About approval of Rules of training of citizens for military service

1. Approve the enclosed Rules of training of citizens for military service.

2. To provide to the head of the department of science and education of the Ministry of Defence of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan official publication;

3) placement of this order on official Internet resource of the Ministry of Defence of the Republic of Kazakhstan.

3. To impose control of execution of this order on the First Deputy Minister of Defence - the chief of the General Staff of Armed Forces of the Republic of Kazakhstan.

4. This order becomes effective after day of its first official publication.

Rules of training of citizens for military service

1. General provisions

1. These rules of training of citizens for military service, (further - Rules) are developed according to the Law of the Republic of Kazakhstan of February 16, 2012 "About military service and the status of the military personnel" (further - the Law).

2. These rules determine procedure for training of citizens for military service on:

1) to military preparation according to additional educational programs;

2) to preparation on military and technical and other specialties;

3) to military preparation according to the program of reserve officers.

2. Procedure for military preparation according to additional educational programs

3. Military preparation according to additional educational programs is performed in the organizations of education realizing programs of general secondary education subordinated to the Ministry of Defence of the Republic of Kazakhstan, and also in coordination with the Ministry of Defence of the Republic of Kazakhstan in the organizations of education realizing programs of general secondary education subordinated to the Ministry of Education and Science of the Republic of Kazakhstan.

4. Military preparation according to additional educational programs is one of types of training and joins in the curriculum as independent subject.

5. 3. Procedure for preparation on military and technical and other specialties

The department of organizational and mobilization work of the General Staff of Armed Forces of the Republic of Kazakhstan annually develops the plan of preparation of the military trained reserve, military and technical and other specialists at military and technical schools of the Ministry of Defence of the Republic of Kazakhstan (further - the Plan) the next year which affirms the chief of the General Staff of Armed Forces of the Republic of Kazakhstan and it is carried to military and technical schools of the Ministry of Defence of the Republic of Kazakhstan (further - VTSh) and local authorities of military management.

10. Local authorities of military management after receipt of the statement from the Plan for the next academic year develop the schedule of completing of educational platoons.

11. Preparation on military and technical and other specialties is made in VTSh on a grant basis and on paid basis.

12. On a grant basis the citizens fit for health reasons for military service, aged from seventeen years six months up to twenty six years, subject to appeal on conscription service are attracted.

13. On paid basis training is provided with complete or partial expense recovery. In case of partial expense recovery for training at the expense of the Ministry of Defence of the Republic of Kazakhstan carrying out educational firing practice and providing with fuels and lubricants are performed.

The following persons are involved in preparation on paid basis on voluntary basis:

1) the persons liable for call-up fit for health reasons for military service, for passing of military service under the contract;

2) citizens aged from twenty two up to twenty seven years, suitable or restrictedly suitable for health reasons to military service, including having draft deferment on military service, for training in programs of preparation of the military trained reserve. 14. Persons, previously convicted or exempted from criminal liability on not rehabilitating bases or concerning which criminal cases are brought do not go to VTSh.

Selection of persons for training in military and technical and other specialties is performed with the assistance of representatives of VTSh and comes to an end not later than five working days prior to the occupations.
