1. Approve the enclosed Regulations of the state service "Consideration of Petitions for Consent to Economic Concentration".

2. Declare invalid the order of the Acting Chairman of the Agency of the Republic of Kazakhstan on protection of the competition (The anti-monopoly agency) against February 21, 2014 No. 36-OD "About approval of regulations of the state service "Consideration of Petitions for Consent to Economic Concentration" (registered in the Register of state registration of regulatory legal acts for No. 9229, published in information system of law of Ad_let on April 10, 2014).

3. To provide to committee on regulation of natural monopolies and protection of the competition of the Ministry of national economy of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on official Internet resource of the Ministry of national economy of the Republic of Kazakhstan.

4. To impose control of execution of this order on the first Vice-Minister of national economy of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Regulations of the state service "Consideration of Petitions for Consent to Economic Concentration"

1. General provisions

1. Consideration of petitions for consent to economic concentration (further - the state service) appears Committee on regulation of natural monopolies and protection of the competition of the Ministry of national economy of the Republic of Kazakhstan (further - the service provider) according to the Standard of the state service "Consideration of Petitions for Consent to Economic Concentration" approved by the order of the Minister of national economy of the Republic of Kazakhstan of April 10, 2015 No. 321 (registered in the Register of state registration of regulatory legal acts for No. 10938) (further - the Standard), including through the web portal of "the electronic government" www.egov.kz or the E-litsenzirovaniye web portal of www.elicensc.kz (further - the Portal).

1) registration of the petition in office of the service provider;

2) consideration of documents of uslugopoluchatel by the head of the service provider and transfer to the deputy(deputies) head of the service provider for consideration;

3) consideration of documents of uslugopoluchatel by the deputy(deputies) chief of the department of the service provider and transfer to the head(s) of management of the service provider on execution;

4) consideration of documents of uslugopoluchatel by the head(s) of management of the service provider and transfer to the specialist of management of the service provider on execution;

5) consideration by the official of the service provider responsible for rendering the state service, completeness of the submitted materials and the notification in writing uslugopoluchatel within 10 (ten) calendar days from the date of receipt of the petition for acceptance or about refusal in adoption of the petition to consideration;

6) in case of completeness of the submitted documents uslugopoluchatel, consideration by the official of the service provider responsible for rendering the state service, the submitted documents and registration of result of rendering the state service;

7) signing of result of rendering the state service by the head of the service provider;

8) direction of result of rendering the state service to uslugopoluchatel.
