About mechanisms of interaction of law-enforcement bodies of the Kyrgyz Republic with institutes of civil society

For the purpose of implementation of measures for law enforcement, the rights and freedoms of citizens, protection of public order, fight against crime, creations of the mechanism of interaction of law-enforcement bodies of the Kyrgyz Republic with institutes of civil society, according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve Regulations on mechanisms of interaction of law-enforcement bodies of the Kyrgyz Republic with institutes of civil society, according to appendix.

2. To the Ministry of Internal Affairs of the Kyrgyz Republic:

- take necessary measures for implementation of this resolution;

- bring the decisions into accord with this resolution.

3. Implementation of actions, following from this resolution to perform at the expense of means of the relevant budget for the corresponding financial year and other sources which are not forbidden by the legislation of the Kyrgyz Republic.

4. To impose control of execution of this resolution on department of defense, law and order and emergency situations of Government office of the Kyrgyz Republic.

5. This resolution becomes effective after ten days from the date of official publication.

Regulations on mechanisms of interaction of law-enforcement bodies of the Kyrgyz Republic with institutes of civil society

1. General provisions

1. This Provision is developed for the purpose of increase in level of credibility of the population to law-enforcement bodies of the Kyrgyz Republic (further - Department of Internal Affairs) by creation of the effective mechanism of interaction of Department of Internal Affairs and civil society on prevention of offenses.

2. Tasks of interaction of Department of Internal Affairs and civil society:

- increase in trust of society to Department of Internal Affairs;

- increase in transparency of activities of Department of Internal Affairs;

- streamlining of participation of citizens and their associations in ensuring public order, joint with Department of Internal Affairs;

- forming of positive image of the employee of Department of Internal Affairs among the population;

- organization of joint prevention of offenses and crimes;

- increase in level of legal literacy of the population.

3. Local government bodies, with observance of requirements of the legislation to the Kyrgyz Republic having the right to provide in case of distribution of budgetary funds financial and other support in case of development and implementation of joint plans for ensuring public safety.

4. The Department of Internal Affairs and institutes of civil society if necessary can create the joint working groups on questions of prevention of the offenses and protection of public order which are not forbidden by the legislation of the Kyrgyz Republic.

5. Citizens, their associations can create special funds for development of interaction of citizens, their associations with Department of Internal Affairs according to the legislation of the Kyrgyz Republic.

2. The main mechanisms of interaction of Department of Internal Affairs with institutes of civil society

6. The Department of Internal Affairs in the activities is used by the following mechanisms of interaction with institutes of civil society:

- personal reception of citizens by the staff of Department of Internal Affairs;

- participation in meetings with the population;

- provision of results of consideration of Department of Internal Affairs of addresses, claims, offers to the addressed persons;

- placement of information on activities of Department of Internal Affairs, including the planned actions and initiatives, on the official sites of the Ministry of Internal Affairs of the Kyrgyz Republic (further - the Ministry of Internal Affairs), territorial subdivisions of Department of Internal Affairs and public council of the Ministry of Internal Affairs;

- placement of results of consideration of addresses, offers and recommendations of the citizens including stated at meetings with the population, on the official sites of the Ministry of Internal Affairs, territorial subdivisions of Department of Internal Affairs and public council of the Ministry of Internal Affairs;

- other mechanisms of ensuring interaction with civil society according to the legislation of the Kyrgyz Republic.

3. The main directions of interaction of Department of Internal Affairs with institutes of civil society on prevention of offenses in the Kyrgyz Republic

7. Interaction of Department of Internal Affairs with institutes of civil society on prevention of offenses in the Kyrgyz Republic are performed in the following directions:

- assistance in creation of conditions for protection of life, health and property of citizens, protection of their rights, freedoms and legitimate interests, law enforcement, law and order, public safety;

- prevention of extremist activities according to the procedure, stipulated by the legislation Kyrgyz Republic;

- prevention of drug addiction, toxicomania and the offenses connected with illicit trafficking in drugs and psychotropic substances, according to the procedure, stipulated by the legislation the Kyrgyz Republic;

- prevention of offenses in the sphere of traffic;

- protection and protection against spousal assault and other types of violence and ill treatment according to the procedure, stipulated by the legislation Kyrgyz Republic;

- prevention of children's crime and violence against minors.

8. Assistance of local government bodies and institutes of civil society in creation of conditions for protection of life, health and property of citizens, protection of their rights, freedoms and legitimate interests, law enforcement, law and order, public safety can be performed in type:

- attraction of financial resources from various sources for ensuring protection of public law and order according to the procedure, established by the legislation of the Kyrgyz Republic;

- material logistics of the public and preventive centers and police stations;

- information and educational work, holding joint actions in the sphere of legal promotion among all categories of the population, and also explanation of the rights and obligations of the citizens assisting Department of Internal Affairs in providing public law and order and legality;

- other forms and mechanisms of interaction according to the procedure, established by the legislation of the Kyrgyz Republic.

9. Prevention of extremist activities according to the procedure, stipulated by the legislation the Kyrgyz Republic, can be performed in type:
