About approval of the Concept of development of small hydropower of the Kyrgyz Republic till 2017

For the purpose of creating favorable conditions for development of small hydropower in the republic, and also program implementation on transition of the Kyrgyz Republic to sustainable development for 2013-2017 approved by the resolution of Jogorku Kenesh of the Kyrgyz Republic of December 18, 2013 No. 3694-V according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve the Concept of development of small hydropower of the Kyrgyz Republic till 2017 (further - the Concept) according to appendix.

2. To the Ministry of Energy and Industry of the Kyrgyz Republic:

- in a month to approve the Actions plan on implementation of the Concept and to bring in Government office of the Kyrgyz Republic;

- following the results of every half-year, no later than the 20th following the accounting period to submit the report on the course of implementation of the Concept in Government office of the Kyrgyz Republic.

3. This resolution becomes effective after ten days from the date of official publication.

4. To impose control of execution of this resolution on department of the industry, fuel and energy complex and subsurface use of Government office of the Kyrgyz Republic.

I. Introduction

This Concept of development of small hydropower of the Kyrgyz Republic till 2017 (further - the Concept) determines the main directions, the purposes and tasks of development of small hydropower of the Kyrgyz Republic for the period till 2017. The concept considers objective premises and formulates basic provisions of the strategy of development of small hydropower.

II. Overall assessment of the current situation

1. Description of the current situation

The purpose of state policy in the field of development of power in the Kyrgyz Republic is sustainable development of fuel and energy complex for ensuring energy security of the country. The energy industry shall be based on reasonable, economically justified use of different power sources.

Hydropower potential of the Kyrgyz Republic almost completely is implemented at the expense of big hydroelectric power stations. The domestic market of consumers in recent years considerably increased, at the same time opportunities for power generation of the existing hydroelectric power stations and thermal power plants remain at the previous level. Despite the planned input of new capacities - Kambarata-1 and Kambarata-2, of the Upper and Naryn cascade of hydroelectric power stations which potential is estimated at 3800 MW that corresponds to annual power generation of 7 million kWh need of the republic for electrical energy annually grows. Deficit of electrical energy in 2017 can make about 3 billion kWh.

In the long term the energy production using organic fuel (coal, natural gas, fuel oil, diesel fuel) can face number of stubborn economic, transport and environmental problems. Absence in the domestic market of the country of energy alternative, can lead to negative effects in view of gradual depletion of traditional energy carriers, rise in price of specific capital investments in case of construction of the generating capacities because of toughening of ecological requirements.

With respect thereto there is need for use of alternative, effective and economic methods of power supply of consumers of the republic. One of such methods is use of potential of hydroenergy resources of the small rivers and water currents which are available in all regions of the republic.

The analysis of the existing situation in the energy sector showed that from coming into force of the Law of the Kyrgyz Republic "About renewable energy resources" there were no essential changes in the field, except for putting into operation of several microhydroelectric power stations and solar installations used for own needs. Similar small projects were performed generally due to the grant help of the international organizations. Lack of accurately developed mechanisms of real support of the producers of energy using renewable energy resources do not attract interest of the investor in capital investments in construction of small hydroelectric power stations.

The last achievements of scientific and technical progress and international experience of designing, construction and operation of small hydroelectric power stations allow to look at opportunities and perspectives of development of this industry in a new way. Small hydroelectric power stations are profitable owing to big service life (more than 70 years), low maintenance costs of the energy equipment, the simplified scheme of management without service personnel. Efficiency of small hydroelectric power stations can be increased due to multi-purpose use of its constructions, and also in case of issue of capacity in local network without construction of extended high-voltage lines. Small hydroelectric power stations in common utility system of the republic can perform functions of emergency reserve for stabilization of the operating modes allowing to reduce losses of the electric power in local power networks, and in case of need - source of reactive capacity, working in the mode of the synchronous compensator.

The main barriers on the way of large-scale development of small hydropower are initial high capital costs and long payback period. Imperfection of the regulatory legal base, lack of mechanisms and well-defined rules of interaction of state bodies and local government bodies with the private investors ready to invest the capital in development and construction of small hydroelectric power stations, can also be referred to the existing barriers not allowing to implement fully the planned tasks on rehabilitation and construction of small hydroelectric power stations.

Priority of the Concept is carrying out additional researches for the purpose of determination of economically reasonable construction projects of small hydroelectric power stations, assessment of actual economic capacity of small hydroelectric power stations with development of the information database of the perspective projects including technical parameters, information on land ownership, the modes of use of water sources.

2. Analysis of structure of the energy sector

The basis of the energy sector of the Kyrgyz Republic is constituted by hydropower which represented the single vertically integrated system earlier and was natural monopolist.
