1. Approve the enclosed Regulations on application of financial sanctions against the suppliers of medical services working under contracts with territorial administrations of compulsory health insurance Fund under the Government of the Kyrgyz Republic.
2. To directors of territorial administrations of compulsory health insurance Fund to inform heads of the organizations of health care, working under contracts with territorial administrations of compulsory health insurance Fund this Regulations on application of financial sanctions.
3. Consider invalid:
the order of compulsory health insurance Fund "About approval of the Regulations on application of financial sanctions against suppliers of medical services and the List of the financial sanctions applied to the suppliers of medical services working under contracts with territorial administrations of compulsory health insurance Fund" of 22.03.13 with No. 64;
the order of compulsory health insurance Fund "About modification of the Regulations on application of financial sanctions against the suppliers of medical services working under agreements of Federal Compulsory Health Insurance Fund, approved by the order of compulsory health insurance Fund under the Government of the Kyrgyz Republic of 22.03.2013 No. 64" of 25.01.14 No. 14.
4. To impose control of execution of this order on the deputy minister of health care A.D.Murzaliyev and the vice-chairman A. M. Kalykov.

1. This Regulations on application of financial sanctions against the suppliers of medical services working under contracts with territorial administrations of Fund of compulsory medical insurance under the Government of the Kyrgyz Republic (further the Provision) are developed according to the Laws of the Kyrgyz Republic "About medical insurance of citizens in the Kyrgyz Republic", "About system of the Single payer in financing of health care of the Kyrgyz Republic", the Provision "About Fund of Compulsory Medical Insurance under the Government of the Kyrgyz Republic".
2. This Provision regulates procedure for application of financial sanctions for non-rendering, untimely rendering or rendering medical services of inadequate quality, and also inappropriate and irrational use of financial resources by the suppliers of medical services (further - the Supplier) working under contracts with territorial administrations of Fund of compulsory medical insurance under the Government of the Kyrgyz Republic (further TU of Federal Compulsory Health Insurance Fund).
3. Action of the Provision extends to all organizations of health care which signed contracts on provision of the medical and sanitary help with TU of Federal Compulsory Health Insurance Fund.
