RESOLUTION OF THE CABINET OF MINISTERS OF UKRAINE

About carrying out experiment on attraction by the Ministry of Culture, youth and sport of national sports federations on separate Olympic and not Olympic sports to the organization and holding sporting events and introduction of amendments to resolutions of the Cabinet of Ministers of Ukraine of July 8, 2009 No. 695 and of February 29, 2012 No. 152

The Cabinet of Ministers of Ukraine decides:

1. Agree with the offer of the Ministry of youth and sport on carrying out during the period from September 1, 2015 to December 31, 2020 of experiment on involvement by the Ministry of national sports federations on separate Olympic and not Olympic sports to the organization and holding sporting events.

2. Approve:

Procedure for carrying out experiment on attraction by the Ministry of Culture, youth and sport of national sports federations on separate Olympic and not Olympic sports to the organization and holding sporting events which is applied;

the list of national sports federations on separate Olympic and not Olympic sports which take part in carrying out experiment on their attraction by the Ministry of Culture, youth and sport to the organization and holding sporting events, according to appendix.

3. To the Ministry of Culture, youth and sport to submit annually till March 1 to the Cabinet of Ministers of Ukraine information on the experiment course on involvement by the Ministry of national sports federations on separate Olympic and not Olympic sports to the organization and holding sporting events.

4. Bring in resolutions of the Cabinet of Ministers of Ukraine of July 8, 2009 No. 695 "About approval of the Temporary procedure for expense recovery, the national teams of teams, certain members of such teams, other persons connected with participation in sports competitions, educational training camps, other sporting events held in Ukraine and abroad" (The Official Bulletin of Ukraine, 2009, No. 51, Art. 1740; 2013, No. 83, the Art. 3084) and of February 29, 2012 No. 152 "About approval of the Procedure for use of the means provided in the government budget for development of physical culture, elite sport and reserve sport" (The Official Bulletin of Ukraine, 2012, No. 17, the Art. 614, No. 45, Art. 1752; 2013, Art. No. 17 584, No. 90, the Art. 3310) changes which are applied.

Procedure for carrying out experiment on attraction by the Ministry of Culture, youth and sport of national sports federations on separate Olympic and not Olympic sports to the organization and holding sporting events

1. This Procedure determines the mechanism of carrying out experiment by attraction of MKMS of national sports federations on separate Olympic and not Olympic sports to the organization and holding the sporting events aimed at providing training of athletes of the national teams of teams in the corresponding sports and their participations in sports competitions of All-Ukrainian and international level (further - experiment).

2. Within carrying out experiment national separate Olympic and not Olympic sports sports federations (further - federations) provide the organization and holding the sporting events for the corresponding sports included in the Single schedule of sports and improving and sporting events for the corresponding year (further - the Schedule) (educational training camps of the national teams of commands for the territories of Ukraine and abroad, the All-Ukrainian and international sports competitions held in the territory of Ukraine, ensuring participation of the national teams of teams in the specified international competitions held in the territory of Ukraine and abroad).

For this purpose federations independently:

issue own administrative documents and approve estimates of sporting events;

approve participant lists of educational training camps;

approve lists of judges of All-Ukrainian sports competitions;

complete structure of official delegations;

provide organizational maintenance of sporting events.

3. Federations on condition of availability of own means for covering of the risks connected with its carrying out participate in experiment.

4. Budgetary funds for the organization and holding the sporting events determined by Item 2 presents of the Procedure are used by federations according to the Procedure for use of the means provided in the government budget for development of physical culture, elite sport and reserve sport, to No. 152 approved by the resolution of the Cabinet of Ministers of Ukraine of February 29, 2012 (The Official Bulletin of Ukraine, 2012, No. 17, the Art. 614).

Participation in All-Ukrainian sports competitions of the athletes included in permanent (variable) structure of the state centers of the Olympic preparation is performed at the expense of the means provided to such organizations on the answering purpose.

5. The amount of budgetary funds for the organization and holding sporting events by federations, the stipulated in Item 2 presents of the Procedure, is determined according to the procedure, the established MKMS taking into account the reasons for need for such means given federations and detailed calculations of the costs determined based on regulations and norms, current prices and rates proceeding from indicators of the schedule and requirements of Item 3 presents of the Procedure.

6. The direction of budgetary funds is not allowed on:

implementation of actions, not the stipulated in Item 2 presents of the Procedure;

content of federations.

7. For implementation of the sporting events determined by Item 2 presents of the Procedure, MKMS signs with federations the agreement determining the rights, obligations and responsibility of the parties, durations of the agreement, the reasons of its early termination, expected result of carrying out experiment, approximate amounts of budget financing and amounts of the means of federation necessary for implementation of the specified measures, conditions of adjustment of such amounts, estimate form on the organization and holding sporting events, terms and form of representation monthly and annually reports on their carrying out, submission due date of the closing statement on results of the made experiment and so forth.

8. Implementation by federations of the sporting events determined by Item 2 presents of the Procedure regarding carrying out transactions with budgetary funds stops in case:

systematic violation of terms of the organization and holding sporting events;

not holding the sporting events included in the Schedule without preliminary approval of MKMS;

nonparticipations of the national team of team of Ukraine by the form sport in the international sports competitions included in the Schedule without preliminary approval of MKMS;

breaches of agreement.

9. MKMS exercises quarterly control of implementation by federations of the sporting events determined by Item 2 presents of the Procedure in the procedure established by it.
