RESOLUTION OF THE CABINET OF MINISTERS OF THE REPUBLIC OF UZBEKISTAN

About approval of the Regulations on certification of the managerial personnel and Regulations on procedure for matching of the managerial personnel of system of bodies of the public sanitary and epidemiologic service

According to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of June 26, 2015 No. 170 "About measures for further enhancement of activities and system of providing the republic with qualified personnel of sanitary and epidemiologic service", and also for the purpose of completion of the centers of the state sanitary and epidemiological surveillance by the highly qualified personnel having high professional and moral qualities, capable to direct in modern conditions the Cabinet of Ministers decides:

1. Approve:

Regulations on certification of the managerial personnel of system of bodies of the public sanitary and epidemiologic service according to appendix No. 1;

Regulations on procedure for matching of the managerial personnel of system of bodies of the public sanitary and epidemiologic service according to appendix No. 2.

2. Bring in Regulations on procedure for use of the means arriving from penalties for violation of the sanitary legislation approved by the resolution of the Cabinet of Ministers of April 8, 1998 No. 147, of change according to appendix No. 3.

3. Recognize invalid some decisions of the Government of the Republic of Uzbekistan, according to appendix No. 4.

4. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan A. I. Ikramov.

Regulations on certification of the managerial personnel of system of bodies of the public sanitary and epidemiologic service

I. General provisions

1. This Provision determines procedure for carrying out by the Ministry of Health of the Republic of Uzbekistan for certification on compliance of post of chief physicians of the centers of the state sanitary and epidemiological surveillance of the Republic of Karakalpakstan, areas and Tashkent, areas and cities.

For carrying out certification the Ministry of Health of the Republic of Uzbekistan creates the Commission which structure affirms the order of the Minister of Health.

2. Certification of chief physicians of the centers of the state sanitary and epidemiological surveillance of the Republic of Karakalpakstan, areas and Tashkent, areas and cities (further - chief physicians) is carried out for the purpose of completion of the centers of sanitary and epidemiological surveillance qualified, is modern the conceiving personnel having the high professional and moral qualities owning the information and communication technologies having sufficient management skills and experience.

3. Certification of chief physicians is carried out once in three years.

II. Activities of the Commission

4. The commission in the activities is guided by the Constitution and the laws of the Republic of Uzbekistan, resolutions of chambers of Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan.

5. The commission performs the activities on permanent basis.

6. The main objectives of the Commission are:

carrying out certification of chief physicians, including assessment of their compliance to posts on the professional training level and qualification, once in three years;

introduction of offers on strengthening of personnel structure of services of sanitary and epidemiological surveillance by highly qualified specialists;

development of offers on creation of system of permanent advanced training and growth of professional level of chief physicians of services sanitary epidemiologocheskogo supervision.

7. The commission is headed by the chairman, and in the absence of the chairman - his deputy.

8. The place and term, payroll the certified and other organizational matters are determined by carrying out certification by the Commission.

9. Members of the commission participate in preparation and carrying out commission sessions, if necessary the additional materials and documents concerning activities of certified have the right to request sign the appraisal sheet and the protocol of certification.

10. Commission sessions are held according to the schedule approved by the commission chairman.

III. Persons which are subject to certification and terms of its carrying out

11. Certifications are subject chief physicians of bodies of the public sanitary and epidemiologic service of the Republic of Karakalpakstan, areas and Tashkent, areas and cities.

12. Certifications are not subject:

persons who worked on the corresponding position less than one year;

pregnant women, and also the women who are on child care leave.

Certification of the specified women is allowed not earlier than in one year after their appearance at work.

IV. Certification requirements

13. Certification requirements include objective assessment:

knowledge of questions of the legislation, spirituality and enlightenment;

professional qualities of chief physicians and resulting effects of their activities following the results of realization of state policy in the field of health care and sanitary and epidemiologic wellbeing in the corresponding territory;

specific results of activities of chief physicians according to job responsibilities;

providing requirements to level and quality of compliance with law in the field of sanitary and epidemiologic wellbeing;

qualities of matching, placement of personnel and work with them;

effective management of material resources;

implementations in activities of system of bodies of the public sanitary and epidemiologic service of progressive information technologies, modern scientific achievements.

V. Procedure for carrying out certification

14. Relevant structural division of the Ministry of Health of the Republic of Uzbekistan:

in ten days prior to certification in coordination with the Commission provides the publication of the relevant order on carrying out certification in which are determined payroll certified, the place and term of carrying out certification;

under list acquaints certified with the order on carrying out certification, and also the list of certification requirements (including questionnaires) approved by the Commission.

15. The following documents are submitted to the Commission on everyone certified by the Ministry of Health of the Republic of Uzbekistan:

a) reference fact sheet;
