Based on provisions of article 24 of the Law on veterinary and sanitary activities No. 221-XVI of October 19, 2007 (repeated publication: The official monitor of the Republic of Moldova, 2013, Art. No. 125-129, 396), with subsequent changes and amendments, the Law No. 306/2018 on safety of foodstuff (The official monitor of the Republic of Moldova, 2019, Art. No. 59-65, 120), with subsequent changes, article 15 of the Law on official control for the purpose of check of compliance to the fodder and food law and the rules concerning health and wellbeing of animals No. 50 of March 28, 2013 (The official monitor of the Republic of Moldova, 2013, Art. No. 122-124, 383), article 10 of the Law on the state supervision of public health No. 10-XVI of February 3, 2009 (The official monitor of the Republic of Moldova, 2009, No. 67, the Art. 183), with subsequent changes and amendments, and also for the purpose of providing consumers with harmless, safe and high-quality foodstuff DECIDES: the Government

1. Approve Norma concerning health of animals and public health and also samples of certificates of import of meat products, the processed stomachs, bubbles and guts intended for consumption (are applied).

2. To impose control over the implementation of this Resolution on the National agency on safety of foodstuff and the Ministry of Health.

Regulation concerning health of animals and public health and also samples of certificates of import of meat products, the processed stomachs, bubbles and guts intended for consumption

This regulation creates necessary base for application of the Decision of the Commission of the European Community No. 2007/777/EC of the November 29, 2007 establishing veterinary and sanitary and sanitary and hygienic rules and samples of certificates of import of meat products, the processed stomachs, bubbles and guts intended for consumption, from the third countries and canceling Decision 2005/432/EC published in the Official magazine of the European Union by L 312 of November 30, 2007.

I. General provisions

1. This regulation regulates the regulations concerning health of animals and public health concerning import, transit and storage of batches of meat products, the processed stomachs, bubbles and guts.

2. In the this Regulation concerning health of animals and public health (further – the Regulation), the concepts determined in the Order of the Government No. 435 of May 28, 2010 are applied. "About approval of Special rules of hygiene of foodstuff of animal origin" (The official monitor of the Republic of Moldova, 2010, by Art. No. 85-86, 499), are established:

1) conditions concerning origin and methods of processing of the imported products according to appendices No. 1 and 2 to this Regulation; and also

2) samples of veterinary sanitary certificates according to appendices No. 3 and 4 to this Regulation.

3. Territorial subdivisions of the National agency on safety of foodstuff (further – the Agency) shall make sure that batches of meat products, the processed stomachs, bubbles and guts, the meat products and products received only from the following types and animals will be imported to the country:

1) poultry, including hens, turkeys, guinea fowls, ducks, geese, quails, pigeons, pheasants and the partridges which are grown up or containing in bondage for the purpose of cultivation, production of meat and eggs for consumption or replenishment of game for shooting;

2) pets of the following types: cattle, pigs, sheep, goats and one-hoofed;

3) rabbits and hares, the game which is grown up on farm and hunting game.

II. Veterinary and sanitary and sanitary and hygienic requirements

4. The agency resolves import of meat products and the processed stomachs, bubbles and guts only in case of observance of conditions concerning the origin and processing stated in Item 1 of appendix No. 1 to this Regulation.

According to the delegated powers the Agency establishes the list of the countries and the companies for import to the Republic of Moldova of meat products, the processed stomachs, bubbles and guts, taking into account epizootic situation and observance of the existing veterinary health requirements.

5. The agency by means of posts of veterinary health control resolves import:

1) only batches of meat products and the processed stomachs, bubbles and guts which are received from fresh meat and conform to the sanitary and hygienic requirements established by the Ministry of Health;

2) only batches of meat products and the processed stomachs, bubbles and guts conforming to requirements of sample of the veterinary sanitary certificate provided in appendix No. 3 to this Regulation.

Batches of meat products and the processed stomachs, bubbles and guts are followed by the veterinary sanitary certificate as per sample, given in appendix No. 3 to this Regulation which is filled and signed by the state veterinarian of the country sender.

III. The batches of meat products and the processed stomachs, bubbles and guts which are stored in the Republic of Moldova or crossing its territory

6. The agency by means of posts of veterinary health control shall provide that the batches of meat products and the processed stomachs, bubbles and guts imported into the country and going to other country or by means of immediate transit or after storage, according to provisions of appendix No. 2 to the Order of the Government No. 1408 of December 10, 2008. "About approval of some veterinary sanitary standards" (The official monitor of the Republic of Moldova, 2008, Art. No. 230-232, 1442), with subsequent changes, and not intended for import, conformed to the following requirements:

1) were subjected to the minimum processing required for import of meat products and the processed stomachs, bubbles and guts of the animal species specified in Item 3 this Regulations;
