ORDER OF THE MINISTER OF HEALTH AND SOCIAL DEVELOPMENT OF THE REPUBLIC OF KAZAKHSTAN

of April 10, 2015 No. 221

About some questions of assistance of employment of the population

(as amended on 08-01-2016)

According to subitems 9-8), 9-9), 9-10), 9-11) of Item 2 of article 6 of the Law of the Republic of Kazakhstan of January 23, 2001 "About employment of the population" PRIKAZYVAYU:

1. Approve:

1) Rules of the organization and financing of training, assistance in employment of persons participating in active measures of assistance of employment, and provision of measures of the state support by it according to appendix 1 to this order;

2) Rules of the organization and financing of the state support of development of entrepreneurship to persons participating in active measures of assistance of employment according to appendix 2 to this order;

3) Rules of crediting of the microfinancial organizations and credit partnerships on competitive basis according to appendix 3 to this order;

4) Rules of assistance to increase in mobility of persons participating in active measures of assistance of employment, and rendering measures of the state support to them according to appendix 4 to this order.

2. To provide to department of employment of the population of the Ministry of health and social development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order its direction on official publication in periodic printing editions and information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of health and social development of the Republic of Kazakhstan.

3. To impose control of execution of this order on the Vice-Minister of health and social development of the Republic of Kazakhstan Argandykov D. R.

4. Declare invalid:

1) the order of the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan of March 31, 2014 No. 135-O "About approval of the Technique of forming of cards of employment of regions" (registered in the Register of state registration of regulatory legal acts for No. 9315, published in the Information system of law of the regulatory legal acts "Ad_let" on May 16, 2014);

2) the order of the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan of April 18, 2014 No. 178-O "About approval of forms of social contracts" (registered in the Register of state registration of regulatory legal acts for No. 9407, No. 18 published in the Kazakhstanskaya Pravda newspaper of January 29, 2015 (27894)).

5. This order becomes effective from the date of its first official publication.

Rules of the organization and financing of training, assistance in employment of persons participating in active measures of assistance of employment, and provision of measures of the state support by it

1. General provisions

1. These rules of the organization and financing of training, assistance in employment of persons participating in active measures of assistance of employment, and provision of measures of the state support by it (further - Rules) are developed according to the laws of the Republic of Kazakhstan of January 23, 2001 "About employment of the population", of July 22, 2011 "About population shift" and the Road map of employment 2020, of the Republic of Kazakhstan approved by the order of the Government of March 31, 2015 No. 162 (further - the Program) and determine procedure for the organization and financing of training, assistance in employment of persons participating in active measures of assistance of employment, and provision of measures of the state support by it.

2. The measures directed to training and assistance in employment of persons participating in active measures of assistance of employment are implemented at the expense of means and within the means provided in the republican budget for the corresponding year in the way:

1) professional orientation, the help in choice of profession, consultations concerning training and employment, rendering service in psychological adaptation;

2) the directions on free professional development course, professional training and retraining (further - professional training) with payment of grant, and also on short-term rates for receipt of practical skills (further - the training master classes);

3) provisions of subsidies by the student (on transportation to the place of training and back, accommodation in the hostel or cost recovery, connected with hiring (lease) of the dwelling) (further - financial support), except for short-term rates for receipt of practical skills;

4) search of suitable vacancies and assistance in employment, including on social workplaces and youth practice;

5) partial subsidizing of the salary of the physical persons employed on social workplaces;

6) compensations of the physical persons directed to youth practice.

