ABOUT THE PROCEDURE FOR CONDUCTING EXAMINATION OF GOODS BY EXPERTS OF CHAMBER OF COMMERCE AND INDUSTRY OF THE REPUBLIC OF MOLDOVA

1. GENERAL PROVISIONS

1.1. This instruction is developed based on the Law on Chamber of Commerce and Industry of the Republic of Moldova N 393-XIV of May 13, 1999 and the Charter of Chamber of Commerce and Industry of the Republic of Moldova.

1.2. The Chamber of Commerce and Industry (further - Chamber) is non-governmental, self-governed and independent organization which represents the cumulative interests of entrepreneurs of Moldova as the single organization such.

1.3. The chamber is legal entity of the public law and in this quality, and also for the purpose of realization of the tasks assigned to it and the activities, enjoys support of state bodies and cooperates with them.

1.4. The chamber will organize the activities in all territory of the country; its center is located in municipium of Chisinau.

1.5. The chamber and its divisions provide different specialized services on requests of local and foreign economic agents, carry out the following types of examinations:

- determination of quantity and goods quality;

- determination of country of source;

- determination of product quantity, received as a result of conversion of goods on customs area;

- determination of quantity of production yield as a result of conversion under customs control;

- determination of the producer of goods;

- determination of tariff line item (code) and purpose of goods;

- determination of market value of vehicles;

- determination of market value of the equipment;

- real estate appraisal;

- assessment of conformity of products, processes, services;

- assessment of other goods;

- other types of examinations.

1.6. This instruction determines operating procedure of experts when conducting commodity examinations and assessment of goods (property) and is obligatory for all structural divisions of Chamber.

1.7. Divisions of Chamber carry out expertizes according to requests of the economic agents of the Republic of Moldova located in the territory of the zones of servicing established by the president of Chamber. Conducting examinations in other zones will be approved between directors of the relevant divisions and management of Chamber.

For conducting the separate examinations requiring special knowledge on contractual basis specialists of research institutions and project organizations, industrial enterprises, higher educational institutions and other organizations, and also the physical persons having necessary knowledge as the experts can be involved.

2. THE BASIC CONCEPTS USED IN THIS INSTRUCTION

The basic concepts used in this instruction have the following value:

examination - the independent research of object of examination (goods) conducted by the competent specialist (expert) on the basis of the objective facts for the purpose of receipt of the authentic solution of objective;

examination task - precisely formulated work purpose;

the expert - the highly qualified specialist certified on the right of conducting examinations, having the special knowledge applied in the course of performance of works and services in examination of goods, raw materials and the equipment both in the Republic of Moldova and beyond its limits;
