1. Approve:

1) regulations of the state service "Issue of Duplicates of Documents on the Higher and Postgraduate Education", according to appendix 1 to this order;

3) ceased to be valid according to the Order of the Minister of Education and Science of the Republic of Kazakhstan of 17.10.2019 No. 452;

4) regulations of the state service "Award of Educational Grants, and also Rendering Social Support to Students in the Organizations of the Higher Education", according to appendix 4 to this order.

2. Subitems 1), 2), 3), 6) of Item 1 of the order of the Minister of Education and Science of the Republic of Kazakhstan of June 17, 2014 No. 227 "About approval of regulations of the state services in the field of the higher and postgraduate education" (registered in the Register of state registration of regulatory legal acts of the Republic of Kazakhstan for No. 9558, No. 12 published in the Kazakhstanskaya Pravda newspaper of May 29, 2015 (27888)) to recognize invalid.

3. To provide to department of the higher, postgraduate education and international cooperation (S. Ismagulov) in the established legislative procedure:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) after state registration in the Ministry of Justice of the Republic of Kazakhstan official publication of this order;

3) placement of this order on official Internet resource of the Ministry of Education and Science of the Republic of Kazakhstan.

4. To impose control of execution of this order on the vice-Minister of Education and Science Balykbayev T. O.

5. This order becomes effective after ten calendar days after day of its first official publication.

Regulations of the state service "Issue of Duplicates of Documents on the Higher and Postgraduate Education"

Chapter 1. General provisions

1. The state service appears higher educational institutions (further – the service provider) based on the standard of the state service "Issue of Duplicates of Documents on the Higher and Postgraduate Education" approved by the order of the Minister of Education and Science of the Republic of Kazakhstan of April 9, 2015 No. 186 (it is registered in the Register of state registration of regulatory legal acts at No. 11212) (further – the Standard).

Reception of an application and issue of result of rendering the state service is performed through:

1) non-commercial joint-stock company "The Government for Citizens state corporation (further – the State corporation);

2) the web portal of "the electronic government" www.egov.kz (further – the portal).

2. Form of rendering the state service: electronic (partially automated) and (or) paper.

3. Result of the rendered state service: duplicate of the document on the higher and postgraduate education.

Form of provision of result of rendering the state service: paper.

Chapter 2. The description of procedure for procedures (actions) of structural divisions (workers) of the service provider in the course of rendering the state service

4. The basis for the procedure (action) for rendering the state service is provision by uslugopoluchatel of complete document package according to Item 9 of the Standard (further – document package).

5. Procedures (action) which are part of process of rendering the state service by the service provider:

The office of the service provider accepts 1) and registers the document package provided by uslugopoluchatel through the State corporation or the portal and submits to teaching department of the service provider within 1 (one) calendar day;

2) the teaching department of the service provider prepares the reference according to uslugopoluchatel, conducts check of accuracy of the data and submits management of the service provider within 3 (three) calendar days;

3) the management of the service provider considers document package and transfers them to teaching department of the service provider within 1 (one) calendar day;

4) the teaching department of the service provider prepares the duplicate of the education document for issue to uslugopoluchatel within 6 (six) calendar days;

5) the teaching department of the service provider sends the duplicate of the education document to the State corporation within 1 (one) calendar day by means of mail or the courier of the State corporation;

6) mail brings the duplicate of the education document to the State corporation within 2-8 (two-eight) calendar days;
