For the purpose of settlement of implementation of detective and security activities, according to article 15-2 of the Law of the Kyrgyz Republic "About private detective and security activities in the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve:

- Procedure for passing of special preparation, retraining and advanced training of the personnel performing detective and security activities according to appendix 1;

- Procedure for development of training programs for passing of special preparation, retraining and advanced training of the personnel performing detective and security activities according to appendix 2.

2. To the Ministry of Internal Affairs of the Kyrgyz Republic to bring the decisions into accord with this resolution.

3. To impose control of execution of this resolution on department of defense, law and order and emergency situations of Government office of the Kyrgyz Republic.

4. This resolution becomes effective after fifteen days from the date of official publication.

Procedure for passing of special preparation, retraining and advanced training of the personnel performing detective and security activities

1. This Procedure is developed according to the Law of the Kyrgyz Republic "About private detective and security activities in the Kyrgyz Republic" and determines procedure for preparation, retraining and advanced training of the personnel performing detective and security activities in the Kyrgyz Republic.

2. Preparation, retraining and advanced training of the personnel performing detective and security activities are carried out in the educational organizations according to requirements of the legislation of the Kyrgyz Republic.

3. For passing of preparation, retraining and advanced training of the personnel performing detective and security activities in the Kyrgyz Republic, the citizen of the Kyrgyz Republic conforming to requirements of the Law of the Kyrgyz Republic "About private detective and security activities in the Kyrgyz Republic" submits the following documents to the educational organization:

- the statement for transfer on rates on special training, retraining and advanced training of private detectives and security guards;

- the questionnaire of the sample established by the educational organization signed and completed with own hand;

- personal photo, 35x45 mm in size;

- the copy of the identity document of the citizen of the Kyrgyz Republic, with provision of the original for reconciliation;

- the document on absence at the citizen of the Kyrgyz Republic of the disease interfering passing of special preparation, retraining and advanced training of the personnel performing detective and security activities;

- the certificate of authorized body of absence at the citizen of the Kyrgyz Republic of criminal record.

4. Training programs of the personnel performing detective and security activities in the Kyrgyz Republic are developed by educational institutions according to Procedure for development of training programs for passing of special preparation, retraining and advanced training of the personnel performing detective and security activities, the approved Government of the Kyrgyz Republic.

5. Educational process of preparation, retraining and advanced training of private detectives and security guards is performed in the form of lectures, training and practical classes which are given according to the training program.

6. For carrying out practical training the educational institutions performing special preparation, retraining and advanced training of the personnel performing detective and security activities in the Kyrgyz Republic shall have the relevant technical base allowing to perform fire technical and other types of preparation provided by the training program.

7. The citizen of the Kyrgyz Republic having training, retraining and advanced training of the personnel performing detective and security activities in the Kyrgyz Republic shall complete full course of training in the directions provided by the training program.

8. After training, person who had training, retraining and advanced training of the personnel performing detective and security activities in the Kyrgyz Republic takes qualification examination.

9. The qualification examination is held in the form of certification by results of which to persons who received satisfactory results the certificate confirming passing of special preparation, retraining and advanced training of the personnel performing detective and security activities in the Kyrgyz Republic is issued.

10. Passing of special preparation, retraining and advanced training of the personnel performing detective and security activities in the Kyrgyz Republic is performed on voluntary basis.

11. As required, but at least once in three years the educational organizations which are carrying out training performing detective and security activities in the Kyrgyz Republic confirmation of knowledge received by private detectives and security guards, with issue based on qualification examination of the appropriate certificate is carried out.

Procedure for development of training programs for passing of special preparation, retraining and advanced training of the personnel performing detective and security activities

1. The training program is developed for passing of special preparation, retraining and advanced training of the personnel performing detective and security activities by the educational organization and approved with authorized bodies in the field of education and internal affairs.

2. After approval of the training program of authorized bodies in the field of education and internal affairs, the educational organization approves the training program which copy sends for data to authorized body in the field of internal affairs.

3. For each type of training (preparation, retraining and advanced training) the educational organization constitutes the separate training program in case of which development is guided by this Procedure.

4. The training program shall consist of the following obligatory training disciplines:

- legal preparation;

- tactical and special preparation;

- fire preparation (only for private security guards);

- technical training;

- psychological preparation;

- medical preparation;

- special physical training.
