About priorities on program implementation of measures for further improvement of meliorative condition and decrease in level of underground water, radical updating of architectural and planning building of the city of Gulistan in complex with development of social, transport and engineering infrastructure for 2015 - 2019

For the purpose of program implementation of measures for further improvement of meliorative condition and to decrease in level of underground water, radical updating of architectural and planning building of the city of Gulistan in complex with development of the social, transport and engineering infrastructure for 2015 - 2019 approved by the resolution of the President of the Republic of Uzbekistan of September 4, 2015 No. PP-2401, and also complex development and advancing upgrades of road and transport, engineering and communication and social infrastructures, step-by-step reconstruction and updating of housing stock the Cabinet of Ministers decides:

1. To provide to khokimiyats of the Syr Darya region and Gulistan, the ministries, departments and economic associations unconditional execution of the Program of measures for further improvement of meliorative condition and to decrease in level of underground water, radical updating of architectural and planning building of the city of Gulistan in complex with development of the social, transport and engineering infrastructure for 2015 - 2019 (further - the Program of measures) approved by the resolution of the President of the Republic of Uzbekistan of September 4, 2015 No. PP-2401.

2. Approve Complex actions for further radical updating of architectural and planning building of Gulistan in complex with development of social and transport infrastructure, upgrade of engineering and utility networks and constructions by construction and reconstruction of subjects to water supply, sanitation, irrigation, electric utility service, gas supply, heat supply and telecommunications in the period of 2015 - 2019 (further - Complex actions) including actions on:

to development of town-planning documentation of Gulistan according to appendix No. 1;

to building of Gulistan by creation of architectural complexes, the reconstruction existing and constructions of the new city-forming areas and well-planned squares, including forming of modern market infrastructure, according to appendix No. 2;

to enhancement of system of road and transport infrastructure and motor transportation servicing of the population according to appendices No. No. 3, 3a;

to development of engineering and utility infrastructure of Gulistan due to reconstruction and upgrade of water supply systems, the sewerage, electric utility service, gas supply, heat supply and telecommunications according to appendices No. No. 4, 4a, 4b, 4v, 4 g;

to development of housing stock of Gulistan according to appendix No. 5;

to development of social infrastructure due to construction, reconstruction and major repair of objects of culture, sport, health care and educational institutions according to appendices No. No. 6 - 10.

3. To khokimiyats of the Syr Darya region and Gulistan, the ministries, departments, economic associations and commercial banks - the customers involved within program implementation of measures and Complex actions:

in decade time to approve the network schedules of development of the design estimates and implementation of the provided projects combined with accomplishment of actions for enhancement of drainage system, to improvement of meliorative condition and decrease in level of underground water;

take measures for ensuring the advancing accomplishment of the provided works on construction, reconstruction and major repair of objects of road and transport, engineering and communication and social infrastructure strictly according to the approved parameters;

on permanent basis to perform monitoring of accomplishment of the approved actions with acceptance of necessary organizational and practical measures for the operational solution of the arising problematic issues.

4. To the Ministry of Finance, the Ministry of agricultural and water economy, the Ministry of Economics, Gosarkhitektstroy and Goskomgeologiya of the Republic of Uzbekistan together with khokimiyat of the Syr Darya region in two-month time to create in accordance with the established procedure territorial specialized service on operation of irrigational and drainage objects with the subsequent completion it by highly qualified specialists and equipment by new modern technology, and also the equipment for high-quality accomplishment of the following tasks assigned to it:

effective use of modern inspection methods behind the mode of underground waters, including implementation of the automated monitoring system of level of underground water, with the subsequent systematic updating of cards of underground waters and databases;

the organization of reliable operation of objects and constructions of meliorative and irrigational system of Gulistan, first of all on the basis of systematic and complex carrying out rescue and recovery operations;

accurate interaction with the adjacent water management companies performing operation of the existing constructions, including in the upper zones adjacent to the city, regarding decrease in level of underground water, with subsequent their complete branch in main drainage collector of Shuruzak and "Central golodnostepny the collector".

5. To provide to khokimiyat of the Syr Darya region together with Gosarkhitektstroy of the Republic of Uzbekistan implementation of actions on step-by-step demolition of the shabby and hazardous dwelling, including the objects falling under borders of red lines on again built and expanded streets of Gulistan, according to appendix No. 11.

6. Create the working group on forming and execution of parameters of the local budget of khokimiyat of the Syr Darya region for the purpose of unconditional program implementation of measures and Complex actions in structure according to appendix No. 12.

To working group (Yusupov) to perform:

the balanced forming of the annual forecast of the local budget of the Syr Darya region, meaning uninterrupted and rhythmical financing of investment projects at the expense of the specified source;

carrying out weekly tough monitoring by areas and the cities of the Syr Darya region with departure into place with acceptance in accordance with the established procedure specific measures to the guilty officials allowing formation of shortage on taxes and obligatory payments in the local budget.
