The Cabinet of Ministers of Ukraine decides:
1. Form the interdepartmental working group on questions of debt repayment for the consumed electrical energy and natural gas in structure according to appendix.
2. Approve Regulations on the interdepartmental working group on questions of debt repayment for the consumed electrical energy and natural gas which are applied.
3. Recognize invalid resolutions of the Cabinet of Ministers of Ukraine according to the list which is attached.

1. The interdepartmental working group on questions of debt repayment for the consumed electrical energy and natural gas (further - working group) is temporary advisory advisory body of the Cabinet of Ministers of Ukraine which is formed for the purpose of ensuring approval of actions central and local executive bodies, preparation of offers and recommendations to the Cabinet of Ministers of Ukraine and non-admission of threat of further growth of debt for the consumed electrical energy and natural gas.
2. The working group in the activities is guided by the Constitution and the laws of Ukraine, and also the presidential decrees of Ukraine and resolutions of the Verkhovna Rada of Ukraine adopted according to the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine and this Provision.
3. The main objectives of working group are:
1) assistance to ensuring coordination of actions of executive bodies for preparation of offers, determination of ways and methods of the solution of question on implementation of mechanisms of debt repayment for the consumed electrical energy and natural gas; increase in efficiency of activities central and local executive bodies; enhancement of regulatory framework concerning debt repayment for the consumed electrical energy and natural gas;
2) assistance to development of international cooperation, including in the field of investment attraction and modern technologies, between public authorities of Ukraine and competent authorities of foreign states, the international organizations and the companies in the field of fuel and energy complex.
4. The working group according to assigned to it tasks has the right:
To receive 1) in accordance with the established procedure from central and local executive bodies, local government bodies, the companies, organizations and the organizations information, materials necessary for accomplishment of the tasks assigned to it;
2) to recruit in the work representatives central and local executive bodies, the companies, organizations and the organizations (in coordination with their heads), and also independent experts (under approval);
3) to organize holding of conferences, seminars, meetings and other actions;
To form 4) in case of need constants or temporary work groups for ensuring accomplishment of the tasks assigned to it.
5. The working group in case of accomplishment of the tasks assigned to it interacts with state bodies, local government bodies, the companies, organizations and the organizations.
6. The working group is formed as a part of the chairman, the vice-chairman, the secretary and her members.
The official structure of the working group affirms the Cabinet of Ministers of Ukraine.
The chairman of working group is the Vice-Prime Minister of Ukraine - the Minister of Regional Development, Construction and Housing.
The chairman of working group approves its members and in case of need can make changes to it.
7. Form of work of working group are meetings which are held according to the decision of its chairman.
The meeting of working group is conducted by its chairman, and in its absence - the vice-chairman.
Preparation of materials for consideration at meetings of working group is provided by her secretary.
8. The meeting of working group is competent if at it there is more than a half of her members.
Offers to consideration of questions at meeting of working group are made by the chairman, workgroup members.
In meeting of working group representatives of state bodies, companies, organizations, organizations, and also international organizations can be recruited.
9. At the meetings the working group develops relevant proposals and recommendations about the questions which are within its competence which are fixed in the minutes, and submits them the Cabinet of Ministers of Ukraine.
Offers and recommendations of working group are considered approved if most of attendees at meeting voted for them. In case of equal distribution of voices of workgroup members the final decision accepts presiding over meeting.
The minutes of working group are signed by the chairman at meeting and the secretary and go to all workgroup members and the Cabinet of Ministers of Ukraine.
The workgroup member who does not support the offer (recommendation) can state in writing the special opinion which is applied to the minutes.
