Approve Regulations on the interdepartmental working group on questions of involvement of the international companies (advisers) to reforming of the public customs affairs which are applied.

Regulations on the interdepartmental working group on questions of involvement of the international companies (advisers) to reforming of the public customs affairs

1. The interdepartmental working group on questions of involvement of the international companies (advisers) to reforming of the public customs affairs (further - interdepartmental working group) is temporary advisory advisory body of the Cabinet of Ministers of Ukraine.

2. The interdepartmental working group in the activities is guided by the Constitution and the laws of Ukraine, and also the presidential decrees of Ukraine and resolutions of the Verkhovna Rada of Ukraine adopted according to the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine and this Provision.

3. The main objectives of interdepartmental working group are:

1) the analysis of the offers on reforming of the public customs affairs provided by the international companies (advisers) (further - offers);

2) development of recommendations about accounting of offers.

4. Interdepartmental working group according to the tasks assigned to it:

Analyzes 1) and generalizes offers;

2) estimates the benefits and shortcomings, forecast, quantitative and qualitative indexes given in offers;

3) estimates offers on their compliance to obligations of Ukraine within WTO membership;

4) develops the recommendations concerning implementation of actions about reforming of the public customs affairs which arrived from the international organizations which member is Ukraine;

5) represents to the Cabinet of Ministers of Ukraine the recommendations about accounting of offers developed by results of the work.

5. The interdepartmental working group has the right:

To receive 1) in accordance with the established procedure from state bodies, the companies, organizations and the organizations information necessary for accomplishment of the tasks assigned to it;

2) to recruit in the work representatives of state bodies, local government bodies, the companies, organizations and the organizations (in coordination with their heads), and also representatives of the international organizations and independent experts (under approval);

To form 3) in case of need for accomplishment of the tasks assigned to it constants or temporary work groups;

4) to organize holding of conferences, seminars, meetings and other actions.

6. The interdepartmental working group in case of accomplishment of the tasks assigned to it interacts with state bodies, local government bodies, the companies, organizations and the organizations.

7. The interdepartmental working group is headed by the chairman who approves its members and makes in case of need changes to it.

8. Form of work of interdepartmental working group are meetings which are held according to the decision of its chairman.

The meeting of interdepartmental working group is conducted by its chairman, and in its absence - the vice-chairman.

9. Protocols of meetings of interdepartmental working group are kept by the secretary appointed by the chairman of interdepartmental working group of number of persons which are its part.

10. Recommendations are considered approved if more than a half of the members of interdepartmental working group who are present at meeting voted for them.

In case of equal distribution of voices the chairman's voice at meeting is decisive.

Recommendations are fixed in the minutes which are signed by the chairman at meeting and the secretary and goes to all members of interdepartmental working group and the Cabinet of Ministers of Ukraine.

The member of interdepartmental working group who does not support the offer (recommendation) can state in writing the special opinion which is applied to the minutes.

11. Organizational and information support of activities of interdepartmental working group performs the Ministry of Finance.