3. In these rules the following basic concepts are used:

1) social leave - release of the worker from work for certain period for the purpose of creating favorable conditions for motherhood, care of children, education on the job and for other social purposes;

2) participants of the Program are citizens of the Republic of Kazakhstan from among jobless, partially busy, needy, independently occupied population, and also oralmans and other categories of citizens which priority participation is established by the Program;

3) the Operator of the Program - the central executive body performing management in the sphere of employment of the population, and also in limits, stipulated by the legislation the Republic of Kazakhstan, cross-industry coordination;

4) authorized body in the field of education - the central executive body of the Republic of Kazakhstan performing management and cross-industry coordination in the field of education;

5) local executive bodies in the field of education - structural division of local executive bodies, the implementing management functions by provision of educational services in the sphere of technical and professional, postsecondary education;

6) hired (paid) employees - the physical persons working according to the employment contract (employment contract) providing payment (remuneration) for work including in the form of salary, award, allowances or in natural form;

7) the average per capita income - the share of comprehensive income of family falling on each family member in month;

8) personal subsidiary farm - type of activity for satisfaction of own needs on the parcel of land located in the rural zone and residential suburb;

9) the unemployed - physical persons of working-age which are not engaged in labor activity, revenue-producing, looking for work and ready to work;

10) the level of unemployment - the share of number of the unemployed in the number of economically active population measured as a percentage;

11) the automated information system "Road Map of Employment of 2020" (further - AIS "DKZ 2020") - the system providing forming, maintaining and use of the database of participants of the Program in the automated mode;

12) active measures of assistance of employment - the measures of the state support of citizens of the Republic of Kazakhstan and oralmans from among independently occupied, unemployed and needy population performed by the state;

13) partially busy hired employees - the workers performing labor activity on the terms of part-time or the reduced duration of working hours or when workers are on social vacation or induced truancy because of idle time;

14) needy citizens of the Republic of Kazakhstan (family) - physical persons of working-age which according to the legislation of the Republic of Kazakhstan have the right to the address public assistance and (or) to the monthly public welfare payment granted and paid on children up to eighteen years;

15) professional training - the training of participants of the Program in the organizations of education or training centers under production enterprises and the organizations of employers (further - the training organizations) including:

professional training of persons which do not have profession (specialty), persons interested to acquire profession (profession) and to work on this specialty (profession); persons having specialty (profession), unclaimed in the labor market, persons interested to acquire new profession (profession) and to work on this specialty (profession);

retraining for the purpose of receipt of new specialties (professions) if suitable occupational work (professions) cannot be offered the participant of the Program or it the capability to performance of works on certain specialties (professions) is lost;

advanced training - enhancement of professional skill for the purpose of receipt of higher categories (classes, categories), studying and development of the progressive equipment and technology taking into account production requirement;

16) members of cooperative - the physical persons which are members of production cooperative;

17) financial support - the money paid to the participant of the Program undergoing professional training on partial cost recovery on journey and accommodation;

18) unpaid employees of family companies (farms) - the physical persons working without remuneration at the company (in economy) managed by related person;

19) independently busy - the physical persons which are individually occupied with production (realization) of goods, works and services for income acquisition including production for own consumption, the members of production cooperatives, unpaid employees of family companies (farms) and employers using work of hired employees;

20) the region - the part of the territory of the republic including several settlements, formed and managed for the benefit of the republic. Regions are the area, the area and the rural district as the main links of the republican administrative-territorial device;

21) regional commission - the interdepartmental commission under local executive body of area (the city of republican value, the capital) concerning program implementation with participation of local representative bodies, representatives of employers, labor unions;

22) authorized body - the structural division of local executive bodies providing assistance of employment of the population and social protection from unemployment at the regional level;

23) jobcenter of the population - the public institution created by local executive body of the area, the cities of regional and republican value, the capital for the purpose of realization of active measures of assistance of employment.

24) mechanical motion of the population - movement of the population through country borders, or any territories (migration) for the purpose of change of the residence.

25) economically active population (labor power) - the part of the population at the age established for measurement of economic activity of the population providing the offer of labor power for production of goods, works and services (occupied in economy and the unemployed);

26) economically inactive (passive) population - physical persons at the age established for measurement of economic activity of the population (15 years are also more senior), which are not busy or jobless during the considered accounting period.

2. Procedure for consultation concerning training and employment

4. For the purpose of determination of need for training, quantity and structure of able-bodied population, the number of persons needing employment, quantity of the created workplaces within implementable projects local executive bodies create Cards of employment of regions in form according to appendix 1 to these rules.

