questionnaire on availability and movement of the cattle and bird";

6-skh (dkh-crop production) "The diary of accounting of products of crop production" (further - 6-skh (dkh-crop production));

12-skh (dkh-livestock production) "The diary of accounting of products of livestock production and expense of forages" (further - 12-skh (dkh-livestock production)).

6. Starting information base for calculation of annual average sales prices and price indexes of producers of agricultural products for types is official statistical information on the following forms of the state statistical reporting:

1-skh (realization) "Report on realization of agricultural products";

12 prices (skh) "Report on the prices of producers of agricultural products";

form 12-cx (the protected soil);

form 1-cx (fur farming);

form 1-wild-growing (Ministries for Protection of the Environment and Natural Resources).

Annual average sales prices on products of agricultural industry are calculated by division of cost of certain type of goods sold of agricultural industry into quantity of the corresponding type of goods sold of agricultural industry.

7. Production volumes of separate types of products of agricultural industry in kind (landing material, straw and chaff, manure and others), annual average sales prices, costs for one hectare of landing (bookmark) and cultivation of young long-term plantings are calculated according to aggregated data of the following specialized forms of annual accounting records approved annually by the Ministry of Agriculture and Food of the Republic of Belarus (further - specialized forms of Ministry of Agriculture and Food Production):

7-APK "Sales of products";

9-APK "Production and cost of products of crop production" (further - form 9-APK);

13-APK "Production and cost of products of livestock production" (further - form 13-APK);

15-APK "Balance of products" (further - form 15-APK).

Besides, in case of monthly settlement of volume of production of agricultural industry the production volume of fiber of flax-dolguntsa, seeds of long-term herbs, data on landing of young long-term plantings are determined based on operational data of the Ministry of Agriculture and Food of the Republic of Belarus (further - operational data of Ministry of Agriculture and Food Production).

8. Starting information base for annual calculation (final data) of the volume of production of agricultural industry in current prices is official statistical information on the following forms of the state statistical reporting:

To the 4th "The report on types of economic activity of the organization" (further - form to the 4th);

The 1-megapixel "Report on financial and economic activities of the small organization" (further - form 1-megapixel);

The 1-megapixel (micro) "Report on financial and economic activities of the microorganization" (further - form 1-megapixel (micro)).

Chapter 2. Calculation of amount and index of production of agricultural industry

9. Calculation of amount and index of production of agricultural industry is performed monthly (preliminary data) and annually (final data).

The volume of production of agricultural industry on the republic and areas includes amount of products made by agricultural organizations, peasant farms and farms of the population in comparable and current prices, on areas - amount of products made by agricultural organizations and peasant farms in the comparable prices.

10. The monthly settlement (preliminary data) of volume of production of agricultural industry in current prices in agricultural organizations and peasant farms is made on the republic and areas in the following procedure.

The volume of production of agricultural industry in current prices for the corresponding month of previous year is multiplied by index of production of agricultural industry in the comparable prices for month under report of the current year in comparison with the corresponding month of previous year and on price index of producers of agricultural products for month under report of the current year in comparison with the corresponding month of previous year according to the following formula:

where  - the volume of production of agricultural industry in current prices for month under report of the current year;

 - the volume of production of agricultural industry in current prices for the corresponding month of previous year;

 - index of production of agricultural industry in the comparable prices for month under report of the current year in comparison with the corresponding month of previous year;

 - price index of producers of agricultural products for month under report of the current year in comparison with the corresponding month of previous year.

The index of production of agricultural industry in the comparable prices for month under report of the current year in comparison with the corresponding month of previous year is calculated by Laspeyres's formula

where - production volume of i-go of type of products of agricultural industry for the accounting period of the current year;

 - production volume of i-go of type of products of agricultural industry for the corresponding period of previous year;

 - annual average sales price of i-go of type of products of agricultural industry for previous year.

Similarly indexes of production of crop production and products of livestock production, and also individual indexes of production for each type of products separately are calculated (grains, vegetables, fruits, milk, eggs and so on).

The price index of producers of agricultural products for month under report of the current year in comparison with the corresponding month of previous year is determined according to the Method of calculation of the consolidated index of the prices and average prices of producers of the agricultural products approved by the resolution of National Statistical Committee of the Republic of Belarus of April 9, 2010 No. 40.

The monthly settlement (preliminary data) of volume of production of agricultural industry in current prices in farms of the population is perfromed on the republic and areas by multiplication of production volume of separate types of products of agricultural industry in kind on this category of farms on the corresponding current price of realization. As current prices the annual average sales prices of the accounting period which developed in agricultural organizations are used.

11. Annual calculation (final data) of the volume of production of agricultural industry in current prices in agricultural organizations is perfromed on the republic and areas based on official statistical information on forms to the 4th, 1-megapixel and 1-megapixel (micro).

