About approval of the Standard regulations on local public administration
According to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic", articles 4 and 5 of the Law of the Kyrgyz Republic "About local public administration" the Government of the Kyrgyz Republic decides:
1. Approve Standard regulations on local public administration according to appendix.
2. To heads of public administrations of areas - akims:
- on the basis of the Standard regulations on local public administration specified in Item 1 of this resolution to develop and approve regulations on local public administration;
- take the necessary measures following from this resolution;
- bring the decisions into accord with this resolution.
3. To impose control of execution of this resolution on department of organizational and inspection work and local self-government of Government office of the Kyrgyz Republic.
4. This resolution becomes effective after ten days from the date of official publication.

1. The local public administration is the state body of the executive authority providing in the territory of the area the approved activities of territorial subdivisions of the ministries, state committees, administrative departments and other state bodies of the Kyrgyz Republic, their interaction with local government bodies and exercising the state control of their activities for the delegated functions and powers.
2. The legal basis of activities of local public administration the Constitution of the Kyrgyz Republic, the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" constitute, the Law of the Kyrgyz Republic "About local public administration", other regulatory legal acts of the Kyrgyz Republic, and also this Standard provision (further - the Provision).
3. The local public administration has the status of the legal entity, has seal with the image of the State Emblem of the Kyrgyz Republic and the name in the state and official languages.
4. The main objectives of local public administration are:
1) development, approval and execution of programs of social and economic development of the territory;
2) providing in the corresponding territory of the area of the approved activities of territorial subdivisions of the ministries, state committees, administrative departments and other state bodies;
3) providing within the powers of protection of the rights and interests of citizens and local communities protected by the law;
4) ensuring coordination and implementation of actions in the field of civil protection;
5) organizational, legal, information and analytical support of activities of local public administration.
5. For the solution of tasks the local public administration performs the following main functions:
- realizes regional and industry programs within administrative and territorial unit;
- will organize and provides interaction of local public administration with territorial authorities of the government and local government bodies, the companies, the organizations and organizations, the international organizations, mass media on the questions carried to competence of local public administration;
- will organize and provides interaction of local public administration with the plenipotentiary of the Government of the Kyrgyz Republic in area;
- provides and will organize interaction with local government bodies;
- will organize and conducts information and analytical work on the questions carried to maintaining local public administration;
- carries out work on assistance in ensuring protection and the mode of frontier;
- performs actions in the field of support of entrepreneurship;
- performs functions in the field of protection, use and reproduction of objects of fauna;
- holds events for questions of mobilization preparation and mobilization;
- provides accomplishment of legislative and other regulatory legal acts of the Kyrgyz Republic in the field of defense and social legal protection of the military personnel, persons discharged from military service and members of their families;
- gives the corresponding support to the subjects performing counteraction to terrorism;
- participates in development of ecological programs and implementation of measures for environmental protection and is effective according to the legislation regulating activities of local authorities of the government and local government bodies;
- creates the commission on establishment of borders of pastures;
- performs within the competence in the corresponding territory of measure, directed to prevention of offenses;
- performs other functions necessary for ensuring realization of powers of local public administration within the legislation.
6. Interaction of local public administration with the ministries, the state committees, administrative departments and their territorial subdivisions is performed on questions:
- developments of economy of the territory;
- developments of agricultural industry;
- developments of water resources;
- assistance to protection of frontier;
- assistance of veterinary and phytosanitary safety;
- assistance of ecological and technical safety;
- organizations of taxation and other general obligatory payments;
- assistance to protection of public order and prevention of offenses;
- social protection of the population;
- developments of education systems, cultures, tourism and mass sport;
- employment of the population;
- developments of infrastructure of the territories;
- supports of the sphere of entrepreneurship;
- ensuring establishment of borders of pastures;
- the prevention and prevention of the interethnic conflicts in the corresponding territory;
- subsurface use;
- civil protection;
- translation (transformation) of lands;
- environmental protections;
- protection of public health.