5. Cards of employment are created for the medium term (three summer period, separately by every year) on the following regions:

1) the village, the settlement, the rural district, the area in the city;

2) area;

3) city of regional value;

4) area;

5) city of republican value, capital.

6. Cards of employment of the village, the settlement, the rural district, the area in the city are constituted by podomovy poll of the population, and also based on data of administrators of the budget programs, the companies, the organizations and organizations performing activities in the specified territory is created and transferred to district authorized body of employment till February 15 of each accounting year.

The card of employment of the area is constituted on the basis of cards of employment of the village, settlement, rural districts, data of administrators of district budget programs, the companies, organizations, the organizations of the area. The map of employment of the area is created by district authorized bodies of employment and transferred to regional authorized body of employment for the code and forming of the regional card of employment till March 1 of each accounting year.

The map of employment of the city of regional value is constituted on the basis of cards of employment of settlements, rural districts, data of administrators of city budget programs, the companies, organizations, the organizations of the city, created by city authorized body of employment and transferred to regional authorized body of employment for the code and forming of the regional card of employment till March 1 of each accounting year.

The map of employment of area is constituted based on cards of employment of areas and the card of employment of the city of regional value, data of administrators of regional budget programs, territorial subdivisions of the central state bodies, higher educational institutions, created by regional authorized body of employment and transferred to the central executive body for forming of the republican card till April 1 of each accounting year.

Cards of employment of the cities of republican value, the capital are constituted based on cards of employment of areas in the city, the data of administrators of regional budget programs, territorial subdivisions of the central state bodies, higher educational institutions is created by city authorized body of employment till April 1 of each accounting year and transferred to the central executive body for forming of the republican card.

Cards of employment of the village, the settlement, the rural district, the area in the city, the area, the city of regional value, area, the cities of republican value, the capital affirm akimat of the village, settlement, rural district, area as the city, the area, the city of regional value, area, the cities of republican value.

The republican card of employment is created by the central authorized body in the sphere of employment on the basis of cards of employment of areas, the cities of republican value, the capital till May 1 of each accounting year. The republican card of employment affirms the central executive body.

Cards of employment of regions, are supplemented and adjusted taking into account data of the central state bodies.

Local executive bodies two times a year (as of January 1 and for July 1 of accounting year), on January 5 and on July 5 update data of the Card of employment of regions.

7. The authorized body carries out monitoring of creation of the workplaces reflected in Cards of employment of the village, settlement, rural district, area in the city, the area the cities of regional value, area, the cities of republican value, the capital.

8. Cards of employment of regions consist of the following Sections:

1) passport of the region;

2) additional requirement for manpower (demand);

3) the need for manpower on the companies by professions and specialties;

4) sources of manpower;

5) balance of manpower.

9. In the passport of the region data on condition of economic activity of the population, work market situation by primary branches of economy separately by each filled year are specified.

10. Jobcenters of the population:

1) on the basis of the Card of employment of regions is determined by the number of persons of working-age needing employment;

2) perform accounting of employers - all legal entities and physical persons operating in the territory of the area (city) being subjects of entrepreneurship;

3) passings of professional training, rendering assistance in employment advise employers about procedure and conditions of participation in the Program, including the choice by employers of applicants for participation in the Program;

4) with frequency at least once a year for the purpose of determination of the current and forecast demand in personnel perform poll of employers (including via means of communication (the Internet, e-mail, means of telephony and others);

5) on the basis of data of Cards of employment of regions, private employment agencies and employers create the current and forecast demand in personnel by professions (specialties).

11. Jobcenters of the population advise applicants for participation in the Program for the following questions:

1) the help in the choice of specialty (profession), professional training and possible employment on its completion taking into account the workplaces included in the database, the current vacancies and forecast requirement;

2) participation in job fairs in case of discrepancy of specialty (profession), applicants to qualification requirements of the existing vacancies;

3) other active measures of assistance of employment of the population within the Program.

12. By results of consultations jobcenters of the population create applicants lists on participation in the Program and send them to employers.

13. Professional orientation is directed to determination of bents, capabilities of applicants, including persons 50 years, for the conscious choice of professions are more senior. The choice of professions is performed taking into account data from the national database containing data on the current vacancies by demanded specialties and the specific companies.

