Approve the enclosed criteria of reference of the objects making negative impact on the environment to objects I, II, III and IV of categories.

Criteria of reference of the objects making negative impact on the environment to objects I, II, III And IV of categories

I. Criteria of reference of the objects making considerable negative impact on the environment and relating to scopes of the best available technologies, to category objects I

1. Implementation of economic and (or) other activity:

a) on coke production;

b) on production of crude oil and natural gas, including conversion of natural gas;

c) on production of oil products;

d) on production and enrichment of iron ores;

e) on production and preparation of ores of non-ferrous metals - aluminum (bauxite), copper, lead, zinc, tin, manganese, chrome, nickel, cobalt, molybdenum, tantalum, vanadium, and also ores of precious metals (gold, silver, platinum), except for ores and sands of precious metals, tin ores, titanic ores, chrome ores on loose fields;

e) on providing with electrical energy, gas and vapor with use of the equipment (with the established electric power of 250 MW and more in case of consumption as the main solid and (or) liquid fuel or with the established electric power of 500 MW and more in case of consumption as the main gaseous fuel);

g) on metallurgical production with use of the equipment:

for production of cast iron or steel (primary or secondary melting), including installations of continuous pouring (with productivity of 2,5 of ton per hour and more);

for processing of ferrous metals with use of camps of hot rolling (with rated output capacity of 20 tons of not refined steel in hour and more);

for drawing protective sprayed metal coverings (with giving of 2 tons of not refined steel in hour and more);

for foundry production of ferrous metals (with rated output capacity of 20 tons per day and more);

for production of non-ferrous metals from ore, concentrates or secondary raw materials (by means of metallurgical, chemical or electrolytic processes);

for melting, including alloying, refinement, and pourings of non-ferrous metals (with rated output capacity (melting) 4 tons per day and more for lead and cadmium or 20 tons per day and more for other metals);

for production of ferroalloys;

h) on production of the following nonmetallic mineral products:

glass and products from glass, including fiber glass (with rated output capacity of 20 tons per day and more);

fire-resistant pottery and construction ceramic materials (with design capacity of 1 million pieces a year and more);

ceramic or porcelain products, except fire-resistant pottery and construction ceramic materials (with design capacity of 75 tons per day and more and (or) with use of roasted furnaces with density cages on one furnace exceeding 300 kg on 1 cubic meter);

cement clinker in the rotating furnaces or in other furnaces (with design capacity of 500 tons per day and more);

lime (not extinguished, extinguished) in the presence of furnaces (with design capacity of 50 tons per day and more);

i) on production of chemicals and chemical goods of the following main organic chemicals:

simple hydrocarbons (linear or cyclic, saturated or unsaturated, aliphatic or aromatic);

oxygen-containing hydrocarbons - alcohols, aldehydes, ketones, carboxylic acids, esters, acetates, simple ethers, peroxides, epoxies;

sulfur-containing hydrocarbons;

nitrogen-containing hydrocarbons - amides, nitrogenous compounds, nitro compounds or nitrate connections, nitriles, cyanates, isocyanates;

phosphorus hydrocarbons;

the halogenated hydrocarbons;

polymers, chemical synthetic fibers and threads on the basis of cellulose;

synthetic rubber; synthetic dyes and pigments;

surfactants;

j) on production of chemicals and chemical goods of the following inorganic substances:

gases - ammonia, chlorine or chloride hydrogen, fluorine or fluoric hydrogen, carbon oxides, compounds of sulfur, nitrogen oxides, sulfur dioxide, carbonyl chloride (phosgene);

acids - chromic acid, hydrofluoric (fluoric) acid, phosphoric acid, nitric acid, hydrochloric acid, sulphuric acid, oleum, sulphurous acid;

the bases - ammonium hydroxide, potassium hydroxide, sodium hydroxide;

salts - ammonium chloride, potassium chlorate, potassium carbonate, sodium carbonate, perborate, silver nitrate;

nonmetals, oxides of metals or other inorganic compounds - calcium carbide, silicon, silicon carbide;

special inorganic chemicals - sodium cyanide, potassium cyanide;

magnesium oxide (with rated output capacity of 50 tons per day and more);

k) on production of pesticides and other agrochemical goods in the part concerning production of mineral fertilizers;

l) on production of pharmaceutical substances;

m) on processing and waste recycling in the part concerning neutralization of production wastes and consumption using the equipment and (or) installations:

on neutralization of production wastes and consumption of the I-III classes of danger, including the pesticides and agrochemicals which became useless and (or) prohibited to application;

on neutralization of production wastes and consumption IV and V classes of danger (with design capacity 3 tons per hour and more);

o) on processing and waste recycling in the part concerning disinfecting and (or) neutralization of biological and medical waste (with design capacity of 10 tons per day and more);

o) on burial of the following production wastes and consumption:

waste of the I-III classes of danger;

waste IV and V classes of danger, including solid utility waste (20 thousand tons per year and more);

p) on collection and processing of sewage in the part concerning sewage treatment of centralized systems of water disposal (sewerage) (with amount of 20 thousand cubic meters a day of the taken-away sewage and more);

c) on production of cellulose and wood pulp;

r) on production of paper and cardboard (with rated output capacity of 20 tons per day and more);

s) on production of textile products with use of the equipment for washing, bleaching, mercerization, coloring of textile fibers and (or) bleaching, coloring of textile products (with rated output capacity of 10 tons of the processed raw materials in days and more);

t) on production of skin and products from skin with use of the equipment for tanning, dyeing, manufacture of skins and skin (with design capacity of 12 tons of finished goods in days and more);

x) on production of the following foodstuff:

meat and meat products (with rated output capacity of 50 tons of finished goods in days and more);

vegetable and animal oils and fats (with rated output capacity of 75 tons of finished goods in days and more);
