1. Approve the enclosed Rules of representation by producers, importers of tobacco products of reports on results of laboratory researches on maximum permissible nicotine content and resinous substances in all brands of tobacco and tobacco products, ingredients of tobacco products.

2. To provide to department of the organization of medical care of the Ministry of health and social development of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction on official publication in periodic printing editions and information system of law of regulatory legal acts of the Republic of Kazakhstan of Ad_let;

3) placement of this order on Internet resource of the Ministry of health and social development of the Republic of Kazakhstan;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of health and social development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

3. To impose control of execution of this order on the Vice-Minister of health and social development of the Republic of Kazakhstan Tsoi A. V.

4. This order becomes effective after day of its first official publication.

Rules of representation by producers, importers of tobacco products of reports on results of laboratory researches on maximum permissible nicotine content and resinous substances in all brands of tobacco and tobacco products, ingredients of tobacco products

1. These rules of representation by producers, importers of tobacco products of reports on results of laboratory researches on maximum permissible nicotine content and resinous substances in all brands of tobacco and tobacco products, ingredients of tobacco products (further - Rules) determine procedure for provision of reports on results of laboratory researches on maximum permissible nicotine content and resinous substances in all brands of tobacco and tobacco products, ingredients of tobacco products.

2. The producer, the importer of tobacco products annually till February 1 of the next year submit reports on results of laboratory researches on maximum permissible nicotine content and resinous substances in all brands of tobacco and tobacco products, ingredients of tobacco products which they issued or intend to issue, sold or extended otherwise in prior twelve months in the territory of the Republic of Kazakhstan, in form according to appendix to these rules.

3. Reports on results of laboratory researches on maximum permissible nicotine content and resinous substances in all brands of tobacco and tobacco products, ingredients of tobacco products consist of two parts:

1) the report on results of laboratory researches on maximum permissible nicotine content and resinous substances in all brands of tobacco and tobacco products;

2) report on ingredients of tobacco products.

4. The report on results of laboratory researches contains information on the maximum permissible level of nicotine and resinous substances in all brands of tobacco and tobacco products with indication of the laboratory conducting researches according to the provisions of the law of the Republic of Kazakhstan of July 5, 2008 "About accreditation in the field of assessment of conformity".

5. The report on ingredients of tobacco products contains:

1) the summary list of names of the ingredients added to tobacco, by each type made and the imported tobacco products. In the list the maximum share of each ingredient as a percentage in relation to the mass of tobacco is specified;

2) the list of names of the ingredients added to tobacco according to each name of tobacco products if the share of such ingredients in relation to the mass of tobacco product exceeds percent 0,1 for cigarettes, cigarettes and tonkorezany smoking tobacco and 0,5 of percent for other types of tobacco products. Availability of ingredients which share does not exceed percent 0,1 for cigarettes, cigarettes and tonkorezany smoking tobacco and 0,5 of percent for other types of tobacco products is designated in the list by the word "fragrances";

3) the list of names of the ingredients containing in not tobacco materials. The ingredients which are part of not tobacco materials of tobacco product are specified on categories of not tobacco materials in which they contain.

6. In case of creation of the report on ingredients the mass of tobacco product weight (taking into account humidity) one unit of piece tobacco product (cigarette, cigar, cigarillo (cigarette), cigarette, bidet, kretek), 750 milligrams of tonkorezany smoking tobacco, 1 gram of other tobacco products is considered (tobacco for hookah, pipe tobacco, not smoking tobacco products). The ingredient share in tobacco product is calculated according to compounding (specification) of tobacco product.

7. Reports on results of laboratory researches and on ingredients of tobacco products are represented on paper and (or) electronic carriers.