14. Professional orientation is performed among the self-employed, jobless and needy national groups studying 9, 11 classes of the organizations of secondary education.

15. Carrying out professional orientation is performed by jobcenters, including with involvement of private employment agencies and/or non-governmental organizations according to the legislation on public procurements and (or) the state social order.

16. The information about persons who underwent professional orientation is placed in AIS "DKZ 2020".

3. The direction on free professional development course, professional training and retraining with payment of grant

17. Selection of applicants for participation in the Program by employers is made by means of:

1) the choice from among the applicants offered by jobcenter of the population;

2) participations in job fairs;

3) independent search, including through private employment agencies.

18. Employers select applicants by holding interview or on the basis of studying of information on participants of the Program provided by jobcenters of the population.

19. Jobcenters of the population after receipt of information from employers within three working days notify applicants on need of submission of documents for participation in the Program.

20. The applicants for participation in the Program chosen by the employer within three working days from the date of the notification submit to jobcenters of the population of the area, city of the permanent place of residence the statement in form according to appendix 2 to these rules.

21. The following documents are enclosed to the application:

1) copy of the identity document;

2) the copy of the service record (in the presence) or other document confirming labor activity (for the working persons from among needy citizens and partially busy hired employees);

3) the copy of the education document (the certificate, the certificate, the diploma), and also other documents confirming training (the certificate, the certificate) in the presence;

4) the copy of the health declaration in the form approved by the order of the acting minister of health care and social development of the Republic of Kazakhstan of November 23, 2010 No. 907 "About approval of forms of primary medical documentation of the organizations of health care" (it is registered in the Register of state registration of regulatory legal acts No. 6697) (it is shown after decision making about inclusion in the list of participants of the Program).

Partially busy hired employees, besides, represent the act of the employer of the transfer to the mode of part-time or the reduced duration of working hours, or of provision of social leave, or of forced idle time.

22. The applicants for participation in the Program directed to professional training by the professions (specialties) declared by the employer independently in coordination with the employer, choose the organization of education from the list of the training organizations performing professional training, retraining and advanced training in the territory of the region, and in case of their absence, in other regions of the Republic of Kazakhstan, approved according to the procedure, stipulated in Item 39 these rules.

23. In case of acceptance of document package the employee of jobcenter of the population verifies authenticity of the copy with the original and returns the original to the applicant.

24. Jobcenters of the population within five working days from the date of registration of a statement make the decision on inclusion in the list of participants of the Program (or on refusal in it) based on results of check of compliance of the submitted documents to qualifying standards to participants of the Program.

25. In case of decision making the education level, availability of specialty (profession) and qualification, and for hired employees also availability of the request of employers for retraining and advanced training are considered.

26. The jobcenter of the population within five working days from the date of decision making in writing notifies the applicant on the made decision.

27. The decision of jobcenter of the population can be appealed in authorized body and/or in the court according to the procedure established by the legislation of the Republic of Kazakhstan.

28. Jobcenters of the population conduct work on the organization of professional training of participants of the Program independently or with involvement of private employment agencies, the legal entities performing professional training and/or non-governmental organizations in the training organizations determined according to Item 39 of these rules.

29. In case of the direction on professional training participants of the Program are enlisted in the organizations of education without delivery of admission examinations.

Retraining and advanced training of partially busy hired employees with separation or is on the job performed according to the request of employers on condition of preserving for the participant of the Program of its workplace.

Employers for retraining and advanced training of partially busy hired employees submit to jobcenter of the population the application with indication of the number of the directed workers for professional training, the list of professions (specialties) and form of education.

Programs and forms of retraining and advanced training of partially busy hired employees, and also the schedule of their carrying out approve the training organizations with employers and jobcenters of the population.

For the period of passing of retraining and/or advanced training partially busy hired employees included in the list of participants of the Program are granted social leave according to provisions of the Labor code of the Republic of Kazakhstan.

30. Jobcenters of the population with the participants of the Program selected by employers for professional training sign the social contract in form according to appendix 3 to these rules.

