1. Approve the enclosed Instruction about procedure of payments and conditions of compensation of the means spent for training of the military personnel of internal troops of the Ministry of Internal Affairs of the Republic of Belarus.

2. This resolution becomes effective after its official publication.

The instruction about procedure of payments and conditions of compensation of the means spent for training of the military personnel of internal troops of the Ministry of Internal Affairs of the Republic of Belarus

1. This Instruction determines procedure of payments of the means spent for training of the military personnel of internal troops of the Ministry of Internal Affairs of the Republic of Belarus (further - internal troops), and conditions of their compensation in the republican budget.

2. The means spent for training of the military personnel of internal troops (further - the serviceman), are compensated by them in cases and for the periods determined in Item 179 of the Regulations on procedure for the passing of military service approved by the Presidential decree of the Republic of Belarus of April 25, 2005 No. 186 (The national register of legal acts of the Republic of Belarus, 2005, No. 69, 1/6402).

3. In case of refusal of the serviceman of voluntary compensation of the means spent for its preparation they are collected judicially.

4. For the purposes of this Instruction the money according to the budget estimate of expenses of internal troops spent for training of the military personnel at faculty of internal troops of organization of education "Military academy of the Republic of Belarus" (further - faculty of internal troops) or in other organizations of education in which training of the military personnel on specialties (to the directions of specialties, specializations) for internal troops (further - other organizations of education), calculated according to this Instruction and subject to compensation in the republican budget is performed (further - expenses for training) belongs to the means spent for training of the military personnel.

5. Calculation of expenses for training is made for the entire period of training of the serviceman on the date of its exception of lists of staff.

This period includes incomplete and complete calendar years of training according to the curriculum by which training of the serviceman was performed.

Months in which the number of calendar days of training constitutes 15 and more join in the training period as complete, less than 15 calendar days - do not join.

Vacation leaves are included into the period of training of the serviceman.

6. Expenses for training of the serviceman who did not serve after the termination of faculty of internal troops or other organization of formation of five-year service life on officer positions are calculated in proportion to the term which is not served under the signed contract.

7. For calculation of expenses for training at faculty of internal troops or in other organizations of education data are used:

7.1. annual, quarterly statements on execution of the budget estimate in form 2 according to appendix 3 to the Instruction of procedure for creation and submission of accounting reports under means of budgets and means from the activities of state-financed organizations which are bringing in incomes approved by the resolution of the Ministry of Finance of the Republic of Belarus of March 10, 2010 No. 22 (The national register of legal acts of the Republic of Belarus, 2010, No. 93, 8/22094) (further - the report 2);

7.2. accounting documents (reports) containing data on the actual number of students (studying) on faculty internal troops or in other organization of education;

7.3. source accounting documents containing data on actually paid amounts to the specific serviceman.

8. At faculty of internal troops or in other organization of education join in calculation of expenses for training of the serviceman:

the specific considered current expenses received by means of division of the considered current expenses into the specified annual average number of the internal troops studying at faculty or in other organizations of education;

expenses on payment of cash allowance to the student for the period training (except for social grants);

payments to the student of monetary compensation of expenses for hiring of premises if such payments took place during training;

expenses on providing the student with free food (on regulations of the corresponding food rations taking into account issue of additional food) or payment of monetary compensation to it instead of food ration;

expenses on providing the student during study by ware property according to the regulations and quotations established according to the legislation.

9. At faculty of internal troops or in other organization of education do not join in calculation of expenses for training of the serviceman:

the payments provided for graduates of organizations of formation for the period of the leave granted to them upon termination of study to the introduction in military positions to which they are appointed, including lump-sum allowance to improvement;

the one-time monetary reward to the graduates who graduated with honors faculty of internal troops or other organizations of education.

10.
