Regulations on procedure for execution of veterinary documents when transporting under control loads

1. General provisions

All types of business entities, meat-processing plants, milk plants, slaughters, workshops, the plants, factories, bases and the companies for conversion of rawhide, wool and other raw materials, the companies which are engaged in procurement, storage, conversion and export-import deliveries of livestock products irrespective of their departmental subordination and forms of business, shall be under constant official control of the Public veterinary service of the Republic of Kazakhstan.

When importing (export) to (from) the Republic (ки) Kazakhstan the ready foodstuff of animal origin, fish and fish products, egg and products from it made according to requirements of standards and standard rates at the companies of exporting countries in case of accomplishment of veterinary requirements of the importing country, shall be followed also by the veterinary certificate.

The omission of loads under control to veterinary service and control of observance of rules of their transportations is exercised directly by the employee of border control veterinary station and according to approved as the Chief state veterinary inspector of 28.10.1999 N 08-1/747 "The freight list, subject to obligatory state veterinary supervision when importing, exporting, transit and intra republican transportations", "Procedure for import and use of import animal products" and this Provision.

In the presence of accompanying veterinary documents and passports transportation of the domestic dogs and cats belonging to passengers (1-2 heads) is allowed also without the permission of Department of veterinary supervision. The decision on their omission is made by the chief of border control veterinary station (post).

Veterinary certificates are granted by the state veterinary inspectors of the area (city) and rural districts which list is approved by the chief state veterinary inspector of the area (city).

Veterinary certificates of forms No. 1 and No. 2 are valid during 5 and form No. 3 within 7 days from the moment of issue and prior to transportation, realization, storage.

Veterinary certificates of foreign countries in the territory of the republic are invalid and are subject to exchange for veterinary certificates on border control veterinary stations (posts).

2. Export registration

The term "export" extends to all types of the loads under control to veterinary service which are exported out of limits of the Republic of Kazakhstan.

Export of loads under control to the state veterinary supervision from the territory of the Republic of Kazakhstan is performed based on written permissions of the Chief state veterinary inspector of the Republic of Kazakhstan and his deputy.

Loads under control to the state veterinary supervision from the territory of the Republic of Kazakhstan are exported:

to the participating states of the Commonwealth of Independent States signatory "The agreement on cooperation in the field of veterinary science" (to the Azerbaijan Republic, the Republic of Armenia, the Republic of Belarus, Georgia, the Kyrgyz Republic, the Republic of Moldova, the Russian Federation, the Republic of Tajikistan, Turkmenistan, the Republic of Uzbekistan and Ukraine) with the veterinary certificate;

to other states - only with the veterinary certificate which is drawn up by border control veterinary station instead of the veterinary certificate on site of departure of load or in clearance depot.

In the absence of veterinary requirements of the importing country questions of export of under control loads are not considered.

The owner of load shall receive veterinary requirements from the public veterinary service of the importing country and organize their transfer on state or into Russian.

For execution of the export permit from the Republic of Kazakhstan of loads under control to veterinary supervision the owner of load needs at least in 15 days in writing to address to the public veterinary service of area in the place of origin of load, having attached to request the conforming veterinary requirements (in the original and its transfer on state or Russian) and having specified shipping points and crossings of frontier of the Republic of Kazakhstan and the CIS. Veterinary requirements of the importing country are also transferred to workers of the state veterinary control on border and transport in case of shipment and cargo inspection.

The veterinary service of area considers the basic possibility of export of the shown load taking into account veterinary requirements of the importing country, the characteristic of load, epizootic situation in the corresponding administrative territory and feasibility of laboratory researches.

In case of the positive solution of question the veterinary service of area instructs the public veterinary service of the area on carrying out necessary works and document creation. This work is carried out by local veterinary specialists, under control of the chief state veterinary inspector of the area who bears the personal responsibility for accuracy of the data, specified in source veterinary documents.

In case of shipment the public veterinary service of the area draws up the veterinary certificate of the established form in which there shall be complete objective information about accomplishment of veterinary requirements of the importing country.

The veterinary certificate is signed by the chief state veterinary inspector of the area (city) or the state veterinary inspector of the area authorized by it and seals it.

The public veterinary service of area, at least in 3-5 days prior to shipment, draws up the import permit in Department of veterinary supervision.

The public veterinary service of area in the veterinary certificate, just before shipment, in the column "Special Marks" specifies permission of Department of veterinary supervision to cargo exportation abroad, if necessary and permission of the central state veterinary body of the importing country, and seals it the.

The permission of Department of veterinary supervision issued for export is valid within 10 days from the date of issue and prior to transportation.

Responsibility for correctness of execution of the veterinary certificate is born by the public veterinary service of area.

The employee of border control veterinary station examines under control load in examination Item on frontier or in Item of its loading and if necessary draws up the veterinary certificate instead of the veterinary certificate. In the veterinary certificate permissions of Department of veterinary supervision to export of under control load and the central state veterinary body of the importing country shall be specified (in need cases).

3. Import registration

The term "import" extends to all types of the loads under control to veterinary service imported on the territory of the Republic of Kazakhstan.

Import of loads under control to veterinary service from abroad to the Republic of Kazakhstan is performed based on written permissions of the Chief state veterinary inspector of the Republic of Kazakhstan and his deputy.