The employer and the training organization confirm the conclusion of the social contract by submission of the written application (notification) on accession to the social contract certified by the signature of the head or responsible official having right to sign and seal (in the presence) according to appendices 4, 5 to these rules.

The social contract becomes effective from the moment of its signing of the population by jobcenters and participants of the Program and receipt of the written application (notification) from employers and the training organizations about accession to the social contract.

31. The employers providing permanent workplaces for employment of participants of the Program specify data of participants of the Program, specialty (profession) according to which it is planned to organize their training, the training organization, the place of passing of work practice and the period of working off after training completion, in the statement (notification).

The employer signs the employment contract with the participant of the Program who finished professional training according to its request.

The training organizations performing professional training of participants of the Program specify information on specialty (profession), duration and training cost, the possible place and conditions of passing of work practice in the statement (notification).

32. Monitoring of fulfillment of duties of the employer, determined by the social contract, is performed by jobcenter of the population and the training organization.

Monitoring of fulfillment of duties of the training organizations determined by the social contract is performed by jobcenter of the population and employers.

Monitoring of fulfillment of duties of the participant of the Program, determined by the social contract, is performed by jobcenter of the population, the training organization and the employer.

33. Professional training of participants of the Program is organized by jobcenter within the state educational order.

34. Duration of professional training of participants of the Program is established depending on contents of the training program and shall not exceed:

1) when carrying out professional training - twelve months;

2) when retraining - six months;

3) in case of advanced training - three months.

35. It are provided to the participants of the Program undergoing professional training grant, in the amount of established by the legislation for the students studying according to the state educational order in the organizations of technical and professional postsecondary education.

36. The intermediate and final assessment of participants of the Program is performed by the training organization with participation of representatives of local executive body in the field of education, jobcenter of the population and employers.

The final assessment of participants of the Program includes assessment of level of professional readiness (further - OUPP). OUPP depending on acquired profession provides passing qualification examinations in special disciplines (written tests) and accomplishment of qualification (trial) work (the practical test).

For carrying out OUPP the independent qualification commission is created.

To persons which passed qualification examination in assessment of OUPP the certificate (certificate) on qualification assignment is granted.

37. The information about participants of the Program, employers, the training organizations, legal entities and/or physical persons which are selected for the organization of educational rates is placed in AIS "DKZ 2020".

Paragraph 1. Determination of the list of the organizations rendering services in professional training

38. Professional training shall be provided on the principles of dual model of training.

39. The local executive body of area, city of republican value, the capital approve the list of the training organizations performing professional training being in the territory of this region and other regions of the Republic of Kazakhstan having the right to implementation of professional training according to the current legislation (further - the list) with indication of training cost by specialties (professions) based on offers of regional commissions

40. Inclusion of the training organizations in the list for implementation of professional training is performed in case of:

1) the obligatory organization of work practice of participants of the Program according to the principles of dual model of training;

2) employment of graduates of previous year in number of at least 60%. The quantity of employed is calculated without the persons called on military service, continuing training in higher educational institutions, the dead who are on vacation on child care which left the republics on permanent residence.

41. Professional training of participants of the Program is performed in training centers on condition of issue to persons which passed qualification examination in assessment of level of professional readiness, the certificate (certificate) on assignment of qualification or when rendering assistance in receipt of the certificate (certificate) on assignment of qualification in "Republican Scientific and Methodical Center of Development of Technical and Professional Education and Assignment of Qualifications" joint-stock company.

42. Professional training of participants of the Program is performed in the training organizations chosen by participants of the Program from the list in coordination with employers.

In case of absence in the region (area, the city of Astana and Almaty) the training organization performing professional training on the Program chosen by the participant in coordination with the employer of specialty (profession), professional training can be performed in the training organizations being in other regions.

In this case the training organization performing professional training is included in the list in addition based on the decision of regional commission and shall correspond to criteria of the choice of the training organizations, stipulated in Item 40 these rules.

Paragraph 2. The direction on the training master classes

43. The training master classes for participants of the Program are organized by jobcenter of the population lasting no more than 2 months.

