About the Headquarters on adaptation and rapid response to the risks connected with accession of the Kyrgyz Republic to the Eurasian Economic Union

In view of the new conditions arising for the Kyrgyz Republic in connection with entry into force of the Treaty of Accession of the Kyrgyz Republic to the Agreement on the Eurasian Economic Union of May 29, 2014, considering need of maintenance of process of adaptation of the Kyrgyz Republic to integration conditions with member countries of the Eurasian Economic Union and the operational solution of the questions connected with activities in the conditions of the Eurasian Economic Union according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Form the Headquarters on adaptation and rapid response to the risks connected with accession of the Kyrgyz Republic to the Eurasian Economic Union (further - the Headquarters), in structure according to appendix 1.

2. Approve:

- Regulations on the Headquarters according to appendix 2;

- The plan died on adaptation of the Kyrgyz Republic to conditions of the Eurasian Economic Union (further - the Plan died) according to appendix 3.

3. To the heads of the ministries and departments who are part of the Headquarters:

- determine deputy managers and the structural divisions responsible for execution of this resolution;

- organize phones of "the hot line" on the questions connected with adaptation of the Kyrgyz Republic to integration conditions with member countries of the Eurasian Economic Union.

4. To the ministries and departments involved in the Plan of measures:

- assign to the relevant structural division of task on adaptation and rapid response to the risks connected with accession of the Kyrgyz Republic to the Eurasian Economic Union;

- under the direction of the Ministry of Economics of the Kyrgyz Republic in three-months time to create the directory portal for explanation of the public of the questions concerning new rules and provisions in the conditions of the Eurasian Economic Union.

5. To the ministries and departments, offices of plenipotentiaries of the Government of the Kyrgyz Republic in areas and local government bodies (under approval):

- take specific measures for accomplishment of the Plan of measures at the scheduled time;

- monthly no later than the 15th following the accounting period to represent for generalization to the Ministry of Economics of the Kyrgyz Republic information on accomplishment of the Plan of measures.

6. Monthly no later than the 25th following the accounting period to provide to the Ministry of Economics of the Kyrgyz Republic in Government office of the Kyrgyz Republic the summarized information on the course of accomplishment of the Plan of measures.

7. Declare invalid the order of the Government of the Kyrgyz Republic "About the Interdepartmental commission under the Government of the Kyrgyz Republic on negotiations on accession of the Kyrgyz Republic to the Customs union of the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation and the Common economic space" of April 11, 2011 No. 150.

8. To impose control of execution of this resolution on the representative of the Kyrgyz Republic in the Eurasian Economic Union.

9. This resolution becomes effective after seven days from the date of official publication.

the chairman of the State inspectorate for veterinary and phytosanitary safety under the Government of the Kyrgyz Republic.

Regulations on the Headquarters on adaptation and rapid response to the risks connected with accession of the Kyrgyz Republic to the Eurasian Economic Union

1. General provisions

1. This Provision determines procedure for activities of the Headquarters for adaptation and rapid response to the risks connected with accession of the Kyrgyz Republic to the Eurasian Economic Union (further - the Headquarters).

The headquarters are the coordinating body responsible for maintenance of process of adaptation of the Kyrgyz Republic to conditions of the Eurasian Economic Union, including the operational solution of the questions connected with mitigation of the consequences of accession of the Kyrgyz Republic to the Eurasian Economic Union, and performing coordination of activities of the ministries, the state committee, administrative departments, local public administrations and local government bodies on the matter.

2. The headquarters in the activities are guided by the Constitution of the Kyrgyz Republic, the laws of the Kyrgyz Republic, other regulatory legal acts of the Kyrgyz Republic and this Provision.

3. The headquarters perform the activities in the specific spheres which are directly connected with activities of departments of the Eurasian economic commission in interaction with state bodies, local government bodies, public associations, scientific and other organizations, the companies, organizations, and also with the relevant government institutions, the organizations and associations of state members of the Eurasian Economic Union.
