Approve Regulations on the Ministry of Health of Ukraine which are applied.

Regulations on the Ministry of Health of Ukraine

1. The Ministry of Health of Ukraine (MZ) is the central executive body which activities go and coordinated by the Cabinet of Ministers of Ukraine.

The Ministry of Health is principal organ in system of the central executive bodies which provides forming and realizes state policy in health sector, and also protection of the population against infectious diseases, counteractions to HIV infection/AIDS and other, socially dangerous diseases, the prevention and prevention of noninfectious diseases, provides forming and realizes state policy in spheres:

epidemiological surveillance (observation), immunoprevention, promotion of healthy lifestyle, responsible attitude to the health and prevention of risk factors, the prevention and decrease in level of the use of tobacco products and their adverse effect on health of the population, safety of foodstuff, regulation of factors of living environment of the population, hygienic regulation of dangerous factors, creation of national system of blood, management of the quality system concerning safety of blood, biological safety and biological protection, fight against stability to antimicrobic medicines, response to health hazards and emergency states in health sector, and also ensuring forming of state policy in spheres of sanitary and epidemic wellbeing of the population;

developments of medical services, providing the state financial guarantees of medical attendance of the population;

technical regulation of medical products, medical products for diagnostics of in vitro, active medical products which implant, cosmetic products;

providing population with high-quality, effective and safe medicines, creations, productions, quality control and realization of medicines, medical immunobiological supplies, drugs, psychotropic substances, their analogs and precursors, counteraction to their illicit trafficking, and also safe medical products and cosmetic products;

developments of personnel potential of health care system, the highest medical, pharmaceutical science and education.

2. The Ministry of Health in the activities is guided by the Constitution and the laws of Ukraine, presidential decrees of Ukraine and resolutions of the Verkhovna Rada of Ukraine accepted according to the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine, other acts of the legislation.

3. The main objectives of the Ministry of Health are ensuring forming and realization of state policy in health sector, in particular on ensuring protection of critical infrastructure in health care sector, and also protection of the population against infectious diseases, counteractions to HIV infection/AIDS and other socially dangerous diseases, the prevention and prevention of noninfectious diseases, ensuring forming and realization of state policy in spheres:

1) epidemiological surveillance (observation), immunoprevention, promotion of healthy lifestyle and prevention of risk factors, the prevention and decrease in level of the use of tobacco products and their adverse effect on health of the population, safety of foodstuff, regulation of factors of living environment of the population, hygienic regulation of dangerous factors, creation of national system of blood, management of the quality system concerning safety of blood, biological safety and biological protection, fight against stability to antimicrobic medicines, response to health hazards and emergency states in health sector, and also ensuring forming of state policy in spheres of sanitary and epidemic wellbeing of the population;

4) technical regulation of medical products, medical products for diagnostics of in vitro, active medical products which implant, cosmetic products;

5) developments of personnel potential of health care system, the highest medical, pharmaceutical science and education.

4. The Ministry of Health according to the tasks assigned to it:

1) generalizes practice of application of the legislation on the questions which are within its competence develops offers on its enhancement and introduction in accordance with the established procedure of drafts of legal acts, acts of the President of Ukraine, the Cabinet of Ministers of Ukraine for consideration of the Cabinet of Ministers of Ukraine;

2) develops drafts of the laws and other regulatory legal acts on the questions which are within its competence;

2-1) performs preparation and representation to the Cabinet of Ministers of Ukraine of the offers on application, cancellation and modification of special economic and other rationing measures (sanctions) submitted by the Cabinet of Ministers of Ukraine for consideration of the National Security and Defense Council of Ukraine according to the Law of Ukraine "About sanctions" and participates in forming, realization and monitoring of efficiency of the state sanctions policy on issues, being within its competence;

3) approves drafts of the laws, other acts of the legislation which arrive on coordination from other ministries and the central executive bodies, prepares within the powers provided by the law, the conclusions and offers to drafts of the laws, other acts of the legislation which move for consideration of the Cabinet of Ministers of Ukraine, and drafts of the laws submitted for consideration of the Verkhovna Rada of Ukraine by other persons of law of the legislative initiative, regulatory legal acts of the Verkhovna Rada of the Autonomous Republic of Crimea;
