1. Approve the enclosed regulations of the state service "Subsidizing of Rates of Remuneration on the Credits, and also Leasing of Processing Equipment and Agricultural Machinery".

2. To provide to department of investment policy and financial instruments of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan and the intranet portal of state bodies.

3. Declare invalid the order of the Minister of Agriculture of the Republic of Kazakhstan of May 5, 2014 No. 5-2/249 "About approval of regulations of the state service "Subsidizing on Compensation of Rate of Remuneration on the Credits (Leasing) for Support of Agricultural Industry" (No. registered in the Register of state registration of regulatory legal acts of the Republic of Kazakhstan 9491, No. 222 published in the Kazakhstanskaya Pravda newspaper of November 13, 2014 (27843).

4. To impose control of execution of this order on the supervising Vice-Minister of Agriculture of the Republic of Kazakhstan.

1. General provisions

1. The state service "Subsidizing of Rates of Remuneration on the Credits, and also Leasing of Processing Equipment and Agricultural Machinery" (further - the state service) appears the Ministry of Agriculture of the Republic of Kazakhstan (further - the service provider).

2. Form of rendering the state service - paper.

3. Result of rendering the state service - the account for payment on money transfer of subsidies for the bank account of uslugopoluchatel.

4) consideration of documents by the executive in charge of the operator, check of completeness of the submitted documents on compliance to requirements of the standard, execution of the conclusion about compliance/discrepancy to standard conditions, calculation of amounts of receivable subsidies for each loan agreement, transfer to the head of the operator of documents for imposing of the resolution, the direction to the head of the service provider of documents of uslugopoluchatel, the conclusion of the operator about compliance/discrepancy of uslugopoluchatel to conditions of the standard - within 10 (ten) working days;

5) commission session on distribution of subsidies (further - the commission) and consideration of documents of uslugopoluchatel, signing of the protocol of the decision of the commission on approval/disapproval of requests - within 3 (three) working days;

6) the direction of minutes abstract of commission session by the executive in charge of the operator in financial institutions in paper and electronic carriers - within 5 (five) working days;

7) the conclusion of the agreement of subsidizing of rates of remuneration on the credits, and also leasing of processing equipment and agricultural machinery (further - the agreement of subsidizing) between financial institution and the operator - within 7 (seven) working days;

8) the conclusion of the contract of subsidizing between the operator and the service provider - within 5 (five) working days;

9) implementation of check of compliance of the amount of the request for transfer to schedules of subsidizing of uslugopoluchatel, the report on the actual use of subsidies, introduction to the service provider of the letter with appendix of the request for money transfer for subsidizing - within 3 (three) working days;

10) forming and submission to bodies of the treasury signed by the responsible head and the chief of the department of financial accounting of structural division of the service provider of the account for payment - within 3 (three) working days.

6. Results of the procedure (action) for rendering the state service which form the basis for accomplishment of the following procedures (actions):

the registered request with the entering number;

resolution and transfer of the document to the executive in charge of the operator;

completeness and reliability of the submitted documents;

decision of the commission on compliance/discrepancy of requests;

conclusion and agreement signature of subsidizing;

direction of the request for money transfer of subsidies;

forming and submission to bodies of treasury of the account for payment.