Annual calculation (final data) of the volume of production of agricultural industry in current prices in peasant farms and farms of the population is performed on the republic and areas by multiplication of production volume of separate types of products of agricultural industry in kind in these categories of farms on the corresponding current price of realization. As current prices the annual average sales prices of accounting year which developed in agricultural organizations are used.

After annual calculation of volume of production of agricultural industry in current prices (final data) recalculation of monthly volumes of production of agricultural industry (preliminary data) on structure of volumes of production of agricultural industry in the comparable prices for the corresponding months is made.

12. Monthly and annual settlement of volume of production of agricultural industry in the comparable prices on each category of farms is made by method of direct assessment of the separate types of products of agricultural industry made in the accounting period on the corresponding annual average sales prices. As the comparable prices for the accounting period the annual average sales prices which developed in agricultural organizations in general on the republic for previous year are used.

For example, calculation of cost of potatoes for the accounting period in the comparable prices is made on the following formula:

where - potatoes cost for the accounting period in the comparable prices;

  - annual average sales price of potatoes for previous year.

Calculation of cost of other types of products of agricultural industry is similarly made.

Calculation of volume of production of livestock production for types and categories of producers in the comparable prices, the volume of production of crop production by types and categories of producers in the comparable prices, the volume of production of agricultural industry by types and categories of producers in the comparable prices is performed according to schemes respectively according to appendices 1-3 to this Technique.

13. The first assessment of amount and index of production of agricultural industry (preliminary data) is made monthly for the 10th day of the month following for reporting.

The second assessment of amount and index of production of agricultural industry (final data) is made once a year - in May of the year following for reporting.

Chapter 3. Calculation of production volumes and cost of separate types of products of agricultural industry

14. Amounts of cultivation of the cattle and bird, production of milk, eggs, wool and other types of products of livestock production in kind in agricultural organizations and peasant farms are determined based on official statistical information on forms 12-cx (livestock production), 1-skh (farmer), 1-skh (livestock production), and also aggregated data of specialized forms of Ministry of Agriculture and Food Production.

The volume of production of livestock production in farms of the population for accounting year is determined according to Chapter 5 of the Method of calculation of acreage of crops, the number of the cattle and bird, volumes of production of crop production and livestock production in farms of all categories approved by the resolution of National Statistical Committee of the Republic of Belarus of October 1, 2014 No. 163 (The national legal Internet portal of the Republic of Belarus, 07.10. 2014, 7/2932).

15. The amount of cultivation of the cattle and bird is in kind determined in live weight and consists from:

issue of the cattle and bird;

surplus of young growth of the cattle and bird;

additional weight of the cattle and bird from cultivation and sagination.

The issue of young growth of horses in agricultural organizations is determined based on official statistical information on form 1-cx (livestock production).

The surplus or reduction of livestock of rabbits, surplus or reduction of pchelosemy is calculated based on official statistical information on forms 1-cx (livestock production) and 1-skh (farmer).

16. The cost of the realized young growth of animals of cellular content for the breeding purposes in the comparable prices is determined based on official statistical information on form 1-cx (fur farming).

Calculation of cost of the realized young growth of animals of cellular content for the breeding purposes in the comparable prices is perfromed according to the scheme according to appendix 4 to this Technique.

17. The manure production volume in agricultural organizations is determined by aggregated data of form 13-APK, in farms of the population and peasant farms - settlement way on approximate regulations of exit of manure from one beast in year.

The manure exit regulation in year from one head of cattle constitutes 8 tons, pigs - 1,5 of ton, horses - 7 tons, sheep - ton 0,4.

For scoping of production of manure in peasant farms and farms of the population the regulation of exit of manure is multiplied by annual average livestock of the cattle of this type.

The amount of chicken dung is calculated proceeding from average regulation of exit of dung to one head of the bird in year (25 kg) increased by annual average livestock of bird.

18. Gross charges of grain and leguminous crops (by types), seeds (sunflower, colza, surepitsa, flax and other olive and oil-containing fruits), tobacco, rustic tobacco, efiromaslichny, medicinal cultures, seeds and testicles of sugar beet and fodder root crops, seeds of one-year, long-term herbs and other forage crops in agricultural organizations and peasant farms are determined in weight after completion (less waste and shrinkage) based on official statistical information on form 1-cx (crop production).

Gross collection of potatoes, sugar beet, fiber of flax-dolguntsa, forage rhizocarpous and forage melon crops, matochnik of sugar beet and fodder root crops, cones of hop, corn on forage, and also gross collection of one-year, long-term herbs, production volume of forages on the haymakings and pastures (used on hay and on forage green, senazh, silo, grass meal) in agricultural organizations and peasant farms are determined in originally credited (physical) weight based on official statistical information on form 1-cx (crop production).

Gross collection of vegetables by types, grapes, fruits of seeded, kostochkovy, berry cultures in agricultural organizations and peasant farms is determined based on official statistical information on form 1-cx (crop production).
