About approval of the Instruction about procedure for holding training of employees of the organizations of rail transport public

Based on part three of article 34 of the Law of the Republic of Belarus of January 6, 1999 "About rail transport" in edition of the Law of the Republic of Belarus of December 31, 2014 and subitem 5.9 of Item 5 of the Regulations on the Ministry of Transport and Communications of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of July 31, 2006 No. 985 "Questions of the Ministry of Transport and Communications of the Republic of Belarus", the Ministry of Transport and Communications of the Republic of Belarus DECIDES:

1. Approve the enclosed Instruction about procedure for holding training of employees of the organizations of rail transport public.

2. This resolution becomes effective after its official publication.

The instruction about procedure for holding training of employees of the organizations of rail transport public

1. This Instruction determines procedure for holding training of employees of the organizations of rail transport public which are directly providing transportation process (further, unless otherwise specified, - workers).

2. The training of workers is held according to the list of professions (positions) of employees of the organizations of rail transport public which are subject to training according to appendix 1 to this Instruction for the purpose of preparation them to independent work, and also for confirmation of their professional suitability, forming and practical fixing is direct on workplace of knowledge, the skills acquired in case of professional training.

3. Holding training is performed by the organization of rail transport public (further - the organization).

4. Again accepted workers, workers transferred to other work are subject to training.

5. The training is carried out in two steps.

Holding training of the worker is drawn up by the order of the head of the organization or person authorized by it in which the head of training and the term of carrying out the first and second stages of training is determined.

The term of carrying out the first stage of training is established within the minimum and maximum number of changes provided for this profession (position) according to appendix 1 to this Instruction.

Aggregate term of training for again accepted worker cannot exceed the preliminary test term established to it.

6. The most experienced, highly-skilled employee knowing features and specifics of professional job (position) of the worker who is subject to training and the having years of service of practical work on this profession (position) is appointed the head of training.

7. The training of the worker is performed according to the individual plan of holding training constituted by the head of training in form according to appendix 2 to this Instruction and approved by the head of the structural unit in whom the worker passes training (further - the head of the structural unit).

The worker who is subject to training has the right to participate in development of the individual plan of training and to make offers on its change, to participate in discussion of results of training.

8. The first stage of training consists of theoretical and practical parts.

Theoretical part includes:

studying of regulatory legal acts, including the local, technical regulatory legal acts containing the safety rule and operation of rail transport;

acquaintance with working conditions.

Practical part includes working off of skills of work on exercise machines.

9. Upon completion of the first stage of training her head constitutes the report on accomplishment of the first stage of the individual plan of training in which the characteristic of the worker passing training and assessment of accomplishment of this stage by it is given.

Based on the report on accomplishment of the first stage of the individual plan of training, interview with the worker the head of the structural unit determines readiness of the worker for the second stage of training.

10. The term of the first stage of training can be extended by the order of the head of the organization or person authorized by it within the maximum number of changes determined in appendix 1 to this Instruction in case of disease of the worker passing training, absences from work on other reasonable excuses and also according to the proposal of the head of the structural unit of the worker in case of its unavailability to the second stage of training.

11. The second stage of training includes implementation of the corresponding functions directly on workplace under control of the worker determined by the head of training.

12. Upon completion of the second stage of training the head of training and the head of the structural unit of the worker passing training make the decision on the admission of the worker to independent professional job (position).

The admission of the worker to independent professional job (position) is drawn up by the act, the signed head of the structural unit and the head of training, in form according to appendix 3 to this Instruction. The worker is subject to acquaintance with the act.

13. The period of the second stage of training can be extended by the order of the head of the organization or person authorized by it in case of disease of the worker passing training, absences from work on other reasonable excuses and also according to the proposal of the head of the structural unit in case of its unavailability to independent work for a period of up to four changes.
