1. Approve the enclosed Rules of calculation of length of service in the specialty for workers of system of bodies of homeland security of the Republic of Kazakhstan.
2. To provide to personnel department of Committee of homeland security of the Republic of Kazakhstan in the procedure established by the legislation:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days after state registration of this order the direction it on official publication in periodic printing editions and in information system of law of Ad_let;
3) placement of this order on Internet resource Committee of homeland security of the Republic of Kazakhstan.
3. This order becomes effective after ten calendar days after day of its first official publication.

1. These rules of calculation of length of service in the specialty for workers of system of bodies of homeland security of the Republic of Kazakhstan (further - Rules) determine procedure for calculation of length of service in the specialty for workers of system of bodies of homeland security of the Republic of Kazakhstan.
2. Length of service in the specialty joins all the time of work in state bodies and other organizations irrespective of form of business, and also time joins:
1) works in Armed Forces, other troops and military forming, law enforcement agencies, state fire-proof, courier, rescue services and forming;
2) maternity leaves, and also leave time non-paid on child care before achievement of age by it three years;
3) time of implementation of powers of the deputy of Parliament of the Republic of Kazakhstan, deputy of maslikhat;
4) works abroad if before the direction abroad the worker worked in the specialty in public institutions and within two months from the date of return from abroad, apart from moving time, went to work in public institution;
5) works on the positions granting the right to length-of-service allowance in courts, bodies of prosecutor's office, the public fire service, internal affairs of the Republic of Kazakhstan and the former USSR, in the state security agencies of the USSR, homeland security and the former State Investigative Committee of the Republic of Kazakhstan;
6) works in system of National bank of the USSR and National Bank of the Republic of Kazakhstan;
7) passings of active duty, and also accomplishment of international debt, including finding of the military personnel in captivity, faces of officers, ensigns, warrant officers, the military personnel of extra urgent service in Armed Forces, other troops and military forming of the Republic of Kazakhstan and the former USSR, in system of bodies of homeland security of the Republic of Kazakhstan and Committee for State Security of the USSR, in Service of the state protection of the Republic of Kazakhstan and Republican guard of the Republic of Kazakhstan, except persons, dismissed from service for negative motives;
8) services by faces of administrative board in system of law-enforcement bodies, financial (tax) police, customs authorities, the public fire service, service in bodies of prosecutor's office, work in offices of courts of the Republic of Kazakhstan and the former USSR, in the State Investigative Committee of the Republic of Kazakhstan, except persons dismissed for negative motives;
9) induced truancy in case of wrongful dismissal and the subsequent recovery at work;
10) training in the direction of public institutions at rates in preparation, retraining and advanced training of personnel with separation from work;
11) scientific work in the organizations for specialty profile;
12) works on positions on identical specialties irrespective of field of activity in which its labor activity was performed;
13) the time spent for public service for position of the government employee;
14) services in special state bodies of the Republic of Kazakhstan.
3. The length of service in the specialty which is set off according to these rules is considered in calendar calculation. To workers who within a month had right to increase in official pay rate (rate) calculation of official pay rate taking into account length of service is performed from the date of emergence of such right.
4. Length of service in the specialty and identity of specialties is determined by the commission of structural divisions, departments, territorial and other authorities of homeland security on establishment of working life.
5. The decision of the commission on establishment of length of service in the specialty is drawn up by the protocol. Statements are made of the decision in duplicate and are transferred: one copy - in personnel division, the second - in financial division (accounts department).
6. The documents confirming labor activity of the worker for determination of length of service in the specialty are determined according to the Labor code of the Republic of Kazakhstan.
