About approval of the Program of effective use of capacities of the organizations of the cement industry for 2015-2020
For the purpose of increase in efficiency of loading of capacities of domestic cement works and according to subitem 2.1 of Item 2 of the protocol of orders of the President of the Republic of Belarus Lukashenko A. G., this on April 25, 2014 during working trip to the Mogilev region, of June 9, 2014 the No. 18 Council of Ministers of the Republic of Belarus DECIDES:
1. Approve the enclosed Program of effective use of capacities of the organizations of the cement industry for 2015-2020 * (further - the Program).

2. Determine the customer of the Program the Ministry of Architecture.
3. No. 1068 is excluded according to the Resolution of Council of Ministers of the Republic of Belarus of 23.12.2016
4. To the customer - the coordinator of the Program annually till March 1 of the year following for reporting to submit the report on the course of accomplishment of the Program in Council of Ministers of the Republic of Belarus.
5. This resolution becomes effective after its official publication.

The program of effective use of capacities of the organizations of the cement industry for 2015-2020 (further - the Program) is developed according to subitem 2.1 of Item 2 of the protocol of orders of the President of the Republic of Belarus Lukashenko A. G., this on April 25, 2014 during working trip to the Mogilev region, of June 9, 2014 No. 18.
The Program purpose - creation of conditions for development of construction complex and national economy for the account:
decrease in cost of production of cement and selling prices on it;
effective loading of capacities of the organizations of the cement industry and providing of accomplishment of the indicators which are condition of rendering the state support, led up to these organizations by the Ministry of Architecture in accordance with the established procedure with them;
uninterrupted providing construction complex with high-quality cement;
intensive building-up of export of cement and tsementosoderzhashchy products;
decrease in cost of construction of buildings and constructions.
Realization of the following tasks is necessary for achievement of this purpose:
development and effective loading of the entered capacities on cement production;
building-up of export of cement by decrease in cost of its production;
development of the operating effective export-oriented productions in release of tsementosoderzhashchy construction materials;
stimulation of the internal demand on cement.
The program implementation will be enabled in the following main directions:
complete mastering of design capacities on again entered processing lines in the organizations of the cement industry;
decrease in selling prices on cement in the domestic market, including due to release of producers of cement from non-core assets and transfer of services into outsourcing;
decrease in cost of 1 ton of PTs 500 D0 cement on new processing lines to 36-37 US dollars;
ensuring need for high-branded cement of the organizations of all patterns of ownership and different subordination attracted to construction (capital repairs, construction, reconstruction) of objects of transport infrastructure.
The cement industry of the Republic of Belarus is provided by three organizations of the cement industry - Krasnoselskstroymaterialy open joint stock company (further - JSC Krasnoselskstroymaterialy), Krichevtsementnoshifer open joint stock company (further - JSC Krichevtsementnoshifer), Belarusian Cement Works open joint stock company (further - JSC Belarusian Cement Works).
