About approval of the specification on creation of the integrated information system of the Eurasian Economic Union

1. Approve the enclosed specification on creation of the integrated information system of the Eurasian Economic Union.

2. This Decision becomes effective after 30 calendar days from the date of its official publication.

The specification on creation of the integrated information system of the Eurasian Economic Union

1. General information

1.1. Name of system

Full name - the integrated information system of the Eurasian Economic Union (further - the integrated system).

Schematic symbol - IIS EEU.

1.2. Names of the customer and system builder

1.2.1. Customer - the coordinator of works on creation of the integrated system, and also the customer of integration segment of the Eurasian economic commission (further - the Commission) the integrated system is the Commission.

1.2.2. Customers of national segments of state members of the Eurasian Economic Union of the integrated system (further respectively - national segment, state members, the Union) are determined by state members.

1.2.3. Creation, ensuring functioning and development of the integrated system is coordinated by the Commission which provides its functioning and development in customer interaction of national segments taking into account the strategy of development for the integrated system. Works on creation, ensuring functioning and development of the integrated system are performed based on the plans developed by the Commission in interaction with authorized bodies.

1.2.4. Customers of national segments perform the rights and fulfill duties on creation, ensuring functioning and development of national segments.

1.2.5. The commission performs the rights and fulfills duties of the owner concerning such components of the integrated system as integration segment of the Commission, information resources and systems of the Commission, and also will organize their designing, development, implementation, acceptance of results of works and further maintenance.

1.2.6. Selection of contractors on creation, ensuring functioning and development of integration segment of the Commission, information resources and systems of the Commission is performed on competitive basis according to acts of the Commission.

1.2.7. Selection of contractors on creation, ensuring functioning and development of national segments is performed on competitive basis according to the legislation of state member.

1.3. Bases for creation of system

1.3.1. The basis for creation of the integrated system is the Agreement on the Eurasian Economic Union of May 29, 2014 (further - the Agreement).

1.3.2. According to Item 3 of the Protocol on information and communication technologies and information exchange within the Eurasian Economic Union (appendix No. 3 to the Agreement) of work on creation of the integrated system shall be carried out on the basis of expansion of functionality of the integrated information system of foreign and mutual trade (further - IISVVT) which realization was enabled in 2011 - 2014.

1.3.3. Works on creation, functioning and development of IISVVT were carried out according to the Agreement on creation, functioning and development of the integrated information system of foreign and mutual trade of the Customs union of September 21, 2010, the Concept of creation of the Integrated information system of the foreign and mutual trade of the Customs union approved by the Decision of Interstate Council of Eurasian economic community of November 19, 2010 No. 60, and the Specification on creation of the Integrated information system of foreign and mutual trade of the Customs union approved by the Decision of the Commission of the Customs union of August 16, 2011 No. 771, taking into account the list of general processes of the Customs union and the Common economic space, priority for realization (with terms of their realization in integration segment of the Eurasian economic commission of the integrated information system of foreign and mutual trade of the Customs union), No. 260 approved by the Decision of Board of the Eurasian economic commission of November 12, 2013.

1.3.4. In case of development of the integrated system provisions of the following documents shall be considered:

1) the International convention about simplification and harmonization of customs procedures of May 18, 1973;

2) the Framework standards of safety and simplification of world trade of World Customs Organization (June, 2005);

3) the Convention of the United Nations "About use of electronic messages in international treaties" of November 23, 2005;

4) the Agreement on determination of customs value of the goods moved through customs border of custom union of January 25, 2008;

5) the Agreement on the mutual administrative aid of customs authorities of state members of custom union of May 21, 2010;

6) the Agreement on requirements to information exchange between customs authorities and other state bodies of state members of custom union of May 21, 2010;

7) the Agreement on representation and on exchange of the preliminary information on the goods and vehicles moved through customs border of custom union of May 21, 2010;

8) The agreement on features of customs transit of the goods moved with railway transport on customs area of custom union of May 21, 2010;

9) the Agreement on some questions of provision of ensuring payment of customs duties, taxes concerning the goods transported according to customs procedure of customs transit, features of collection of customs duties, taxes and procedure for transfer of the collected amounts concerning such goods of May 21, 2010;

10) the Agreement on the unified customs register of intellectual property items of state members of custom union of May 21, 2010;

11) the Agreement on features of customs transactions concerning the goods sent in the international mailings of June 18, 2010;

12) the Agreement on free warehouses and customs procedure of free warehouse of June 18, 2010;

13) the Agreement on questions free (special, special) economic zones on customs area of custom union and customs procedure of free customs zone of June 18, 2010;

1.5. Sources and procedure for financing of works

1.5.1. Financing of works on creation, ensuring functioning and to development of integration segment of the Commission, information resources and systems of the Commission is performed by budget funds of the Union.

1.5.2. Financing of works on creation, ensuring functioning and to development of the state information resources and information systems of authorized bodies, and also national segments is performed at the expense of means of budgets of state members.

1.6. Procedure for registration and presentation to the customer of results of works

1.6.1. The procedure for registration and presentation to the customer of results of works on creation, ensuring functioning and to development of the integrated system shall conform to requirements of this specification, and also conditions of contracts for performance of works.

1.7. Determinations

For the purposes of this specification concepts which mean the following are used:

"integration platform" - the subsystem of the integrated system providing integration of national segments and integration segment of the Commission;

"the integration gateway" - complex program and hardware, developed in each node of the integrated system and providing interface of national segments and integration segment of the Commission to integration platform;
