1. Approve the enclosed standard of the state service "Subsidizing of Rates of Remuneration on the Credits, and also Leasing of Processing Equipment and Agricultural Machinery".

2. To provide to department of investment policy and financial instruments of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan.

3. This order becomes effective after ten calendar days from the date of its first official publication.

Standard of the state service "Subsidizing of Rates of Remuneration on the Credits, and also Leasing of Processing Equipment and Agricultural Machinery"

1. General provisions

1. The state service "Subsidizing of Rates of Remuneration on the Credits, and also Leasing of Processing Equipment and Agricultural Machinery" (further - the state service).

2. The standard of the state service is developed by the Ministry of Agriculture of the Republic of Kazakhstan (further - the Ministry).

3. The state service appears the Ministry (further - the service provider).

Order taking and issue of results of rendering the state service is performed by Kazagromarketing joint-stock company (further - the operator).

2. Procedure for rendering the state service

4. Term of rendering the state service:

1) from the moment of delivery of document package to operator - 36 (thirty six) working days;

2) the most allowed time of expectation for delivery of document package - no more than 30 (thirty) minutes;

3) the most allowed time of servicing - no more than 30 (thirty) minutes.

5. Form of rendering the state service - paper.

6. Result of rendering the state service - the account for payment on money transfer of subsidies for the bank account of uslugopoluchatel.

Form of provision of result of rendering the state service - paper.

7. The state service is rendered free of charge.

8. The working schedule of the service provider and operator - Monday through Friday inclusive from 9:00 till 18:30 o'clock, with lunch break from 13:00 till 14:30 o'clock, except days off and holidays.

Order taking and issue of results of rendering the state service - from 9:00 till 17:30 o'clock with lunch break from 13:00 till 14:30 o'clock.

9. The list of the documents necessary for rendering the state service in case of the address of uslugopoluchatel (or his representative by proxy) to the operator:

the request for subsidizing of rates of remuneration on the credits, and also leasing of processing equipment and agricultural machinery (further - the request for subsidizing) in form, according to appendix 1 to this standard of the state service. As its integral part are applied:

1) the copy of the loan agreement certified by financial institution with appendix of the repayment schedule of the principal debt and remuneration concluded between financial institution and uslugopoluchatel;

2) the copies of documents certified by financial institution confirming target use of credit/leasing: acts of target use of credit loan, the statement from the loan account of uslugopoluchatel about receipt of the credit (for banks of the second level) or the document confirming transfer of credit/transfer of subject of leasing;

3) the copy of the power of attorney or the order on the right of signing by other person if the request for subsidizing is signed not by the first head of financial institution;

4) the letter of financial institution on the consent of participation of uslugopoluchatel in the program of subsidizing of rates of remuneration on the credits, and also leasing of processing equipment and agricultural machinery (it is provided in case of application for subsidizing by uslugopoluchatel).

1) combines, tractors, tractor trail cars, seeders, water carriers;

2) self-propelled and trailing harvesters;

3) the combined universal hinge plates with replaceable working bodies;

4) mekhlopata;

5) harrows, plows, cultivators of all types;

6) irrigating systems;

7) rake, voroshilka, drag harrows, valkoukladchik, valkoobrazovatel;

8) forage harvesters, fodder harvesting machines;

9) press sorters, stogometatel;

10) kormosmesitel, cattlefeeders, crushers, mixers and grinders;

11) loaders and carts for transportation of bales and rolls, the carver of rolls and obmotchik of rolls;

12) milking machines;
