About the Single system of air traffic management of the Russian Federation

1. Approve the enclosed Regulations on the Single system of air traffic management of the Russian Federation.

Regulations on the Single system of air traffic management of the Russian Federation

1. The regulations on the Single system of air traffic management of the Russian Federation (further - the Single system) determine purpose of the Single system, its organizational structure, powers of its governing body, structure, tasks and procedure for ensuring activities of operational bodies of the Single system.

2. The single system is intended for the organization of use of airspace of the Russian Federation and air traffic management over the areas which are outside the territory of the Russian Federation where responsibility for air traffic management is conferred on the Russian Federation.

3. The single system has strategic importance for safety of the state and safety control of use of airspace.

Activities of the Single system are not subject to restriction or the termination.

4. The organizational structure of the Single system includes governing body of the Single system and operational bodies of the Single system.

5. Governing body of the Single system is the Federal Air Transport Agency which for the purpose of ensuring stable and continuous running of the Single system performs management of its functioning, including:

a) approves regulations on operational bodies of the Single system and the list of operational bodies of the Single system;

b) performs certification of heads of operational bodies of the Single system;

c) coordinates activities of operational bodies of the Single system and the divisions of single system of aerospace search and rescue, bodies (services) of aeronautical information and bodies (divisions) of meteorological providing air navigation interacting with them;

d) coordinates interaction of operational bodies of the Single system with bodies of air traffic maintenance (flight management) of airspace users;

e) coordinates interaction of operational bodies of the Single system with bodies of antiaircraft protection concerning control of observance of federal rules of use of airspace;

e) establishes typical block diagrams of operational bodies of the Single system;

g) establishes procedure for functioning of land objects of means and systems of air traffic maintenance, navigation, landing and communication, including aviation terrestrial network of product transmission and telegraph reports, and also procedure for use of these systems and means by operational bodies of the Single system;

h) establishes procedure for carrying out preparation and the admission to work of personnel of operational bodies of the Single system;

i) coordinates interaction of operational bodies of the Single system with bodies of systems of air traffic management of the adjacent states.

6. The bodies of air traffic maintenance which are structural divisions of the federal state unitary enterprise "The State Corporation on Air Traffic Management in the Russian Federation" which is under authority of Federal Air Transport Agency treat operational bodies of the Single system including:

a) main center of the Single system;

b) zone centers of the Single system;

c) regional centers of the Single system;

d) district centers of the Single system;

e) auxiliary district centers of the Single system.

7. Operational bodies of the Single system in the zones and areas established for them perform:

a) planning and coordinating of use of airspace according to the state priorities, stipulated in Clause 13 Air codes of the Russian Federation;

b) providing allowing or notifying procedure for use of airspace;

c) air traffic management, including:

air traffic maintenance;

organization of flows of air traffic;

airspace management for the purpose of ensuring air traffic maintenance and the organization of flows of air traffic;

d) control of observance of federal rules of use of airspace.

8. Objects of the Single system are complexes of buildings, constructions and communications, and also the land objects of means and systems of air traffic maintenance, navigation, landing and communication intended for air traffic management.

9. The list of objects of the Single system is established by federal aviation rules.

10. Ensuring activities of operational bodies of the Single system, including purchase, technical maintenance and content of objects of the Single system, and also financial provision of development of the Single system is performed at the expense of the means received as payment for the provided services in aeronautical servicing of flights of air vehicles.

Financial provision of actions for development of the Single system can be performed including at the expense of means of the federal budget.

11. Financing of mobilization preparation of the Single system is performed in accordance with the legislation of the Russian Federation.

12. The procedure for functioning of the Single system in wartime is performed based on presidential decrees of the Russian Federation.