44. The training master classes are held using practical training.

45. For holding the training master classes the highly qualified specialists including from abroad meeting the following requirements are attracted:

1) experience of occupational work at least 5 years in the specialty on which will conduct course;

2) availability of the education document on the corresponding specialty.

46. The youth up to 29 years participates in priority procedure in the training master classes.

47. The training master classes are organized in the following spheres:

1) household services (hairdressers, shoemakers, repair of household appliances, seamstress, massage therapists, electricians, plumbers, assembly of furniture, landscaping, repair of windows and others);

2) tourism and restaurant and hotel business (guides, waiters, bartenders, culinary specialists, maids, animators);

3) workmanship (processing of tree, glass, metals, pottery, vyaleniye of wool and felt);

4) livestock production and crop production (cattle breeders, conversion of meat and dairy products, flower growers, gardeners, greenhouse facility, cultivation of fruit and berry and other cultures).

48. In the spheres specified in Item 47 of these rules, the Jobcenter of the population determines and submits the list of the services demanded at the population for approval of district/city commission.

49. The need for the number of the specialists necessary for rendering demanded services, and also the number of persons wishing to pass the corresponding training master classes is determined taking into account interviews with potential participants and employers, results of professional orientation, availability of persons which underwent professional training.

50. The jobcenter of the population carries out is information explanatory work and also:

1) creates lists of persons needing passing of the training master classes (skills training to certain skills), group applicants in types of practical skills;

2) is created by the list of employers based on whom the training master classes will be organized;

3) creates groups numbering 10-20 people and the schedule of the organization of the training master classes;

4) provides fee of translators;

5) will be organized together with employers by passing of the training master classes on production (workplace) on which rendering the corresponding services will be performed;

6) signs the social contract and conducts monitoring of its execution;

7) determine the annual need for financial resources.

51. Payment of expenses on journey, accommodation, grants to participants of master classes is not made.

4. Provision of subsidies by the student (on transportation to the place of training and back, accommodation in the hostel or cost recovery, connected with hiring (lease) of housing)

52. In case of finding of the training organization in settlements outside places of permanent residence it are represented to the participants of the Program undergoing professional training financial support on:

1) transportation for the entire period of training to the place of training and back:

when training in the training organizations located within area, but out of settlements of places of permanent residence of participants of the Program for passing of professional training in the amount of 4 monthly settlement indicators (further - MRP), for passing of retraining and advanced training in the amount of 2 MRP;

when training in the training organizations located outside area of places of permanent residence of participants of the Program at distance to 1000 km in the amount of 8 MRP at distance over 1000 km in the amount of 12 MRP;

2) on residence monthly in all areas, except the cities of Astana and Almaty, Atyrau and Mangystau areas in the amount of 10 MRP, in the cities of Astana, Almaty, Atyrau and Mangystau areas in the amount of 15 MRP.

Financial support is paid without submission of the documents confirming expenses.

When passing retraining or advanced training with separation from production financial support in the above-stated sizes is monthly paid to the participant of the Program from among partially busy hired employees.

5. Search of suitable vacancies and assistance to employment, (including on social workplaces and youth practice)

53. Jobcenters of the population for employment of the participants of the Program who had professional education at the time of inclusion in the Program, or finished professional training promote employment on the vacancies which are available in the database by issue of the direction in form according to appendix 6 to these rules.

For employment on implementable infrastructure projects applicants for participation in the Program, submit to jobcenters of the population of the area, city of the permanent place of residence the statement and documents according to appendix 7 to these rules.

Jobcenters of the population for rendering assistance of employment for target groups of the population on the basis of contracts with employers: direct to the social workplaces created by employers on the terms of partial subsidizing of the salary of the physical persons employed on social workplaces for a period of up to one year, established according to the employment contract, direct to the workplaces created by employers for passing of youth practice on the terms of complete payment of work of the physical persons directed to youth practice no more than six months.

Applicants for participation in social workplaces, youth practice submit to jobcenters the application in form according to appendix 8 to these rules.

