2. Determine that realization of powers of the federal executive bodies provided by the Rules approved by this resolution is performed within the number of workers of the corresponding federal executive bodies established by the Government of the limiting Russian Federation.

3. To Federal Service for Labour and Employment in 3-month time to approve:

regulations of information exchange in information-analytical system the All-Russian base of vacancies "Work in Russia";

formats of data and requirement to technical, program and linguistic means of ensuring of forming and maintaining information-analytical system All-Russian base of vacancies "Work in Russia";

requirements to information placed in information-analytical system the All-Russian base of vacancies "Work in Russia";

procedure for evaluating information placed in information-analytical system the All-Russian base of vacancies "Work in Russia" regarding compliance to requirements to information placed in information-analytical system the All-Russian base of vacancies "Work in Russia".

4. Recommend to the public and local government offices, state and to municipal unitary enterprises, state-owned companies and economic societies which more than 50 percent of shares (shares) in the authorized capital is in the state-owned and (or) municipal property, to provide since September 1, 2015 placement and maintenance in current state in information-analytical system the All-Russian base of vacancies "Work in Russia" of information on free workplaces and vacant positions.

5. This resolution becomes effective from the date of its official publication, except for Items 34, of 46 and 54 Rules approved by this resolution which become effective since January 1, 2016.

Rules of forming, maintaining and upgrade of information-analytical system All-Russian base of vacancies "Work in Russia"

I. General provisions

1. These rules establish procedure for forming, maintaining and upgrade of information-analytical system the All-Russian base of vacancies "Work in Russia" (further - System), including procedure for placement of information in System federal executive bodies, executive bodies of subjects of the Russian Federation, local government bodies, employers (legal entities and individual entrepreneurs) and citizens who are looking for work (further - participants of System).

2. Creation of System, its forming, maintaining and upgrade are performed by Federal Service for Labour and Employment (further - the operator) including taking into account requirements of the order of the Government of the Russian Federation of May 24, 2010 No. 365 "About coordination of actions for use of information and communication technologies in activities of state bodies". The operator has the right to select independently the information telecommunication technologies used in System, program and technical means.

For the purpose of ensuring access to System of participants of System the operator shall follow the production requirements accepted within functioning of single system of interdepartmental electronic interaction.

3. The system is created in the following purposes:

a) forming of the state information resource and provision of information in the field of employment of the population;

b) information support of realization of provisions of the Law of the Russian Federation "About employment of the population in the Russian Federation" the executive bodies of subjects of the Russian Federation performing powers in the field of assistance of employment of the population and the delegated power on implementation of social payments to the citizens recognized in accordance with the established procedure by jobless, public institutions of employment service of the population (further - bodies of employment service of the population), and also employers;

c) rendering in electronic form the state services in the field of employment of the population, including with use of the federal state information system "Single Portal of the State and Municipal Services (Functions)".

4. In System information on the employment opportunities, employers feeling the need for workers (further - employers), availability of free workplaces and vacant positions (further - vacancies), the citizens who are looking for work (further - job seekers), and other information according to the list of information containing in information-analytical system the All-Russian base of vacancies "Work in Russia", the approved order of the Government of the Russian Federation of August 25, 2015 No. 885 "About information-analytical system the All-Russian base of vacancies "Work in Russia" is placed.

5. Information is placed in System participants of System gratuitously according to the formats of data and requirements to technical, program and linguistic means of ensuring of forming and maintaining System established by the operator, and also regulations of information exchange in System (further respectively - formats of data and the requirement of System, regulations).

6. Terms of placement of information in System are established by regulations.

7. The system shall provide prevention of duplication of information in the automatic mode.

8. All participants of System for the purpose of gaining access to System undergo the procedure of registration according to regulations.

9. Information placed in System is subject to assessment by bodies of employment service of the population, the operator or the staff of the multipurpose center of provision of the state and municipal services (further - the multipurpose center) on completeness, reliability and compliance to the requirements to information placed in System established by the operator (further - requirements to information).
