About classification of contraceptives on the basis of hormones

For the purpose of single classification of homogeneous goods, effective customs control of the goods crossing border of the Republic of Moldova, their identification according to the Combined commodity nomenclature approved by the Law No. 172 of July 25, 2014 (The official monitor of the Republic of Moldova, 231-237/529 of August 8 2014), and also based on Article 141-2 of the Customs Code of the Republic of Moldova No. 1149-XIV of July 20, 2000 (переопубликован in the Official monitor of the Republic of Moldova, special release of 1:01. 2007), with subsequent changes and amendments, I ORDER:

1. Approve methodology of classification of contraceptives on the basis of hormones (according to appendix).

2. To assign execution of this order to chiefs of customs.

3. This order becomes effective from the date of publication in the Official monitor of the Republic of Moldova.

Methodology of classification of contraceptives on the basis of hormones

This methodology is developed based on the International convention about the harmonized commodity description and coding system signed in Brussels on June 14, 1983 which the Republic of Moldova joined, having adopted the Law No. 112-XV of 22:04. 2004, the Combined commodity nomenclature approved by the Law No. 172 of July 25, 2014 and Explanations to harmonized commodity description and coding system.

Hormonal contraceptives consist of combination of synthetic progesteron or progesterone and estrogen. They interfere with ovulation, that is ovum exit from ovary. Besides, hormonal contraceptives promote change of consistence of slime which is developed in neck of uterus (endometrium), doing it to more viscous to prevent penetration of spermatozoa into uterus cavity. a) if the product is presented in the form of tablets, injections, plaster on the basis of hormones, it is classified in goods item 3006 "Means chemical contraceptive on the basis of hormones", according to the note 4 ch), Chapter 30 of the Combined commodity nomenclature.

Tablets represent, for example, the tablets of round form packed into the cardboard boxes containing one blister from PVC and aluminum foil on 2 tablets in each, or 21 dragee in PVC to film and aluminum foil.

Solution for injections is provided, for example, in boxes with one ampoule by amount of 1 ml. The contraceptive effect of injections lasts for 8-12 weeks depending on type of the used product.
