1. Approve the enclosed Rules of licensing to the organizations performing separate types of banking activities on collection of banknotes, coins and values (further - Rules).

2. Recognize invalid resolutions of Board of National Bank of the Republic of Kazakhstan according to appendix to this resolution.

3. To the organizations which are performing separate types of banking activities, having the license of National Bank of the Republic of Kazakhstan for carrying out banking activity on collection of banknotes, coins and values within six months from the date of enforcement of this resolution to bring the activities into accord with Rules.

4. To department of cash circulation (to Amangeldiyev A.) in the procedure established by the legislation to provide:

1) together with Legal support department (Dosmukhambetov N. M.) state registration of this resolution in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction of this resolution on official publication in information system of law of Ad_let of the republican state company on the right of economic maintaining "The republican center of legal information of the Ministry of Justice of the Republic of Kazakhstan" within ten calendar days after its state registration in the Ministry of Justice of the Republic of Kazakhstan;

3) placement of this resolution on official Internet resource of National Bank of the Republic of Kazakhstan after its official publication.

5. To department of the international relations and public relations (Kazybayev A. K.) provide the direction of this resolution on official publication in periodic printing editions within ten calendar days after its state registration in the Ministry of Justice of the Republic of Kazakhstan.

6. This resolution becomes effective after twenty one calendar days after day of its first official publication.

7. To impose control of execution of this resolution on the vice-chairman of National Bank of the Republic of Kazakhstan Galiyeva D. T.

Rules of licensing to the organizations performing separate types of banking activities on collection of banknotes, coins and values

1. General provisions

1. These rules of licensing to the organizations performing separate types of banking activities on collection of banknotes, coins and values (further - Rules) are developed according to the laws of the Republic of Kazakhstan of March 30, 1995 "About National Bank of the Republic of Kazakhstan", of August 31, 1995 "About banks and banking activity in the Republic of Kazakhstan", of May 16, 2014 "About permissions and notifications" and determine procedure and conditions of licensing to the organizations performing separate types of banking activities (further - the organization) on collection of banknotes, coins and values.

2. The license for collection of banknotes, coins and values is issued by National Bank of the Republic of Kazakhstan (further - National Bank) electronically according to appendix 1 to Rules through the web portal of "the electronic government" (www.egov.kz).

2. Licensing of collection of banknotes, coins and values

3. For receipt of the license for collection of banknotes, coins and values the following qualification requirements are imposed to the organization:

1) availability of the rooms necessary for carrying out transactions on collection of the banknotes, coins and values provided in part one of Item 40 of Rules of the organization of protection and the device of premises of banks and organizations, performing separate types of the banking activities approved by the resolution of Board of National Bank of the Republic of Kazakhstan of August 24, 2012 No. 250 "About approval of Rules of the organization of protection and the device of premises of the banks and organizations performing separate types of banking activities" (registered in the Register of state registration of regulatory legal acts at No. 8080), (further - Rules of the organization of protection and the device of rooms) and corresponding to Rules of the organization of protection and the device of rooms;

2) availability on the property right at least two special equipment vehicles conforming to the requirements provided in the Instruction on the organization of motor collector transportations in the Republic of Kazakhstan approved by the resolution of Board of National Bank of the Republic of Kazakhstan of April 20, 2001 No. 110 "About approval of the Instruction on the organization of motor collector transportations in the Republic of Kazakhstan" (registered in the Register of state registration of regulatory legal acts at No. 1549);

3) availability at the first head of executive body of the organization of work experience at least one year on executive positions in the sphere of provision of financial services;

4) absence at the first head of executive body of the organization of the outstanding or not removed criminal record for property offenses, in the sphere of economic activity, against interests of service in commercial and other organizations, corruption crimes.

4. The following documents are necessary for receipt of the license for collection of banknotes, coins and values by the organization:

1) the statement on receipt of the license for collection of banknotes, coins and values in form according to appendix 2 to Rules (further - the statement on receipt of the license).