In case of filing of application the following documents are shown and attached:

1) copy of the identity document;

2) the copy of the education document (the diploma, the certificate, the certificate), and also other documents confirming training (the certificate, the certificate), in the presence;

54. Jobcenters of the population conduct work on employment of participants of the Program independently or with involvement of private employment agencies and/or non-governmental organizations according to the current legislation about public procurements and/or the state social order.

The list of persons which are subject to employment from among target groups of the population including persons is more senior than 50 years, are provided by jobcenters of the population in non-governmental organizations, and also the private employment agencies attracted to employment of the participant of the Program.

Payment of the rendered services by private employment agencies and/or non-governmental organizations to be carried out by jobcenters of the population in case of provision of the copy of the employment contract about employment signed between the employer and person from among target groups, including 50 years, for the term of at least one year are more senior than persons.

Non-governmental organizations, and also private employment agencies monthly to 3rd of the following behind reporting represent to jobcenters of the population, persons which directed the list for employment, information on quantity employed, the company (organization), specialty (profession), the average salary of employed.

The size of subsidies of the salary of the physical persons employed on social workplaces taking into account taxes, obligatory social assignments and compensation for unused labor leave without payments for ecological allowances constitutes 35% of the salary size, but no more than the size of the minimum wage determined by the law on the republican budget for the corresponding financial year.

56. Employment on social workplace of persons who consisted in employment relationships with the employer within year until dismissal is not allowed.

57. Subsidizing of the salary to participants of youth practice from among graduates within three years after completion of training is performed no more than 6 months.

58. The amount of compensation of the physical persons directed to youth practice from the republican budget constitutes 18 MRP in month (taking into account taxes, obligatory social assignments, compensations for unused labor leave and banking services) without payments of ecological allowances.

Joint financing at the expense of funds of the local budget of compensation of the physical persons allocated for youth practice is performed according to the decision of local executive bodies.

7. Psychological adaptation

59. Psychological adaptation is performed among the persons experiencing difficulty in job search such as persons, with limited opportunities, youth, persons of pre-retirement age.

Psychological adaptation is carried out individually with each applicant and is directed to correction of personal qualities, overcoming psychological barriers in job search and increase in motivation and self-assessment for strengthening of competitiveness in the labor market.

Psychological adaptation of applicants is performed by jobcenters of the population.

60. The information about persons who underwent psychological adaptation is placed in AIS "DKZ 2020".

8. Financing of the measures directed to training and assistance in employment

61. Financing of measures of the state support is performed through the Operator of the Program.

62. For financial provision of the state support provided to participants of the Program for the purpose of payment of professional training, grant, financial support on journey and accommodation, the training master classes subsidizing of the salary of the physical persons employed on social workplaces and compensations of the physical persons directed to youth practice and also target transfers are allocated to regional budgets, budgets of the cities of Astana and Almaty for the organization of professional orientation and the training master classes from the republican budget.

63. Akims of areas, cities of Astana and Almaty send to the Operator of the Program the budget requests with indication of the training organization and training centers, the contingent of the specialties trained by types and the place of training (the training organization, training center, etc.), to the cost and terms of training.

64. Authorized body in the field of education, the Operator of the Program according to the budget legislation make transfer of target current transfers to regional budgets, budgets of the cities of Astana and Almaty for the appropriate republican budget programs, based on individual funding plans.

65. Use of the target current transfers allocated to regional budgets, budgets of the cities of Astana and Almaty for professional training, retraining and advanced training including on completion of training of persons which are earlier accepted on professional training is performed based on contracts with the training organizations, compensation of the physical persons directed to youth practice - based on contracts with employers, and subsidizing of the salary of the physical persons employed on social workplaces based on contracts with employers and documents, confirming implementation of costs by them.

66. Financing of professional training of participants of the Program, and also persons which are earlier accepted on professional training in the training organizations for the state educational order is performed annually to terms of full completion of training according to the state obligatory standards in specialties of technical and professional education.

67. Akims of areas, cities of Astana and Almaty two times a year represent to the Operator of the Program, authorized body to the fields of education reports on implementation of measures of the state support.
